The 2025 high school graduation exam will take place in 1.5 days from June 25-26 with more than 1.16 million candidates registering to take the exam (nearly 100,000 more than in 2024).
The Ministry of Education and Training assessed that this year's exam questions met the goals set out in Resolution 29 "to correctly assess students' abilities, serving as a basis for vocational education and university education admissions".
This year's exam has increased the number of differentiating questions. However, the content of the exam is based on the new general education program and does not exceed the requirements of the program. The ratio of thinking levels (related to difficulty) is required to closely follow the published reference questions; it is differentiating and based on the test results in 3 regions.
The Ministry of Education and Training recognizes that there is some information assessing the difficulty of the exam, especially for Math and English, which can be due to many reasons, but we need to wait until the exam results are available to determine clearly.
One of the reasons for the increased difficulty of the exam, the Ministry of Education and Training further analyzed, is that in previous years, the exam had few questions to classify students, leading to difficulties in enrollment, forcing many universities to organize their own exams, causing costs and wasting social resources.
"To meet the requirements of Resolution 29, Conclusion No. 91 of the Central Committee and the challenges posed to the exam work of the 2025 high school graduation exam, the exam has contained many adjustments. Although the exam format and the direction of adjusting the exam work have been announced since 2023, due to the new exam format structure, it is inevitable that teachers and students will be confused with this year's exam," the Ministry of Education and Training affirmed.
