New businesses increase to record level, why?

Many economic experts believe that the number of newly established businesses shows increased business confidence as a series of policies and institutions encourage the development of the private sector.

According to the Department of Private Enterprise and Collective Economy Development ( Ministry of Finance ), in June, the number of newly registered enterprises reached a record high, reaching more than 24,400 enterprises, more than double the same period in the 2021-2024 period.

Business confidence increases

In the first 6 months of 2025, nearly 91,200 new enterprises were established nationwide, reflecting the strong growth of startups. In addition, the number of enterprises returning to operation in June reached 14,390, an increase of more than 91% over the same period in 2024, three times higher than the period 2021 - 2024.

In the first 6 months, about 61,500 businesses returned to operation, up 57.2% over the same period. Notably, the number of newly registered business households in June 2025 also increased sharply, reaching an increase of 118.4% over the same period last year and an increase of 60.3% over May 2025.

Ms. Trinh Thi Huong, Deputy Director of the Department of Private Enterprise and Collective Economy Development (Ministry of Finance), commented: "The number of enterprises entering and re-entering the market in the past 6 months is higher than the number of enterprises withdrawing. Thus, the business community's confidence in the prospects of economic recovery and development has been strongly reinforced.

In addition, the additional capital of operating enterprises increased by over 170% compared to the same period in 2024, also showing business confidence, business opportunities and positive market potential."

To promote businesses entering the market in the remaining months of 2025, the representative of the Ministry of Finance said that it will continue to promote administrative procedure reform, advise the Government and the Prime Minister to continue to cut and simplify regulations related to production and business activities to create favorable conditions for businesses and investors to easily enter the market in accordance with the law.

In addition, the Ministry of Finance also proposed to promote the development of green economy, circular economy, e-commerce, new business models; along with that, support businesses to access and apply artificial intelligence, digital transformation, green transformation, develop circular economy, creative economy, sharing economy, promote new business models, focusing on a number of industries such as wholesale, retail, processing industry, manufacturing, tourism, logistics...

"New wind" from resolution 68

Talking to Tuoi Tre about the number of newly established enterprises returning to the market skyrocketing in June 2025, Dr. Nguyen Quoc Viet - former deputy director of the Institute for Economic and Policy Research - said that first of all, this reflects the excitement of the business community when the Party issued new resolutions promoting the role of the private economic sector, supporting the development of the private economy, especially in the fields of innovation, circular economy, and green economy.

In addition, according to Mr. Viet, a number of individuals and business households, faced with the requirements for financial, accounting, and tax transparency, have found that converting to a business would be more beneficial. These are two factors that caused the number of newly established businesses in June 2025 to increase dramatically.

Besides, the number of newly established businesses in the service and tourism sector is increasing due to the impact of the increase in international visitors to our country, Mr. Viet shared.

However, Mr. Viet also noted that the trend of newly established businesses and businesses returning to operation increased dramatically in June 2025, which is not really sustainable.

Because in the first 5 months of the year, the number of newly established enterprises was only equivalent to the number of enterprises withdrawing from the market, the domestic economic sector still faced many difficulties when domestic consumption demand, although recovering, was uncertain and not as expected.

Sharing the same view, Dr. Can Van Luc, chief economist of BIDV, affirmed that the recent record increase in the number of newly established enterprises was mainly due to the impact of Resolution 68 on private economic development.

In particular, a number of business households have recently transformed into enterprises to take advantage of incentives such as tax exemption for the first 3 years of operation, support for newly established enterprises to access resources and accounting software support, and training for business directors.

Regarding the business situation of domestic enterprises, according to Mr. Luc, there are still many difficulties when the reciprocal tax rate imposed by the US on Vietnamese export goods is still unclear.

Meanwhile, Dr. Vo Tri Thanh, director of the Institute for Brand and Competitiveness Strategy Research, also said that the sharp increase in the number of newly established enterprises was due to the timely issuance of the Party's resolutions to encourage private sector development.

