* During the past term, the Lam Binh Commune Party Committee has promoted the spirit of solidarity, focused on implementing and fully grasping the directives and resolutions of the superiors to all cadres and Party members. During the term, it supported the construction of houses for 747 households, with a total cost of 32,304 billion VND; the socio-economic development was stable, the average income per capita reached over 51 million VND/year; the poverty rate decreased by an average of over 6%/year; the rate of Party cells and Party members completing their tasks well each year reached over 95%; national defense and security were maintained; the work of Party building and the political system was strengthened, the leadership role of Party committees was promoted; the government had many innovations in the direction of serving the people, the Fatherland Front and socio-political organizations, continuing to affirm its role as a solid bridge, strengthening and consolidating the people's trust in the Party and the government.
In the 2025-2030 term, Lam Binh commune strives to bring the total grain output to 6,103.4 tons; the average income per capita strives to reach 6 million VND/person/month; attracting over 27,000 tourists ; over 90% of households achieving the title of cultural family; over 86% of villages achieving the title of cultural village; over 95% of agencies, units and enterprises meeting cultural standards. At the same time, 5 groups of targets, 4 key tasks, 3 breakthroughs and 8 main solutions are proposed for implementation.

Speaking at the Congress, comrade Nguyen Hung Vuong, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, commended the achievements of Lam Binh commune, including Lang Can town, Phuc Yen commune and Xuan Lap commune in the 2020-2025 term.
Comrade Nguyen Hung Vuong highly appreciated the sense of responsibility, solidarity, determination, initiative and creativity of the Lam Binh Commune Party Committee in preparing for the Congress.
He emphasized that the Party Committee of the commune focuses on implementing a number of contents such as: It is necessary to build a truly clean, strong, exemplary Party Committee, doing first, doing well, doing to spread; it is necessary to correctly identify advantages and challenges in the new context, or in other words, it is necessary to clearly see what we have and what we lack; pay attention to investing in school and classroom facilities associated with building schools that meet national standards; have breakthrough solutions to improve the actual quality of the two-sided educational results of students, especially the quality of key education; strongly innovate the management and operation of the government, promote administrative reform, build an honest government, serve the people, always close to the people, pay attention to taking care of the lives, rights and legitimate interests of the people.

The Head of the Provincial Party Committee's Organization Board also requested Lam Binh commune to pioneer the implementation of digital government, digital economy, and digital society models. This is not a slogan but must be realized through specific steps, from digitizing processes and data, popularizing digital skills for the community, promoting cashless payments, online public services, and public and transparent data management.
At the Congress, the Party Executive Committee, the Party Standing Committee, the Secretary, Deputy Secretary of the Lam Binh Commune Party Committee, term 2025 - 2030 and the Delegation attending the higher-level Congress were introduced to the Congress.
* Yen Hoa commune was established on the basis of merging two commune-level administrative units, Yen Hoa commune and Khau Tinh commune. During the past term, the Party Committee of the commune has always closely followed the leadership and direction of the superior Party Committee, focusing on effectively implementing the tasks and targets set out: Completing 16/16 socio-economic targets. People's lives have been constantly improved, with average income per capita reaching over 40 million VND/person/year; the poverty rate has decreased by an average of over 13%/year; 90% of villages have achieved the title of cultural village.

Speaking at the Congress, comrade Tran Manh Loi, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, acknowledged the achievements of Yen Hoa commune in the past term. He said that although Yen Hoa commune has made new developments, overall it is still a commune with many difficulties due to its geographical location far from the provincial center, limited conditions for attracting resources for development; unsynchronized infrastructure; low quality of human resources... This requires the Party Committee, government and people of all ethnic groups in Yen Hoa commune to make greater efforts, work harder and be more effective in the new term.
In particular, right after the Congress, the commune needs to improve its organizational structure and improve the quality of its staff. The ward's economy continues to grow well: the total production value of economic sectors is estimated at 3,752 billion VND, an increase of 77.39% compared to 2020; the average income in 2025 is 85 million VND/person/year; total retail sales of goods and service revenue is 2,720 billion VND. The number of visitors in the past 5 years is estimated at 1,229,778, with revenue reaching 123 billion VND.

