Implementing the socio-economic development task in 2025, Quang Ninh has been trusted, entrusted and selected by the Government as one of the key localities to be assigned high economic growth targets. Responding to this trust, on the basis of fundamental calculations of each resource and each growth factor, the province has immediately started implementing specific tasks. Overcoming the halfway mark, in the first 6 months of 2025, Quang Ninh has ensured the plan with a growth rate of over 11%, ranking 3rd in the country.

Many fundamental solutions from the beginning of the year

Implementing the socio-economic development task in 2025, Quang Ninh has chosen the theme "Breakthrough in economic development, creating momentum for the new term", to clearly demonstrate the province's determination and efforts to accompany the Government to create new growth in the period when the country is steadily entering the era of rising up, developing richly, civilizedly and prosperously.

Affirming high determination and great efforts, based on fundamental calculations of each resource and growth factor in each industry and each field, Quang Ninh identified that one of the core solutions, considered the "breakthrough of breakthroughs", is to liberate all resources. In order to realize the targets and objectives, departments, branches and localities in the province have promoted their proactive role, reviewed the development space to contribute to the general scenario of the province. In which, it is determined that to achieve the growth target of 14% in 2025, the industrial - construction sector needs to increase by 14.33%, of which the processing and manufacturing industry increases by 33.74%; services increase by 16.45%; GRDP scale reaches about 396,000 billion VND...

To achieve this goal, the province has promoted innovation in thinking, creativity in working methods, and breakthroughs in policies to promote development; promoted decentralization and delegation of power, and promoted the role and responsibility of leaders; focused on effectively implementing 3 strategic breakthroughs; repositioned local values, fully identified advantages, challenges, conflicts, and "bottlenecks" to find solutions, find opportunities in difficulties and challenges, and shape new development methods; promoted and renewed traditional growth drivers in investment, strongly developed science and technology, innovation, digital transformation, high-quality human resources, etc. on the basis of closely following the "Quad Pillar Resolutions" of the Politburo.

At the same time, it is necessary to clearly identify the need to promote the growth-leading role of dynamic regions, which are the province's major cities, economic corridors and breakthroughs. Prioritize rapidly increasing the scale and contribution to GRDP and budget revenue of the processing and manufacturing industry, associated with improving the efficiency of attracting new-generation FDI investment; maintain stability, develop the coal and electricity industries reasonably and sustainably; develop modern comprehensive services; support and remove difficulties for businesses and investors in administrative procedures, planning, land, site clearance, filling materials, etc. so that projects can soon come into operation; continue to innovate and improve the quality and competitiveness of service products and tourism, etc. At the same time, there are proactive measures and solutions to actively implement public and private investment projects, which is the solution to quickly achieve and complete growth targets.

Since then, in the first 6 months of 2025, many key projects such as the Riverside Road, Ha Long Green Urban Complex, Ha Long Ocean Park, Van Ninh General Port... have been accelerated, making up for the previous delays. Some new projects have also been started, such as the Lite-On Quang Ninh Factory Phase 1 in Song Khoai Industrial Park with a total investment of 690 million USD; putting Thanh Cong Viet Hung Automobile Factory into commercial production...

With breakthrough mechanisms, policies, and solutions at both strategic and tactical levels for synchronous implementation, in the first half of 2025, Quang Ninh has achieved many important results. Gross Regional Domestic Product (GRDP) increased by 11.03%, ranking 3rd in the country, 2.01% higher than the same period in 2024. Of which, the service sector increased the most with an increase of 13.03%, accounting for 35.6%, contributing 4.58 points to the overall growth of the province. Although the industrial and construction sector has encountered many difficulties and backlogs over the past many years, it still achieved an increase of 11.48%, an increase of 3.8% over the same period. The tax, product, agriculture, forestry, and fishery sectors grew, ensuring the proposed plan and scenario.

These results clearly demonstrate Quang Ninh's efforts in accompanying the Government to create new breakthroughs in growth.

Focus maximum resources, ensure annual growth target

Entering the remaining half of 2025, although facing many new difficulties and challenges, especially the problems arising when the 2-level local government system officially came into operation from July 1. However, 2025 is identified as a year of special importance, the final year of the term and the 5-year plan 2021-2025; the year of holding party congresses at all levels, the 16th Provincial Party Congress towards the 14th National Congress of the Party, entering a new era, the era of national growth... Therefore, following the results achieved in the first 6 months of the year, Quang Ninh has reviewed, evaluated, and proactively assessed the situation in the new period to concretize plans and goals on the basis of accelerating and creating breakthroughs in economic development and growth.

Accordingly, at the 29th Session of the 14th Provincial People's Council, which just took place, the majority of the Provincial People's Council delegates clearly expressed their determination, participated in giving advice and proposing solutions for Quang Ninh to achieve the growth target of 14% in 2025 through Resolution No. 281/NQ-HDND dated July 17, 2025 on continuing to implement socio-economic development goals in the last 6 months of the year.

In particular, the key task is to continue to create breakthroughs in economic development; focus on renewing traditional growth drivers, promoting new growth drivers through accelerating progress, improving the rate and quality of public investment disbursement. Because this is the most important driving force to promote economic growth. To do this, the province has directed relevant units to review and thoroughly remove difficulties and obstacles for each project, especially important projects, associated with the responsibility of the head. The goal for the last 6 months of the year is to complete the riverside road; renovate and upgrade National Highway 279; speed up the progress of projects scheduled to start construction and inaugurate to celebrate the 80th anniversary of National Day September 2 and welcome the 16th Provincial Party Congress.

At the same time, continue to promote the attraction of new generation, large-scale, high-tech FDI capital, especially in the processing, manufacturing, electronics, semiconductor, artificial intelligence industries... Quang Ninh has directed localities to focus on accelerating the progress of site clearance to create "clean land funds" to attract investors; support and remove difficulties and obstacles for projects to soon come into operation, supplement capacity, increase productivity and output. For the service - tourism sector, the focus will be on attracting high-quality projects; developing golf courses according to planning; innovating, improving the quality and competitiveness of tourism products and services associated with preserving and promoting cultural values, preserving landscapes, protecting the environment...

Quang Ninh effectively operates a two-level local government system, best meeting the conditions for serving the people and businesses, aiming to stabilize and develop the socio-economy in the new context.

The province will also make breakthroughs in developing science and technology, innovation and digital transformation by promoting comprehensive digital transformation in the activities of Party and State agencies. Promote the development of digital economy and digital society associated with digital transformation in key areas such as: Industry, tourism, agriculture, education, health, logistics, etc.; enhance the capacity for innovation and digital transformation of the private economic sector. Promoting science, technology and innovation is the main driving force to improve productivity, quality, efficiency and competitiveness of the economy, etc.

With high determination, great efforts, proactively resolving difficulties and challenges to liberate all resources to create a breakthrough in growth... Quang Ninh will certainly continue to reap many important results in the remaining half of 2025. This will meet the expectations and trust from the Government, contributing to accompanying the country to achieve a growth rate of over 8% in 2025, which is an important premise to achieve double-digit growth from 2026 - the year of the 14th National Party Congress, the period when the country firmly steps into the era of rising up, developing richly, civilizedly and prosperously.
