The State Reserve Department focuses all resources and efforts to ensure the completion of the task of importing an additional 280,000 tons of national food reserves in 2025, according to Decision No. 129/QD-TTg of the Prime Minister.

Urgent action

In order to promptly support farmers, contribute to promoting the increase of domestic food prices and regulating the supply and demand of the food market, and at the same time to increase proactiveness, ensure quick response in all sudden and urgent situations, especially in the context of unusual, widespread, unpredictable and fierce natural disasters; at the same time, ensure food security, social security and best serve the foreign affairs activities of the Party and State in accordance with the goals of national reserves; The Prime Minister issued Decision No. 129/QD-TTg dated July 11, 2025 on supplementing the plan to increase the purchase of national food reserves in 2025 and supplementing the 2025 budget estimate for the Ministry of Finance .

Decision No. 129/QD-TTg assigns the additional plan to purchase and increase national food reserves in 2025 to 280,000 tons of food, including 200,000 tons of rice and 80,000 tons of paddy. Mr. Bui Tuan Minh - Director of the State Reserve Department said that this is an especially important task. This decision demonstrates the trust of the leaders of the Party, State, Government as well as the leaders of the Ministry of Finance for the State Reserve Department, so the units need to complete this task excellently.

Identifying this as a heavy task, immediately after the Prime Minister 's Decision, the State Reserve Department urgently had an implementation plan. Accordingly, the Director of the State Reserve Department signed and issued Decision No. 499/QD-DTNN dated July 14, 2025 assigning additional targets for the plan to increase national food reserves in 2025 to 15 State Reserve Sub-Departments.

Decision No. 129/QD-TTg assigns an additional plan to purchase and increase national food reserves in 2025 of 280,000 tons of food, including 200,000 tons of rice and 80,000 tons of paddy.

Decision No. 499/QD-DTNN assigned the Finance and Reserve Management Board; the Science and Technology Preservation Board and the Specialized Inspection Board, based on their functions and tasks, to guide units to organize bidding to purchase 280,000 tons of food for national reserves in accordance with the provisions of the law on national reserves, the law on bidding and related documents.

The Director of the State Reserve Department also requested that units need to have solutions and prepare in terms of facilities, implementation conditions, coordination methods, market situation, etc. to complete assigned tasks.

To prepare conditions and facilities for the work of purchasing additional food, the Director of the State Reserve Department has also established 3 Steering Committees to organize and implement the plan to purchase additional food in 2025.

Organize public and transparent bidding

In addition to assigning targets to the Sub-Departments, the State Reserve Department has also promptly instructed the regional State Reserve Sub-Departments to conduct bidding to purchase 280,000 tons of food for the national reserve in 2025.

According to Official Dispatch No. 857/CDT-TCQLH of the State Reserve Department, the Heads of the State Reserve Departments of each region are responsible for organizing the review, inspection, and preparation of warehouses, ensuring sufficient conditions for importing and preserving national reserve rice and paddy according to regulations on national technical standards and related documents.

Use materials, tools, and equipment to line and preserve rice and paddy imported into the national reserve warehouse according to prescribed standards and norms; ensure savings, efficiency, and no waste. Monitor, direct, inspect, and organize the import of rice and paddy strictly and seriously, ensuring sufficient quantity, correct type, and quality of rice and paddy according to regulations and on schedule for delivery; ensure documents comply with the provisions of the contract and other relevant documents.

The State Reserve Department also directed the Sub-Departments to organize bidding to purchase 280,000 tons of food for the national reserve in 2025 in accordance with current legal regulations; ensuring competition, fairness, transparency, economic efficiency, and preventing negativity and loss of the State budget.

The Branch Directors are also required to proactively implement and resolve any problems arising during the process of selecting contractors according to their legal authority and assigned decentralization; and be legally responsible to the Director of the State Reserve Department for bidding and importing food into the national reserve warehouse.

The State Reserve Department also provides detailed instructions to the Sub-Departments on the form and method of selecting contractors and the method of evaluating E-HSDT; clearly stating the requirements on quality standards for 280,000 tons of food imported into the national reserve in 2025.

At the same time, direct units to urgently implement and ensure the completion of assigned tasks and targets according to plan. The time required to complete the import of paddy into the warehouse is no later than October 15, 2025; the time required to complete the import of rice into the warehouse is no later than October 31, 2025.

Ensure the quality of food in warehouse

At the Conference on implementing Decision No. 129/QD-TTg of the Prime Minister recently organized by the State Reserve Department, the regional State Reserve Sub-Departments signed a Memorandum of Understanding to implement the task of importing an additional 280,000 tons of national reserve food in 2025. Accordingly, the collective leadership of the State Reserve Department and 15 regional State Reserve Sub-Departments committed to focusing all resources, determination, efforts, striving, being active and proactive to ensure the completion of the assigned tasks for the units to purchase additional national reserve food according to the assigned targets, on schedule, on time, ensuring quality and in accordance with regulations.
