The Ho Chi Minh City - Moc Bai Expressway Project is 51 km long, with a total investment of more than VND 19,600 billion, and was approved by the Government in August 2024. Phase 1 of the project will be implemented under the BOT form, with a scale of 4 lanes and an emergency lane.
Phase 1 of this Project is 51 km long; the starting point connects with Ring Road 3 - Ho Chi Minh City in Cu Chi District (old) - Ho Chi Minh City; the end point intersects with National Highway 22 (Km53+850) in Ben Cau District (old) - Tay Ninh Province.
The project was approved by the Government for investment under the PPP public-private partnership (BOT contract). Phase 1 will invest in 4 lanes, with a design speed of 120 km/h.
Recently, Ho Chi Minh City has added 673 billion VND to the 2025 public investment plan for component project 2 of the Ho Chi Minh City - Moc Bai expressway. The project includes items such as: service roads, residential roads, and overpasses across the expressway, with a total investment of more than 2,421 billion VND, using entirely from the state budget.
According to the plan, construction packages using budget capital will start on September 2, 2025. Then, construction of component project 1 "Investment in construction of Ho Chi Minh City - Moc Bai Expressway Phase 1 (construction packages using PPP capital) will start; January 2026, completing the entire project on December 31, 2027.
Ho Chi Minh City People's Committee assessed that the Ho Chi Minh City - Moc Bai Expressway Project is being implemented to meet transportation needs, reduce traffic congestion and ensure traffic safety on National Highway 22. After completion and operation, the project will be synchronized with large-capacity, traffic-safe and high-speed belt roads on the Ho Chi Minh City - Tay Ninh transport corridor.
Thereby contributing to the development of the industrial - urban chain Moc Bai - Ho Chi Minh City - Cai Mep Port - Thi Vai associated with the Trans-Asia economic corridor, promoting the socio-economic development of Ho Chi Minh City, Tay Ninh in particular and the provinces of the Southeast region in general.
At the same time, the project will create a driving force for connection, promote cooperation and development of the Southeast region with the Mekong Delta, the Central Highlands and the South Central region; increase the competitiveness of the economy in the context of deep integration, gradually complete the road traffic network according to the plan; contribute to ensuring security and national defense.