In addition to the business sector, Mr. Thanh said that there should be more support policies for the development of household businesses so that they can contribute more to the overall economic growth of the country.

Many economic experts also affirmed that the Party's recent resolutions on private economic development, breakthroughs in science, technology, and innovation are like a breath of fresh air promoting the development of the private sector, increasing the number of newly established enterprises.

Newly established businesses continue to increase

Regarding the number of newly registered enterprises from now until the end of the year, Dr. Nguyen Quoc Viet, former deputy director of the Institute for Economic and Policy Research, hopes that with the economic growth in the second quarter of 2025 showing more positive signs than the first quarter, many new business opportunities will open up, affecting the need to expand investment and business, promoting the number of newly established enterprises to continue to increase.

Proposing 6 groups of solutions to support businesses

To remove difficulties and obstacles, creating favorable conditions for business development in the coming time, the General Statistics Office proposes implementing 6 groups of solutions to support businesses.

1. Boost consumption, focus on developing the domestic market, actively and effectively implement trade promotion programs, promote the distribution of goods through digital platforms and e-commerce to expand domestic consumption.

2. Focus on effectively implementing solutions to promote exports and exploit the world market to the fullest. Boost exports to large and potential markets, effectively promote signed trade agreements and treaties, and diversify import and export markets.

3. Removing difficulties in legal regulations to improve the investment and business environment, strengthening the implementation of maximum reduction of administrative procedures and compliance costs, creating the highest convenience for businesses, shifting from "pre-inspection" to "post-inspection", eliminating the "ask - give" mechanism, promoting decentralization to agencies and localities to resolve and take responsibility.

4. Support cost reduction for businesses, continue to effectively implement policies on tax and fee exemption, reduction and extension such as value added tax, corporate income tax, special consumption tax, environmental protection tax and land rent.

5. Focus on promoting the construction progress of important national projects and key works, especially important transport infrastructure works.

6. Accelerate the implementation of programs and solutions to support innovative businesses; promote digital transformation, especially inclusive digital transformation, and the program to support private enterprises in sustainable business in the 2022-2025 period to promote the development of sustainable business models and inclusive business.

Businesses continue to petition to reduce loan interest rates

The company's production and business situation is gradually improving but it is facing difficulties in capital.

Assessing the business production situation of enterprises in the second quarter of 2025, Mr. Le Tuan Anh, Deputy Head of the General Statistics and Foreign Affairs Department (General Statistics Office), said that the business production activities of enterprises in the second quarter were better than the first quarter.

According to a survey of more than 30,400 businesses operating nationwide in the second quarter, 74.6% of businesses said that production and business activities in the second quarter were better and remained stable compared to the first quarter. Only 25.4% of businesses said that production and business activities were more difficult than the first quarter.

Regarding factors affecting business production, Mr. Tuan Anh analyzed: "Resolution No. 68 of the Politburo on private economic development with a series of breakthrough policies, creating a business environment that is open, transparent, stable, safe, easy to implement, low cost, meets international standards, and ensures regional and global competitiveness.

The survey results show that only 3.3% of enterprises are still facing difficulties due to the State's legal policies and 1.7% of manufacturing enterprises are facing difficulties due to lack of energy for production and business. However, the survey results of the General Statistics Office also show that most enterprises are facing difficulties in both input and output.

In terms of output, low domestic market demand and high competitiveness of domestic goods are the two factors that most affect production and business activities. For example, 42.3% of enterprises in the construction industry are facing difficulties due to lack of new construction contracts, down 8.4% compared to the first quarter of 2025.

In terms of production and business input factors, the biggest difficulty for businesses today is the high price of input materials, transportation and warehousing costs, and service costs.

Next, many businesses said they had difficulties with capital, of which 16% of surveyed businesses said that loan interest rates were still high. Many businesses participating in the survey recommended that the Government continue to reduce loan interest rates, land rents, have policies to stabilize raw material prices, and stimulate domestic demand to support production and business.