* Thai Son commune was established on the basis of merging the entire administrative boundaries of Thanh Long and Thai Son communes (old). After the arrangement, Thai Son commune has a natural area of 93 km2 and a population of 16.4 thousand people. The commune Party Committee has 43 subordinate Party cells with a total of 714 Party members; the operation of the two-level local government has initially become routine, and the responsibility of Party members and civil servants in performing public duties has been raised.

The Congress assessed the implementation results of the Resolution for the 2020-2025 term; set out goals, tasks and solutions for the new period. In the past term, despite many difficulties, the Party Committee and People of Thai Son commune were always united and made efforts to successfully implement the resolutions of the Party Committees of Thai Son and Thanh Long communes for the 2020-2025 term and resolutions of higher levels. The economy developed stably, agriculture and forestry shifted to commodity production with 4 3-star OCOP products; maintained key crop areas; forest coverage reached 61%. Infrastructure was invested, the rural appearance was renewed, and the commune met the New Rural standards.
The commune has mobilized people to donate land and clear the ground for the Tuyen Quang - Ha Giang Expressway Project (nearly 8 km through the area), and to build a garment factory... The cultural and social fields have many positive changes; education has maintained universalization at all levels; traditional culture has been preserved; social security has been given attention; the quality of medical care and health care for the people has been improved.
The general goals identified by the Party Committee of the commune for the 2025-2030 term are: Improving the leadership capacity and fighting strength of the Party organization; promoting democracy and solidarity among ethnic groups; exploiting potentials, mobilizing and effectively using resources; synchronously developing the socio-economy associated with preserving cultural values; improving people's lives; ensuring national defense and security, maintaining political stability, social order and safety.
Some targets for the 2025-2030 term: Total product value reaches 1,300 billion VND; budget revenue reaches 1.5 billion VND; average income per capita reaches 6 million VND/month; 100% of schools meet national standards; trained labor reaches 75%; multidimensional poverty households decrease by 1.5%/year; online administrative procedure settlement records reach 97% or more. Every year, over 90% of Party cells, agencies, and units complete their tasks well; 90% of cadres, Party members, civil servants, and public employees complete their tasks well...

Speaking at the Congress, Nong Thi Bich Hue, Deputy Secretary of the Provincial Party Committee, acknowledged and praised the efforts and achievements of the Party Committee, cadres, Party members and people of Thai Son commune in the past term. The comrade suggested that Thai Son commune continue to consolidate the organizational apparatus, build solidarity and unity within the Party, consensus among the people, and effectively implement the spirit of "6 clear": clear people, clear work, clear time, clear responsibility, clear products, clear authority. The focus is on sustainable socio-economic development, effectively implementing resolutions, projects, support policies and attracting investment; applying science and technology to production, improving product quality and brand, encouraging organic production models, focusing on tea, acacia, sugarcane, tomatoes, etc.

At the same time, the commune needs to promote investment attraction for industrial and service development associated with infrastructure construction; support enterprises in production and business, and create jobs for local workers. Implement a civilized lifestyle, build cultural families and villages; stabilize the lives of resettled households in expressway projects and public works; mobilize people's resources to build concrete roads, lighting, flower roads, and trees. Focus on social security, sustainable poverty reduction, health care, education and cultural development.
The Party Committee of Thai Son commune needs to thoroughly grasp the resolutions and directives of the Central and the province on digital transformation, concretize them into appropriate action programs; reform administration, improve the efficiency of the Commune Public Administration Service Center; apply information technology, digitize records, build a digital government to serve people and businesses transparently and conveniently.
He requested that, immediately after the Congress, the Commune Party Committee urgently concretize the resolution into action plans and programs; propagate, disseminate and popularize the results of the Congress synchronously and seriously; implement with high determination, strive to successfully complete the set targets and tasks.
At the Congress, the Party Executive Committee, the Standing Committee of the Thai Son Commune Party Committee for the 2025-2030 term and the Delegation to attend the 18th Provincial Party Congress for the 2025-2030 term were introduced.
