In the 2020 - 2025 term, despite facing many difficulties due to the impact of the epidemic, climate change, and unstable market prices, the Party Committee and people of Tan Hai commune still maintain the spirit of solidarity, overcome challenges, and gradually affirm their position. Agriculture continues to be a strength with a dragon fruit growing area of more than 1,160 hectares, many production models applying high technology, according to VietGAP standards, bringing clear economic efficiency. The fisheries economy maintains a stable growth rate. With nearly 200 fishing vessels of all kinds, the average annual output reaches over 3,500 tons. The OCOP program has made steady progress, to date, the commune has 4 products certified with 3 stars.
Besides agriculture , trade - services and tourism have many improvements. Trading activities have strongly recovered after the pandemic, the market system has been invested and upgraded, creating favorable conditions for people and traders. Spiritual and ecological tourism has developed in a sustainable direction, associated with promoting the value of Dinh Thay Thim relic and the space of Nganh Tam Tan - Doc Ong Bang. Dinh Thay Thim cultural - tourism festival is increasingly organized professionally, attracting a large number of tourists from all over the world. Policies to support production and promote industry have been implemented promptly. Total state budget revenue during the term reached 53.9 billion VND, far exceeding the set target.
Changing face of the countryside
Concrete roads stretch to villages and hamlets, lighting systems are invested in every alley, essential infrastructure works such as schools, community parks, cultural centers are invested in new construction or upgraded, contributing to changing the whole appearance of Tan Hai. In the past 5 years, the whole commune has 27 construction works invested in with a total capital of more than 250 billion VND. People's lives are constantly improving. Average income per capita by 2025 will reach over 50 million VND. The poverty rate will decrease to 0.5%.
Along with economic development, the cultural and social fields continue to receive due attention. The education system remains stable, the quality of teaching is improved. School facilities are invested in, repaired and upgraded to meet the requirements of educational innovation. Primary health care meets standards, and public health care has made much progress. Social security policies, gratitude, care for people with meritorious services, and support for poor households are implemented fully, promptly, and to the right target. At the same time, administrative reform and building a government serving the people are promoted. The "One-stop" and "One-stop" models have been effective. Digital transformation has been initially implemented, gradually forming a modern management platform. People's satisfaction index with public authorities is increasingly improved.
In addition, the Tan Hai Commune Party Committee always identifies Party building as a key task. The aspects of ideological work, organization, inspection, mass mobilization, and government building are implemented synchronously and effectively. Studying and following Ho Chi Minh's ideology, morality, and style have become regular activities, associated with Party cell activities, emulation movements, and local political tasks. The quality of grassroots party organizations and party members has been constantly improved. The work of developing new party members has received due attention. Inspection and supervision work has been carried out seriously, contributing to maintaining Party discipline. The emulation movement "Skillful mass mobilization" has been widely deployed, and many effective models have spread positively in the community.
Comprehensive and sustainable development
With the motto "Solidarity - Discipline - Innovation - Development", Tan Hai Commune Party Committee sets out specific goals, targets and solutions for the 2025 - 2030 term. In particular, focusing on economic development in the direction of "Agriculture - Trade - Tourism", associated with digital transformation and sustainable development. By 2030, the commune strives to meet advanced new rural standards, the natural population growth rate decreases to 0.8%; the rate of schools meeting national standards reaches 80%; 95% participate in health insurance.
To achieve the set goals, the Tan Hai Commune Party Committee has clearly identified key tasks and breakthroughs that need to be focused on. Regarding key tasks, the commune continues to focus on building and rectifying the Party and a clean and strong political system. Improving the leadership capacity, fighting strength of grassroots party organizations and the quality of cadres and party members. At the same time, effectively mobilizing resources for development investment, promoting administrative reform, caring for people's lives and promoting internal resources from the community. Maintaining political security and social order and safety is also a top priority. To create breakthroughs, Tan Hai commune focuses on two key areas: building a team of cadres and civil servants to meet task requirements and improving the effectiveness of planning management, land use, mobilizing resources for infrastructure development investment, promoting administrative reform, digital transformation and application of science and technology in development.
The first Congress of Tan Hai Commune Party Committee is the first historical milestone, opening a new development path after the merger.
