The Congress was honored to receive direct guidance from Comrade Le Thanh Long, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Deputy Prime Minister; Comrade Nguyen Thi Thanh, member of the Party Central Committee, member of the Standing Committee of the National Assembly Party Committee, Vice President of the National Assembly. Also attending the Congress were leaders of Central Committees, Ministries and Branches, leaders of the State Bank of Vietnam , members of Steering Group No. 4 and the support unit of the Steering Group of the Congress of Party Committees under the Government Party Committee for the 2025-2030 term; leaders of Party organizations in the Finance-Banking Sector.
On the side of the Agribank Party Committee, there were comrade To Huy Vu, Party Committee Secretary, Chairman of the Board of Members; comrade Tran Van Thinh, Standing Deputy Secretary of the Party Committee; comrade Pham Toan Vuong, Deputy Secretary of the Party Committee, Member of the Board of Members, General Director; comrades of the Standing Committee of the Party Committee, members of the Party Executive Committee, members of the Board of Members, Executive Board; leaders of the Trade Union, Youth Union, and 288 delegates representing over 24,500 party members at 211 affiliated party organizations, representing the will, aspirations and solidarity of the Agribank Party Committee attending the Congress.
The 11th Congress of the Agribank Party Committee for the 2025-2030 term took place at a time when the country was vigorously implementing many major strategic orientations, creating outstanding development, breakthroughs, and acceleration in all fields... This requires the Party Committee to enhance political determination, strive to overcome difficulties, seize opportunities, take advantage of opportunities, and quickly bring Agribank to a new stage of development.
The 11th Congress has the task of summarizing the implementation of the Resolution of the 10th Agribank Party Congress, term 2020-2025 and determining the directions, goals, tasks and solutions for the term 2025-2030; discussing and giving comments on the draft documents of the 1st Government Party Congress and the draft documents of the 14th National Party Congress; selecting to elect the Agribank Party Executive Committee for the term 2025-2030 and electing the Agribank Delegation to attend the 1st Government Party Congress, term 2025-2030.
Speaking at the Congress, Comrade Le Thanh Long, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Deputy Prime Minister acknowledged and commended the efforts and achievements of the Party Committee and the entire Agribank system, making important contributions to the overall achievements of the country. Comrade Le Thanh Long emphasized: During the 2020-2025 term, despite the rapid and complicated changes in the world and regional situation, the Agribank Party Committee has been united, determined, focused on intelligence and resources, effectively implemented solutions, achieved and exceeded the set goals and targets. Party building work has been carried out methodically, orderly, and in accordance with regulations. The study and implementation of the Central Committee's directives, resolutions, and conclusions have been carried out seriously, with many innovations. The study and implementation of Ho Chi Minh's ideology, morality, and lifestyle have become a regular and substantive task throughout the Party Committee. The work of organization, cadres, building grassroots party organizations, inspection, supervision, internal political protection, mass mobilization and leadership of unions were focused on and implemented effectively, closely and in accordance with regulations. Political tasks achieved important results.

Speaking at the opening of the Congress, Comrade To Huy Vu, Party Secretary, Chairman of the Board of Members of Agribank expressed his deep gratitude to the leaders of the Party, State and representatives of ministries, departments, central branches, and the State Bank of Vietnam for attending and directing the Congress; the leaders, members of Steering Group No. 4 of the Government Party Committee and the support department for their dedicated guidance and direction; and former leaders of the Agribank Party Committee through the periods - those who have devoted their intelligence and enthusiasm to the development of Agribank.
Comrade To Huy Vu - Party Secretary, Chairman of the Board of Members delivered the opening speech of the Congress.
He emphasized that the past 5 years have been a particularly important and meaningful period in the development history of the Agribank Party Committee. With 2 times receiving grassroots party organizations and party members from local party committees, Agribank has successfully built a bank-wide party committee model - a historic step, opening a new development stage. The entire Agribank Party Committee with its mettle, intelligence, solidarity and high determination has led the system to excellently complete its political tasks and Party building work, clearly affirming the role of the political nucleus of a leading financial institution in the country.
