Building a team of qualified and capable City officials
In the speech of Le Hong Phong Cadre Training School with the theme "Innovation in training and fostering cadres to meet the task of developing the Capital in the era of national development" sent to the scientific conference "95 years of the founding of the Hanoi Party Committee, historical significance and stature (March 17, 1930 - March 17, 2025)" recently organized by the Hanoi Party Committee in coordination with the Ho Chi Minh National Academy of Politics, it shows that, thoroughly grasping Ho Chi Minh's thought "training cadres is the fundamental work of the Party", in many recent terms, the Hanoi Party Committee has focused on leading and directing the comprehensive and synchronous implementation of all stages in training and fostering cadres.
Therefore, the training and fostering of cadres, civil servants and public employees of the City in recent years has made many important steps worthy of the position of the Capital. These results have brought important meanings, especially directly contributing to building a team of cadres of the City with qualities and capacity to meet the task of developing the Capital in the following years.
The Hanoi Party Committee is the largest Party Committee in the country with 50 members, accounting for nearly 10% of the total number of Party members nationwide. It has always placed the right position and role of training and fostering cadres as both a driving force to improve the quality of human resources and an important step in building and rectifying the Party and the political system.
In recent times, the City has issued many documents to direct implementation. Notably, Project No. 04-DA/TU, dated September 20, 2017, on innovation in training and fostering cadres under the management of the Standing Committee; Resolution No. 04-NQ/TU dated May 31, 2021 on "Focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and the following years". In particular, the Resolution emphasizes the need to build a cadre team at all levels of the City with a strong political ideology, moral qualities, a pure and exemplary lifestyle. This is the first thematic Resolution in the 17th term of the City and affirms the City Party Committee's attention to the "root" work of the Party in the new situation. This is also an important basis for Party committees at all levels, departments, branches, sectors and organizations of the city to review subjects, proactively develop and implement training and fostering plans to standardize and improve the qualifications of all levels of cadres.
One of the highlights of the training and fostering of cadres in Hanoi is the innovation of training content and methods to improve the quality of political theory training, professional expertise and update new knowledge. Thanks to that, the training and fostering of cadres at all levels in the capital has achieved many outstanding results in recent times.
In the period 2010-2015, the city coordinated to organize 30 advanced political theory classes (3,033 students), sending 564 comrades to concentrated study; providing professional training for 185 masters, 34 doctors, and professional training for 344 classes with 70,695 students. In the period 2015-2020, in addition to organizing well the planning source classes, training classes, and updating new knowledge of the political system, the city sent over 800 cadres to attend advanced political theory classes; opened nearly 100 intermediate political theory classes.
In particular, 8 foreign language and IT training courses were organized for cadres under the management of the Standing Committee of the City Party Committee. Up to now, over 90% of the city's cadres and civil servants have undergone professional training, suitable for their job positions, and cadres basically have a common level of IT and foreign language proficiency to meet job requirements.
A special mark in the work of training cadres in recent years is the promotion of training links between Hanoi and other countries. The efforts of the City have been highly appreciated by the Central Organizing Committee. In the period of 2020-2024, the City has organized 10 training courses for cadres under the management of the Standing Committee of the City Party Committee abroad for 206 comrades (about 25% of cadres under the management of the Standing Committee of the City Party Committee have been sent to study abroad). The City has signed a Memorandum of Understanding on training and development cooperation with the South China Polytechnic University (Guangzhou, China) and the Beijing Municipal Party Committee Party School.
2024 is also the first year that Hanoi supports the organization of training courses for key officials of Vientiane - Laos according to the signed training cooperation programs between the two capitals, which are highly appreciated by the other side for their quality and effectiveness. The successful completion of the courses has contributed to promoting cooperation and consolidating the good solidarity and friendship between the two capitals in the new context.
In addition, in recent years, Hanoi has also focused on soft skills training and technology application; in 2024 alone, the city organized training courses on answering people's questions in the digital environment for 400 officials and civil servants to improve their communication skills and handle administrative procedures online. Also in 2024, 100% of officials under the management of the Standing Committee of the City Party Committee were trained and updated with knowledge and skills for the 2020-2025 term. The above efforts reflect the city's adaptation to the trend of digital transformation and administrative reform.
Hanoi will be exemplary and pioneering in the new development period.

To do this, the city will continue to innovate the content and training programs, and foster cadres in line with practical requirements. At the same time, focus on building training programs that closely follow the needs of the capital's socio -economic development and global trends such as digital transformation, sustainable development, good governance and crisis management. Promote the contents of smart urban governance, sustainable development management, social conflict management and the application of information technology in leadership and management. In addition, continue to innovate the content of training and fostering programs in the coming period. In particular, Hanoi focuses on researching and developing training programs to update new knowledge and working skills in an international environment for cadres. Enhance the equipment and supplement new knowledge suitable for each target group, linked to job title standards, competency frameworks and job positions. Develop training and development frameworks and programs associated with the city's hot issues such as: urban planning, urban management, smart cities, digital transformation, Party building and political system, cultural industry, high-quality human resource development... Based on local realities, there are training contents suitable for each position of cadres, especially grassroots cadres.
In the immediate future, develop training programs, foster and update knowledge and skills for new leaders, managers and Party Committee members after the Party Congresses at all levels for the 2025-2030 term. Focus on developing plans to train and retrain commune-level officials and civil servants to ensure standardization of professional qualifications, political theory, and civil servant ranks according to job positions to meet the standards and conditions for connecting commune-level civil servants according to the provisions of the 2024 Capital Law. Build districts into districts, arrange and streamline the organizational apparatus of the city's political system.
Along with that, it is necessary to improve the quality of the teaching staff in conjunction with integrating modern training methods. At the same time, strengthen international cooperation in training and fostering cadres. Accordingly, promoting training and fostering links with foreign countries to meet the vibrant development of Hanoi Capital in the process of deep integration is an essential requirement for the city's cadres. Continue to pay attention to implementing the training and fostering of cadres abroad to meet the requirements and tasks in the new situation according to Conclusion 39-KL/TW of the Politburo and Project No. 19-DA/TU of the Standing Committee of the City Party Committee.
International cooperation in training and fostering through expanding the training network of Hanoi Capital with countries, educational and training centers, international organizations to exchange and transfer knowledge and experience in handling situations as well as international issues. Strengthening the organization of international exchange programs, learning from experiences from developed countries in the field of urban management, policy making and socio-economic development. Training foreign language skills and multicultural working skills for the Capital's staff, especially leaders and managers. Paying attention to creating a source of young staff for training and fostering the ability to work in an international environment.
In addition, continue to promote decentralization and delegation of authority in the training and development of city officials. 2024 is the first year that the city has strongly directed the decentralization of training and development of officials and has initially brought about effectiveness. Accordingly, in the coming years, continue to promote and implement quality assurance, reduce overlapping in the organization of training and development of officials in the city. This will avoid duplication of subjects and training content to focus on one subject with a more suitable knowledge base and especially improve the quality of training and development work....
It can be seen that, with the close leadership and direction of Party committees at all levels, especially the Hanoi Party Committee, the training and fostering of cadres at all levels of Hanoi in recent years has achieved remarkable results. Training and fostering have been innovated in both thinking and working methods, and have been adequately invested. The quality and effectiveness of training and fostering have been constantly improved to meet requirements, contributing significantly to the sustainable development of the Capital, creating a solid foundation for breakthroughs in the "New Era - The Era of National Rising".
