National training conference on operating the new commune-level political system

(GLO)- On the morning of June 14, the Ho Chi Minh National Academy of Politics coordinated with central agencies to organize a national training conference on professional skills related to Party building and organization, state management, organization and operation of the Vietnam Fatherland Front, and political organizations at the commune level (new).

The conference was held online to 10,035 television stations nationwide with more than 1.5 million delegates attending.

Speaking at the opening of the training conference, Comrade Nguyen Xuan Thang - Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council emphasized: This training conference takes place in 2 days (June 14-15, 2025) to ensure the unified direction of the Politburo, Secretariat, Government, Prime Minister on the principles of decentralization, delegation of power and division of authority when operating the model of organizing 2-level local government, ensuring the implementation of the motto: "locality does, locality decides, locality is responsible". Timely deploy legal documents on organizing 2-level local government; decentralization, delegation of power and division of authority.

The training conference aims to equip knowledge and skills for cadres and civil servants, especially provincial and communal level cadres and civil servants (new) after the arrangement, on the basic issues of the operation of the two-level local government and the reception of authority, the division of functions, tasks, decentralization and delegation of power from the Central to the local level. The organization of training and professional training for cadres and civil servants ensures substance and effectiveness, focusing on the basic issues: Organizing the apparatus of the two-level local government; decentralization, delegation of power and delegation of power. Clarifying the tasks and powers of the People's Council, People's Committee, Chairman of the People's Committee at the provincial and communal levels and clearly defining for the locality the reception of tasks, authority, decentralization and delegation of power according to each management area of ​​the central ministries and branches.

At the training conference, leaders of central departments, ministries and branches presented 15 topics, most of which were about decentralization and delegation of power in various fields. In particular, member of the Party Central Committee, Deputy Head of the Central Organization Committee Nguyen Quang Duong presented topics on Party building, grassroots Party organizations, apparatus and activities of commune-level Party committees (new); member of the Party Central Committee, Minister of Home Affairs Pham Thi Thanh Tra (Deputy Head of the Government's Steering Committee on the arrangement of administrative units at all levels and the organization of 2-level local governments) presented an overview of the functions, tasks and powers of 2-level local governments; general issues on decentralization, delegation of power and assignment of authority to 2-level local governments.