The political report of the Agribank Party Executive Committee for the 2020-2025 term clearly pointed out the positive and comprehensive results of the Party Committee in the past term:
Regarding party building work: Closely following and realizing the general goals stated in the Resolution of the 13th National Party Congress, the Resolution of the 3rd National Party Congress of the Central Business Bloc, under the direct and comprehensive leadership of the Party Committee, party building work has had many fundamental innovations and really gone into depth. The role of the leader and the responsibility of the Party Committee are clearly demonstrated, creating outstanding combined strength.
Along with the process of leading the Party building and rectification in terms of politics, ideology, ethics, organization and cadres, the Agribank Party Committee has strengthened solidarity, resolutely fought against degradation, "self-evolution", "self-transformation" within the Party, gradually consolidating and enhancing the trust of cadres, Party members and workers. Thereby, creating a strong combined strength to exceed 4/4 targets of Party building work set out in the Resolution of the 10th National Congress, affirming the leadership capacity and combined strength of the entire Party Committee.
On leadership in implementing political tasks:
The Party Committee of Agribank has led and directed Party committees and professional apparatuses to constantly innovate, overcome shortcomings and limitations, and comprehensively improve the quality of operations. Under the leadership of the Party Committee, Agribank has exceeded the targets set by the Congress Resolution, affirming the key role of a leading State-owned commercial bank. In the 2020-2025 term, Agribank has successfully completed the objectives of the Restructuring Plan associated with bad debt settlement, gradually reorganizing the organization and network towards streamlining, efficiency, and improving competitiveness. Agribank has seriously implemented the policies of the Government and the State Bank, especially solutions to support people and businesses to overcome difficulties, quickly recover and develop production and business, contributing to controlling inflation and stabilizing the macro economy.
The Party Committee has led and directed strongly, especially in a number of areas such as: (i) Innovating capital management methods in a flexible and effective manner, improving risk management capacity; (ii) Accelerating the process of bringing modern banking products and services to remote areas, contributing to pushing back black credit; (iii) Actively developing diverse distribution channels and doing a good job of communicating and educating people about financial knowledge; (iv) Expanding safe and effective credit along with strictly controlling bad debt. As a result, the indicators of total assets, capital sources, outstanding loans, and profits all grew and reached the highest level in the history of 37 years of development. Financial capacity was strongly strengthened, charter capital was additionally granted 20,600 billion VND and increased to 51,667 billion VND, creating conditions for Agribank to expand sustainable business, ensure safety ratios and increase the ability to supply capital to the economy, especially in the agricultural and rural sectors.
The Party Committee has led and directed the completion of governance and management mechanisms and policies; strengthened risk management according to regulations and towards international standards. Training, arrangement and use of human resources have been focused on to build a team of cadres at all levels to meet new requirements, along with the development of salary and emulation and reward mechanisms to encourage workers, especially in the field of information technology.
Realizing the importance of the Fourth Industrial Revolution, the Party Committee issued a specialized Resolution on "Strengthening scientific and technological innovation, aiming at the goal of digital banking", and promptly issued a Plan and Action Program to implement Resolution No. 57-NQ/TW of the Politburo, considering this an urgent task of strategic significance. Information technology modernization has achieved many positive results; the system operates stably, safely, and improves transaction processing capacity. Agribank has provided over 200 products and services, developed many new utilities, the rate of automatic transactions and transactions via digital channels reached about 95%; revenue from digital channels accounted for 40% of total service revenue; the rate of customers using digital products and services reached about 47%.
Agribank is also one of the pioneering banks in greening its operations, promoting “green credit”, “clean agriculture” and has issued the Environmental-Social-Governance (ESG) Standards, demonstrating a strong commitment to the country’s sustainable development goals. Many emulation movements, competitions, cultural and sports activities have been organized, contributing to creating cohesion, spreading core values, building the image and brand of Agribank increasingly stronger.
In addition, Agribank always demonstrates a high sense of responsibility to the community and society through actively implementing the National Target Programs on sustainable poverty reduction, new rural construction... Agribank marked the "Bank for the community" with 2,650 billion VND (2020-2025) for social security activities, focusing on the fields of education, health, eliminating temporary houses, dilapidated houses, building gratitude houses, solidarity houses, hunger eradication and poverty reduction, gratitude, overcoming the consequences of natural disasters and floods, accompanying the homeland's sea and islands...
