Deo Ca Group represents the Consortium of Deo Ca, Fecon (Vietnam) and PowerChina Group, Sucgi Company (China) proposing to participate in the construction of metro line 2 (Ben Thanh - Tham Luong) and other metro lines in Ho Chi Minh City.
This consortium proposed that the Ho Chi Minh City People's Committee apply the specific mechanisms of Resolution 188/ 2025/QH15 of the National Assembly on urban railway development to assign the consortium to implement metro project No. 2 (Ben Thanh - Tham Luong section).
In particular, Deo Ca Group will be the focal point to cooperate with domestic and foreign enterprises to implement the project in the form of EPC so that Vietnamese enterprises can fully master the technology, avoiding foreign technology monopoly.

For the construction part, Deo Ca Group and Fecon are domestic enterprises that will mobilize trained personnel, invested TBM equipment systems, ready to participate in construction to ensure the quality and progress of the Project.
The Group commits to fully comply with technical requirements, safety and environmental standards and project progress under the close supervision of state management agencies when implementing the EPC package.
In the document, Deo Ca Group said that in order to participate in investing in railway projects, from the beginning of 2024 until now, the Group and Ho Chi Minh City University of Transport have organized railway engineering training for more than 200 experienced traffic engineering officers.
The group also sent many groups of engineers and workers to directly work and study at the Guangzhou - Dongguan - Shenzhen inter-city railway project constructed by Bureau 2 - China Railway Construction Corporation to grasp TBM tunnel construction technology.
At the same time, Deo Ca Group signed cooperation and joint venture agreements with many domestic and foreign enterprises such as Fecon Joint Stock Company, PowerChina Group, and SUCGI Company to be ready to immediately participate in implementing railway projects in Vietnam.
