Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, affirmed that the 2025 high school graduation exam is still part of the general education program that candidates will learn. " The content related to provinces and cities remains the same as before the Resolution on the arrangement of provincial-level administrative units was passed by the National Assembly ," said Mr. Chuong.
This year’s high school graduation exam took place over two days, June 26-27, with more than 1.16 million candidates taking the exam. Of these, more than 26,700 candidates took the exam under the old generaleducation program (accounting for nearly 4%).
Students taking the new program will take two compulsory exams, including Math and Literature; and two subjects chosen from nine: Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology (Industry and Agriculture) and Foreign Languages.

How will the 2025 high school graduation exam be changed?
The Literature test will be in essay format with a duration of 120 minutes. The test consists of 2 parts: Reading Comprehension (4 points) and Writing (6 points). In previous years, the Literature test was designed with 2 parts: Reading Comprehension (3 points) and Writing (7 points).
The remaining subjects will be tested in multiple-choice format, with Math taking 90 minutes and the remaining subjects taking 50 minutes.

Structure of high school graduation exam 2025.
This year's exam follows the program closely, aiming to develop qualities and abilities. The exam will have differentiated questions requiring connection to solving practical problems. The content of the questions is mainly from the 12th grade program, but there are still questions related to grades 10 and 11.
The questions for the multiple choice test are divided into 3 parts, in which part 1 consists of multiple choice questions, with 4 options to choose 1 correct answer. For each correct answer, the candidate gets 0.25 points.
Part 2 consists of multiple choice questions in True/False format. Each question has 4 options, for each option the candidate chooses True or False.
Candidates who choose only 1 correct answer in a question will get 0.1 point; choose 2 correct answers in a question will get 0.25 points; choose 3 correct answers in a question will get 0.5 points; choose all 4 correct answers in a question will get 1 point.
Part 3 consists of multiple choice questions with short answers. Candidates fill in the boxes corresponding to their answers. For Math, each correct answer is worth 0.5 points, and for other subjects, each correct answer is worth 0.25 points.
Two sets of questions, two rules
According to Director Chuong, the special feature of this year's high school graduation exam is that there are two different sets of exam questions for candidates of the 2006 and 2018 general education programs. Candidates taking the old 2006 general education program will apply the 2024 high school graduation exam regulations and candidates taking the new general education program will apply the 2025 high school graduation exam regulations.
Mr. Chuong added: "Regarding the number of multiple-choice test questions, with the old program there were 24 test codes, so in the exam room there are always 24 test codes for each subject. With the new program, in one exam room there can be many different elective subjects, because the test depends on the number of subjects and the number of candidates participating, so the test codes are different; only print enough for the number of candidates in the exam room."
In addition, candidates need to note that for the 2006 program, candidates are allowed to bring this document into the exam room. For the 2018 program, candidates are not allowed to bring the Atlas into the exam room.
According to Director Huynh Van Chuong, another notable point about the difference in the 2025 high school graduation exam for the two groups of candidates is the size of the exam paper.
With the old program, the exam was printed on 4-5 pages on A4 paper. With the 2018 general education program, the exam can be designed and printed on 2 sides of an A3 sheet of paper, unlike last year when it was printed on 4-6 A4 sheets. "This change in exam paper design is to optimize and avoid confusion in the printing of exam papers, making the printing of exam papers most convenient," Mr. Chuong explained.
The Director also informed that this year's exam paper transportation will be innovated in the direction of digital transformation, ensuring absolute security and safety but reducing time frames and mobilizing many forces to participate in this work.
That is to add a method of transporting exam papers from the exam council's location to the exam paper printing points of 63 provinces and cities via the encrypted and secure transmission system of the Government Cipher Committee.