Business efficiency, brand reputation, income and living standards of workers have been significantly improved; Agribank continues to maintain its role as a key bank in the agricultural sector, while making an important contribution to stabilizing the macro economy and controlling inflation in the country. As of June 30, 2025, Agribank's total assets exceeded VND 2.3 million billion, an increase of more than 1.5 times compared to the beginning of the term, and for many years has been the bank with the largest total assets in the system of credit institutions in Vietnam. Total outstanding loans to the economy reached over VND 1.85 million billion, more than 1.5 times higher than in 2020; Capital mobilization reached more than VND 2.1 million billion, an increase of more than 1.4 times compared to the beginning of the term. With outstanding achievements in the past term, the Party Committee and the Agribank system were honored to receive the First Class Labor Medal - a noble award of the Party and State; 5 consecutive years in the Top 10 enterprises with the largest contribution to the State budget and many other noble awards and titles: National Quality Award, Vietnam National Brand; credit rating "Ba2" by Moody's Ratings and "BB+" by Fitch Ratings (the highest level among Vietnamese banks)...
Overview of the 11th Agribank Party Congress for the 2025-2030 term.
The great achievements are the result of a process of persistent and continuous efforts over many terms; first and foremost, the high solidarity, the correct and wise leadership and direction of the Party Committee at higher levels and Party Committees at all levels; the drastic and effective management and operation of the Board of Directors and the Executive Board; the strong innovation in the content and methods of operation of Party Committees and authorities at all levels; the synchronous and smooth coordination of the entire system and the tireless efforts of all cadres, Party members and employees of Agribank.
The 2020 - 2025 term has ended with very proud achievements, which are a testament to the correct leadership of the Party Committee and the spirit of solidarity and efforts to overcome difficulties of all cadres, party members and employees of Agribank. The successes and lessons learned from the past term are valuable assets, a solid foundation for Agribank to confidently enter a new stage of development.
RESULTS OF IMPLEMENTING THE RESOLUTION OF AGRIBANK PARTY CONGRESS FOR THE TERM 2020-2025
Vietnam Bank for Agriculture and Rural Development (Agribank) was established on March 26, 1988 under Decree No. 53-HDBT of the Council of Ministers. It is the only commercial bank in which the State holds 100% of its charter capital, and has the largest scale and operating network in the system of credit institutions in Vietnam.
The Agribank Party Committee is a grassroots Party Committee that implements the bank-wide Party Committee model according to Regulation No. 60-QD/TW dated March 8, 2022 of the Secretariat and is transferred to the Government Party Committee after the Party Committee of the Bloc ceases its operations. Currently, the Agribank Party Committee is a large-scale Party organization with a large number of Party members, with more than 24,500 Party members operating in 211 affiliated Party organizations.
During the 2020-2025 term, the Agribank Party Committee has comprehensively completed and exceeded the targets of the 10th Congress Resolution:
On Party building work:
(1) Agribank Party Committee has been classified as having completed its tasks well for 5 consecutive years; 81.3% of grassroots party organizations have completed their tasks well or better, exceeding the target set by the Resolution by 80%;
(2) The rate of party members completing their annual tasks well reaches 90%/year, higher than the minimum level of 80% set forth in the Resolution.
(3) Admitted 5,686 party members, exceeding the rate set by the Party Committee of the Bloc by 3-4%/year;
(4) The Trade Union and Youth Union have fulfilled their functions and tasks well, promoted the role of each organization, and achieved the title of strong and excellent every year.
On performing political tasks:
(1) Total assets increased by 9.0%/year;
(2) Mobilized capital (TT1) increased by 9.2%/year;
(3) Outstanding loans to the economy increased by 8.95%/year;
(4) Pre-tax profit increased by 16.3%/year;
(5) Service revenue increased by 17.2%/year;
(6) The proportion of income from non-credit service activities/total income reaches 17.5%/year;
(7) The bad debt ratio according to Circular 02 is 1.58%;
(8) Return on Equity (ROE) reaches 19.2%/year; Comply with operational safety ratios as prescribed by the State Bank and ensure the lives and income of employees, and fulfill the obligation to contribute to the State budget.
