Continuing the 8th Session program, on November 20, the National Assembly held a discussion session in the hall about the draft Law on Teachers.

Discussing at the meeting, delegates focused on giving opinions related to the following key contents: State policies on building and developing the teaching staff, especially breakthrough policies on salaries, professional allowances, regional allowances; ranking teachers' salaries at the highest level in the administrative and career salary scale; policies on supporting public housing to attract teachers; teacher titles; rights and obligations of teachers; recruitment, use and management of teachers; special privileges and priorities in recruitment; policies on transfer and assignment; policies on training and fostering teachers; attracting talented people, creating sources for training teachers and lecturers; rights and obligations of teachers in periodic and regular training and fostering; issues on political qualities and professional ethics; responsibilities of the State and educational institutions in ensuring funding for training and fostering teachers...

Speaking at the discussion, Most Venerable Thich Thanh Quyet, Vice President of the Central Executive Council of the Vietnam Buddhist Sangha, Head of the Executive Committee of the Quang Ninh Provincial Buddhist Sangha, highly agreed with the draft Law on Teachers submitted by the Government to the National Assembly for consideration at this session. At the same time, he agreed with the overall structure and policies in the draft Law, especially the clear provisions on the rights, obligations and protection of teachers.

Regarding Article 27 of the draft Law on salaries and allowances for teachers, delegates said that teachers' salaries must be calculated and arranged so that whether they are in public or private schools, in urban, rural or mountainous areas, remote areas, or ethnic minority areas, they will have a suitable salary, in order to promote their expertise, dedication, and strengths. In addition, the Law should also have guidelines on principles for the Government to develop policies, especially a separate salary scale for teachers to concretize the views of the Party and the National Assembly. Along with that, the draft Law needs to emphasize and highlight more the requirements for standards and exemplary behavior of teachers.
