Major General Truong Minh Duong, member of the Provincial Party Committee Standing Committee and Director of the Provincial Police Department attended and directed the Congress. The draft political report submitted to the Congress stated that Dam Rong 4 commune was established on the basis of merging three communes: Da Tong, Da Long and Dung K'No (belonging to the old districts of Dam Rong and Lac Duong).
During the 2020 - 2025 term, the Party Committee, government and people of the commune have focused on achieving and exceeding the targets and objectives set out in the resolution. In particular, agricultural production continues to shift towards development in the direction of converting crop and livestock varieties with high economic value; gradually applying scientific and technological advances, promoting mechanization in production in accordance with the conditions and farming level of households...
The commune focuses on exploiting the local strengths of landscape, climate, rivers, streams, hot mineral springs to develop "Community tourism village", "Agricultural tourism "; restore, maintain and develop potential and advantageous industries of the locality such as: traditional brocade weaving, wine production... contributing to job creation and income improvement for a part of the local people.
Infrastructure is invested in and gradually improved; the appearance of the countryside is increasingly improved. The fields of education, health, culture, etc. are given attention and developed stably; social security is taken care of; national defense and security are maintained.
Party building and political system building are focused on, ensuring the leadership, management and operation of local socio-economic development tasks.
With the motto "Solidarity - Democracy - Responsibility - Innovation - Development", the Congress set out targets, goals, breakthroughs, and key tasks to focus on and strive to implement in the 2025 - 2030 term. Specifically, the average annual production growth rate at comparable prices will reach 10 - 11%; the proportion of agriculture - forestry - fishery will reach 51 - 54%, industry - construction will reach 15 - 17% and services and tourism will reach 30 - 32%. The state budget revenue in the commune will increase by an average of 12 - 13% annually.
The commune maintains and improves the quality of the criteria for a commune meeting new rural standards and strives to meet the standards for an advanced new rural commune by the end of 2030. The multidimensional poverty rate maintains a reduction of 1 - 1.5%/year...
On behalf of the Provincial Party Standing Committee, speaking at the Congress, Major General Truong Minh Duong acknowledged and commended the results achieved by the Party Committee, government and people of Dam Rong 4 commune in the past term.
The Provincial Police Director requested Dam Rong 4 commune to quickly stabilize its organization, unify its ideology, and soon stabilize and build a streamlined government apparatus that operates effectively, efficiently, and is close to the people and understands the people.
"This is the top priority and has decisive significance. The new Party Executive Committee of the commune needs to focus on leadership and direction to thoroughly disseminate to all cadres, party members and people the correct policies of the Party, policies and laws of the State on the arrangement of administrative units at all levels, and the organization of a two-level local government model," Major General Truong Minh Duong emphasized.
The Commune Party Committee focuses on building a truly clean and strong Party; strengthens innovation in the Party's leadership methods, on the basis of upholding the principle of democratic centralism, preserving and promoting the tradition of solidarity and unity within the Party. The locality strengthens training of cadres with sufficient qualifications, capacity and prestige to undertake tasks in the new situation. Along with that, resolutely fight against degradation within the Party; promptly handle and replace cadres and Party members who do not meet the requirements of their tasks, or show signs of causing trouble and harassment.
Key officials must regularly go to the grassroots to listen to the people, uphold the spirit of serving the people, respect and promote the people's democratic rights. The commune strengthens mass mobilization work, improves the effectiveness of innovation in the content and methods of operation of the Fatherland Front and socio-political organizations; promotes the core role of gathering and uniting the people and supervising and providing social criticism.
The locality promotes comprehensive digital transformation. This is a major trend and orientation of the Central Government, specified in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. The Party Committee of Dam Rong 4 commune thoroughly implements and concretizes it into plans and action programs on digital transformation suitable to the characteristics of the locality.
Along with promoting economic development in the fields of agriculture and forestry, the commune pays attention to and takes comprehensive care of culture and society; effectively implements employment policies, sustainably reduces poverty, and improves social security.
National defense and security potential; maintaining political security, order and social safety continue to be strengthened.