Confidently take off with the country
The 11th Congress of Agribank Party Committee stated: Entering the 2025-2030 term, the world and domestic situation is forecasted to continue to have complex and unpredictable fluctuations, but also open up many new opportunities. The fourth industrial revolution, especially the explosion of artificial intelligence, along with the trend of digital transformation and green transformation are creating revolutionary breakthroughs. Vietnam's position and prestige in the international arena are increasingly enhanced, creating new opportunities for the country's development.
The 11th Agribank Party Congress took place at a time when our country was entering a new era of development with many important policies on restructuring the apparatus, merging administrative units; removing bottlenecks in development institutions; developing science, technology, innovation and digital transformation; promoting private economic development; international integration in the new situation. These are historic decisions, bringing new development space to fields, including the banking industry as well as Agribank. Accordingly, the 11th Congress of Agribank Party Committee has identified the general goal for the 2025-2030 period as: "Continue to improve leadership capacity, build a clean and strong Party Committee in all aspects; build Agribank as a leading financial institution, playing a pivotal and key role in the agricultural and rural areas, contributing to the prosperous development of the agricultural and rural areas; promote a comprehensive financial strategy, pioneer in green and sustainable development and strongly commit to digital transformation" with the following key strategic viewpoints and orientations:
Firstly , building Agribank as a leading financial institution, playing a pivotal and key role in the agricultural and rural sector, contributing to the prosperous development of the agricultural and rural areas; promoting comprehensive finance, pioneering green and sustainable development and strongly committing to digital transformation.
Second , transforming Agribank from a traditional bank to a modern bank in Vietnam. To achieve this, Agribank will focus on:
(i) Accelerate the process of restructuring and innovating the organizational apparatus towards streamlining, efficiency, effectiveness and efficiency; continue to restructure the branch network in accordance with the new context and situation. (ii) Attract, train and develop high-quality human resources, focusing on technology-savvy personnel. (iii) Promote the application of science, technology, innovation and digital transformation. Build and foster corporate culture, implement the business philosophy of "Bringing prosperity to customers", "Taking customers as the center" to consolidate and develop market share. (iv) Fully apply governance standards according to Basel II, prepare necessary conditions to implement Basel III and Environmental, Social and Governance (ESG) standards.
Third, invest heavily in technology and databases associated with organizational and business model innovation towards digital banking, transaction automation, higher productivity, better risk management and product development suitable for each customer segment. Agribank identifies digital transformation as no longer an option but a mandatory task, a breakthrough to improve efficiency and competitiveness, ready to adapt to the new era.
The Congress elected the Agribank Party Executive Committee for the 2025-2030 term, consisting of 30 members. In the first meeting, the Agribank Party Executive Committee elected the Party Committee Standing Committee, consisting of 10 members. The Congress elected the Delegation to attend the 1st Government Party Congress, term 2025-2030, with 21 official delegates and 04 alternate delegates.
The tasks set for the 2025-2030 term still have many challenges. To complete the goals and tasks set out in the Congress Resolution, immediately after the Congress, the priority task is to urgently concretize the Congress Resolution into a Program of Action for the entire term, develop the Working Regulations of the Party Executive Committee to ensure unified and consistent leadership and direction, promote all resources to the fullest extent, and effectively utilize all advantages to carry out tasks and solutions to achieve the highest results. The Congress calls on all cadres, party members, and workers with the highest sense of responsibility, to join hands and unite to seize all opportunities, overcome all difficulties and challenges to successfully implement the Resolution of the 11th Agribank Party Congress, term 2025-2030.
With deep aspiration, belief, and determination, we are completely confident that the Party Committee and the entire Agribank system will continue to unite, be unanimous, disciplined, responsible, intelligent, and courageous, building a modern, integrated, and sustainably developing Agribank, a leading financial institution, playing a pivotal and key role in the agricultural and rural sector, contributing to the prosperous development of the agricultural and rural areas; together with the country, we will advance in the era of striving to develop richly, strongly, and prosperously.
