National Assembly delegates offer advice to achieve 8% growth target

Continuing the 9th Session of the 15th National Assembly, at the discussion session on the afternoon of June 17, National Assembly deputies discussed socio-economic issues. Many opinions agreed with the Government's 8% growth target, and at the same time suggested key solutions for the policy to soon become effective.

At the discussion session, 56 delegates spoke and 2 delegates debated, focusing on solutions to make issued mechanisms and policies effective soon, avoiding delays.

Identify challenges, redefine growth drivers

Many delegates highly appreciated the outstanding achievements of the economy , considering this a bright spot in the region and the world.

Delegate Nguyen Huu Thong - National Assembly Delegation of Binh Thuan province affirmed that correct and accurate decisions have helped Vietnam's economy to overcome difficulties. He cited: "GDP growth in 2024 reached 7.09%, 15/15 targets were met and exceeded. GDP in the first quarter of 2025 reached 6.93%, the highest compared to the same period in the 2020-2025 period".

However, delegate Nguyen Huu Thong also asked the Government to look directly at the challenges. These include the gap between rich and poor and the limited quality of human resources. The issues of counterfeit goods, cyber security and slow progress of key projects are also concerns of voters.

In that context, delegate Pham Trong Nghia - National Assembly Delegation of Lang Son province emphasized that this is a great opportunity to redefine the growth momentum and model. He said that this helps strengthen endogenous capacity and develop a self-reliant and self-reliant economy.

To do that, delegate Pham Trong Nghia suggested that the Government pay attention to three issues: Improving the internal capacity of enterprises and business households; Diversifying markets and supply chains; Protecting and developing human resources.

Put yourself in the shoes of people and businesses to solve problems

Agreeing with the scenario proposed by the Government to achieve the 8% growth target, delegate Trinh Xuan An - National Assembly Delegation of Dong Nai province said that, in the current context, the most important issue is to focus on leadership and direction so that the mechanisms, legal policies, and regulations that have been issued by the Party, National Assembly, and Government are resolved to remove bottlenecks, create favorable conditions for people and businesses to soon promote in practice, soon reach the beneficiaries and avoid policy delays.

He emphasized: “Issuing policies is difficult, but law enforcement is the issue that needs attention; reforming and cutting administrative procedures needs to be substantive; avoiding the situation where policies are good at the central level but implementation is full of difficulties and hardships.”

According to the delegate, serving the people and businesses must come from the responsibility, sentiment, conscience and ethics of civil servants; sometimes the law is very humane but the enforcers are insensitive and lead to invalidating the provisions of policies and laws. Therefore, it is necessary to be dedicated and put oneself in the difficulties of the people and businesses to solve the work. There must be tools to evaluate the capacity, feedback and reflection on the responsibility of civil servants, especially in sectors and fields that regularly contact the people.

In addition, in the context of merging administrative units, to create new development momentum, delegates proposed to continue to strengthen decentralization and delegation of power to localities to maximize their potential and capabilities, especially mobilizing resources to develop infrastructure connecting with merged localities. At the same time, the Central Government needs support, especially capital to implement connection projects.

Some delegates also requested the National Assembly, the Government, ministries and local sectors to continue to pay attention to implementing Resolution 74 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste. In particular, it is necessary to focus on handling 55 ineffective projects; 13 key projects behind schedule and more than 800 projects with delayed land use.

The delegates also requested the Party, State, National Assembly and Government to continue to pay attention to ensuring national defense and security in the face of unpredictable developments; to increase investment in potential for national defense, especially investment in the defense industry; to build defense works, implementing the motto of "protecting the country when it is not yet in danger"; to invest in technical means, improve the ability to fight and prevent crime, especially high-tech crime, taking advantage of social networks to violate the law, drug crimes; to strictly and thoroughly handle acts of protectionism, aggressive thugs, scoundrels, and recklessness to build a peaceful and happy society as a premise for socio-economic development.
