The 1st Quy Nhon Tay Ward Party Congress, term 2025-2030, was a great success.

(gialai.gov.vn) – On the morning of August 24, the Quy Nhon Tay Ward Party Committee solemnly held its first congress for the 2025-2030 term. Attending and directing the congress were comrade Nguyen Tu Cong Hoang - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee. Also attending were representatives of the Provincial People's Council; former leaders of Bui Thi Xuan Ward and Phuoc My Commune (old); representatives of advisory and support agencies of the Provincial Party Committee and 100 outstanding party members representing 750 party members of 28 grassroots party organizations in the entire Party Committee.

Quy Nhon Tay Ward Party Committee was established on the basis of merging Bui Thi Xuan Ward Party Committee and Phuoc My Commune Party Committee. After 5 years of implementing the Resolution of the Ward Party Congress, all cadres, party members and people in the ward have organized and basically completed the targets and tasks set out in the Resolution.

The economy continues to develop; budget revenue exceeds the set plan (Bui Thi Xuan ward reaches 31.68 billion VND; Phuoc My commune reaches 38.445 billion VND); economic structure shifts in the right direction; technical infrastructure is invested, quality is ensured, and put into effective use; urban appearance has improved, urban space is expanded. Education and training work has been gradually improved in both the scale of facilities and the quality of teaching and learning. Social issues are of concern; social security policies are implemented promptly and effectively. In particular, in the ward there are no more poor households, no more temporary houses, no more dilapidated houses; people's lives continue to be improved and enhanced. National defense and security are maintained, social order and safety are basically stable.

The work of Party building and rectification has been strengthened. The political system has been regularly consolidated, improved and operated effectively. The great national unity bloc has become increasingly solid; patriotic emulation movements have developed strongly; the people's trust in the leadership of the Party and the management of the State has been consolidated. The results achieved in the past term are of great significance, creating a premise for Quy Nhon Tay ward to develop rapidly and sustainably in the coming time.

Entering the 2025 - 2030 term, the Quy Nhon Tay Ward Party Committee set the following goals: product value growth rate of 13.3%/year; total export turnover of over 1,077 million USD; striving to have no near-poor households in the ward by 2030; total budget revenue of 92,500 million VND; average income per capita of 90 million VND/person/year.

Quy Nhon Tay Ward sets out 5 key tasks and 4 breakthroughs to achieve and exceed the targets during the term. In particular, focusing on building and implementing the overall planning of Quy Nhon Tay Ward for the period of 2026 - 2030, with a vision to 2045; identifying key areas for development of industry, trade, services, new residential areas, ensuring connectivity and synchronization in the direction of urban standardization. The ward focuses on developing industry and handicrafts; attracting investment in processing industry, semiconductor industry, clean industry, high technology. At the same time, improving management and operation efficiency; building urban government, e-government; focusing on administrative reform, providing online public services, simplifying administrative procedures, promoting the application of information technology in management, creating the most favorable conditions for people and businesses.

Speaking at the Congress, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang emphasized: Today's Congress is an important milestone, the first Congress since Quy Nhon Tay ward was established on the basis of merging Bui Thi Xuan ward and Phuoc My commune before. This is a major event, marking a new stage, a new development journey, creating strong momentum and new space for Quy Nhon Tay ward to develop quickly and sustainably.

The Vice Chairman of the Provincial People's Committee affirmed: Quy Nhon Tay Ward has an important position and role, directly contributing to the overall development of the province. In order to achieve and exceed the targets and tasks in the coming term, he requested the Quy Nhon Tay Ward Party Committee to promote the spirit of solidarity and unity within the entire Party; build a truly clean and strong Party Committee; improve the leadership capacity and fighting strength of the Party organization, especially the Party cells and grassroots Party organizations; build a contingent of cadres with courage, intelligence, and dedication to serving the people.

In the two-level government model, the grassroots Party organization must be the nucleus of unity, close to the people, understanding the people, and for the people. Delegates need to review and carefully calculate development goals and targets; propose highly feasible tasks and solutions; flexibly apply mechanisms and policies suitable to reality, creating breakthroughs in local socio-economic development; promote economic restructuring, taking industry, trade and services as the driving force for rapid and sustainable development.

Along with that, focus on developing culture - society, improving the quality of life of the people; comprehensively care for the fields of education, health, culture, physical training - sports. Well implement social security policies, policies for people with meritorious services, social protection beneficiaries. Continue to promote traditional cultural values, build civilized urban lifestyle. Focus on building and implementing plans and solutions for sustainable poverty reduction, promoting job creation, creating livelihoods for people.

Therefore, the planning work must be focused on leadership, direction and implementation urgently, seriously and methodically; it is necessary to study carefully, comprehensively, and exploit the above potentials and advantages to the maximum, in conjunction with the actual conditions of the locality. Along with that, it is necessary to strengthen the management of land, resources, environmental protection; strictly implement the management of planning, construction order, and land management.

Focus on improving the effectiveness and efficiency of state management; building a modern, professional urban government serving the people; strongly shifting from administrative management thinking to serving and providing public services; taking the satisfaction of people and businesses as a measure of the quality of government operations. Promoting comprehensive digital transformation; building a team of cadres with comprehensive capacity, capable of applying digital technology, close to the people, understanding the people, and closely following reality. The Congress announced the Decisions of the Provincial Party Standing Committee on the appointment of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Quy Nhon Tay Ward Party Committee for the 2025-2030 term. Accordingly, the Executive Committee consists of 23 comrades; Comrade Nguyen Dang Thi Thu Hoa was appointed to hold the position of Secretary of the Quy Nhon Tay Ward Party Committee for the 2025-2030 term.
