The 2025 high school graduation exam will have many new points in form and structure compared to previous years.
Professor Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training), said that the 2025 high school graduation exam will still closely follow the content of the current GeneralEducation Program (GEP), mainly the 12th grade program, but may also include knowledge from grades 10 and 11.
“The test questions are not outside the curriculum, the thinking level is 40% knowledge level, 30% understanding level and 30% application level. In addition, the test questions also enhance the connection and application of knowledge and skills with reality, especially with differentiated content to accurately assess students' abilities,” said Mr. Ha.

2025 is the first year of implementing the high school graduation exam according to the 2018 General Education Program with the orientation of developing students' qualities and abilities. Therefore, according to Mr. Ha, candidates need to understand the knowledge and skills in the new general education program with many sets of textbooks, especially the ability to relate to reality. These can also be key and classified parts.
Professor Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), also affirmed that the high school graduation exam will still follow the general education program that candidates have studied. "Therefore, the contents related to provinces and cities will remain the same as before the Resolution on the arrangement of provincial-level administrative units was passed by the National Assembly ," said Mr. Chuong.
