The 1st Congress of Vi Xuyen Commune Party Committee - Model Congress of Party Committees of communes and wards of the province

On the morning of July 26, the Party Committee of Vi Xuyen commune solemnly held the first Congress of delegates for the 2025-2030 term. This Congress was selected by the Standing Committee of the Provincial Party Committee as a model Congress of the Party Committees of communes and wards in the province. The Congress was broadcast live on Tuyen Quang Online Newspaper and the digital platforms of the Newspaper and provincial radio and television.

Attending and directing the Congress on the Central side were comrades: General Trinh Van Quyet, Secretary of the Party Central Committee, member of the Central Military Commission Standing Committee, Director of the General Department of Politics of the Vietnam People's Army; Lieutenant General Do Xuan Tung, Deputy Director of the General Department of Politics of the Vietnam People's Army; leaders of a number of central ministries and branches.

The Congress was attended by 191 official delegates representing over 2,200 party members of the entire Party Committee.

Outstanding marks of the 2020 - 2025 term

The Party Committee of Vi Xuyen commune was merged from the Party Committees of 3 commune-level units, including: Dao Duc commune Party Committee, Vi Xuyen town Party Committee and Viet Lam Farm town Party Committee of the former Vi Xuyen district. The Party Committee currently has 92 branches and affiliated Party Committees with 2,214 Party members.

During the 2020 - 2025 term, with high political determination, the Party Committee, government and people of all ethnic groups in the area have united, strived to overcome difficulties and challenges, determined to strive to successfully implement the Resolution of the Congress of Party Delegates of the 3 communes with quite comprehensive marks in all fields, such as: Completing and exceeding 61/65 main targets of the term, 4 targets reaching over 75%; reducing the poverty rate to only 3.9%, average income per capita reaching over 55 million VND; the proportion of the service - trade sector in the economic structure increased from 14% in 2020 to about 25% by the end of 2025; the telephone coverage rate reached 95%, the number of citizens with smartphones reached 80%; national defense, security, social order and safety were maintained...

With the determination to innovate thinking, arouse the will of self-reliance, self-improvement, the desire for development, seize opportunities, overcome all difficulties and challenges; unleash all resources for sustainable development; join hands and be determined to build Vi Xuyen homeland to develop strongly, comprehensively and steadily in the era of rich and prosperous development of the nation, the Congress of Delegates of Vi Xuyen Commune Party Committee for the term 2025 - 2030 determined to strive for a number of major socio-economic development goals.

The focus is on:   The total value of products in the area (GRDP) reaches 1,485 billion VND; average income per capita reaches 5.5 million VND/person/month; by 2030, 100% of rural roads will be paved; the poverty rate according to the national poverty standard will decrease to less than 1%; the rate of trained workers will reach 75%; in which the rate of trained workers with certificates will reach over 35%... Improving all aspects of people's lives

Speaking at the Congress, General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army affirmed: Vi Xuyen is the northern frontier of the Fatherland, a historical land, a symbol of patriotism, indomitable will, a lively educational space about patriotism, revolutionary spirit and noble sacrifice.

General Trinh Van Quyet emphasized: The Vi Xuyen Commune Party Congress is a particularly important political event, with a historic mission and great significance, opening a new development period, with a new scale, new space, new position and new development opportunities. He commended, acknowledged and congratulated the achievements that the Party Committee and people of all ethnic groups in Vi Xuyen Commune have achieved in the 2020-2025 term.

General Trinh Van Quyet requested that in the coming time, facing new difficulties and challenges, the Party Committee of Vi Xuyen commune needs to further promote its potential and advantages in terms of geographical location, human resources, revolutionary traditions, and complete the goals for the 2025-2030 term; continue to comprehensively lead and direct the Party's new policies, the State's laws, the Party's major strategic decisions, especially the "four pillars" resolutions and effectively operate the 2-level local government model; build infrastructure, urbanization associated with the development of high-tech services; plan concentrated production areas according to the model of smart agriculture, clean agriculture; strengthen vocational training, digital skills, business skills, and strive to build Vi Xuyen into a top-developed commune in Tuyen Quang province.

The Party Committee of the commune needs to actively care for and improve the material and spiritual life of the people; build a civilized model commune, a red address for educating revolutionary traditions; focus on promoting the digitization of records and data, building a digital government to serve people and businesses more effectively; improve administrative management capacity, build a friendly, creative government that accompanies the people; strengthen administrative discipline and order, taking people's satisfaction as a measure of the quality of cadres.

Continue to strengthen national defense and security, maintain political security, avoid being passive or surprised, build a solid national defense posture, people's security, and people's hearts posture, rely on the people, and enhance the role and responsibility of the people in maintaining political security and social order and safety at the grassroots level.

Speaking at the Congress, Provincial Party Secretary Hau A Lenh emphasized: The 2025-2030 term opens up new opportunities, but also poses many new requirements. The Party Committee of Vi Xuyen commune accepts all the opinions and directions of General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army and the people's comments to perfect the documents and development orientations in the coming period.

Provincial Party Secretary Hau A Lenh suggested that the Party Committee of Vi Xuyen commune continue to build a clean and strong Party Committee in all aspects; focus on building a contingent of cadres with sufficient qualities, capacity and prestige to match the tasks; improve the quality of material and spiritual life and take care of social security for the people; strongly innovate the management and operation of the government, build an honest government serving the people, transform from a management administrative model to a service administrative model; mobilize all resources, promote the strength of great national unity...

Comrade Hau A Lenh affirmed: The Provincial Party Executive Committee believes and expects that, with a strong political stance, with the spirit of "solidarity - innovation - aspiration to rise up", the Party Committee and the People of the commune will promote the heroic tradition, build Vi Xuyen to be increasingly rich and beautiful, develop comprehensively and sustainably, and contribute worthily to the development of Tuyen Quang province and the cause of national construction in the new period.

At the Congress, the Congress Presidium announced the decisions of the Provincial Party Committee Standing Committee on appointing the Party Executive Committee of Vi Xuyen commune, consisting of 28 comrades; appointing the Party Standing Committee of the commune, consisting of 10 comrades; appointing the Secretary, Deputy Secretary, Inspection Committee, and Chairman of the Inspection Committee of the Commune Party Committee for the 2025-2030 term; and appointing 4 official delegates and 1 alternate delegate to attend the Provincial Party Congress for the 2025-2030 term.
