On the morning of June 18, discussing the socio -economic situation, state budget implementation in 2024 and the first months of 2025, delegate To Thi Bich Chau (HCMC delegation) pointed out the current situation of enterprises' difficulties related to the tax sector, tax settlement when there is a phenomenon of tax authorities not having enough people to settle.
Removing obstacles in administrative procedures
"This is contrary to supporting the development of the private economy. Enterprises need to settle taxes to do business and bid, but the tax authority does not have enough people," Ms. Chau stated her opinion.
Through research, delegate Bich Chau said that some local tax agencies said that businesses and business units that are inspected, examined, and audited need tax reports. Most of these are large and complex businesses, so tax agencies need to focus on handling them.
“There is a situation where businesses have official documents requesting settlement, but have to wait in line. While participating in business, there is no waiting for time, so I hope the Government and the tax sector will have guidance so that businesses can participate legally and properly,” said Ms. Chau.
According to Ms. Chau, the socio-economic report has not yet assessed the current situation, especially the social mood after the recent large-scale restructuring.
Because people are interested in the organization and staff arrangement, they will be evaluated by KPI criteria.
But how to use KPI to evaluate staff capacity and "touch" staff performance is the question.
She cited two cases where people rented out houses, paid rent, and paid excess taxes. Therefore, when the contract ended, a tax certificate was required. However, one person spent three months completing the paperwork, another person spent nearly a year but did not receive this certificate, with the amount of excess tax paid not being much - only a few hundred thousand to 1-2 million VND.
“How to evaluate KPIs that touch the capacity and dedication of cadres, effectively solving problems for the people. I want to reflect the current situation so that when we set KPIs to measure the capacity and dedication of cadres, we must touch the desire of cadres to work, then people will believe that the arrangement and selection of cadres is effective” - Ms. Chau said.
Remove barriers to get rid of the mindset that if you can't control it, then ban it.
Previously, delegate Ta Thi Yen (Dien Bien) said that the Government has proposed to the National Assembly many policies related to investment, business, bidding, and state capital management activities with a very positive and urgent spirit, strongly shifting from "pre-inspection" to "post-inspection".
This will reduce administrative barriers, promote results-based management methods, abandon the mindset of "if you can't manage it, ban it", while still ensuring effective inspection and supervision.
However, delegate Yen said that in order for policies to truly come into life and be effective, special attention should be paid to multidimensional impacts during the implementation process.
It is especially necessary to choose appropriate approaches and flexible solutions to ensure maximizing positive impacts and minimizing unwanted impacts.
The delegate said that in the fight against counterfeit goods, trade fraud and tax evasion... we fully support strict and resolute handling.
However, it is necessary to address the root causes such as controlling inputs and product origins, while strengthening propaganda and dissemination of laws to raise awareness of compliance in society.
"If we only focus on administrative sanctions and inspections without synchronously checking support solutions, it may lead to a situation where small traders and businesses are forced to stop operations or maintain production in a limited and coping manner," said delegate Yen.
Committed to not letting assets go to waste after arrangement
At the discussion session, Minister of Finance Nguyen Van Thang said that if the situation is not too unusual, the second quarter growth will be higher than the proposed scenario, in the context of the world economy being at a low level and us "going against the current".
The Government also directed the establishment of 7 working groups and 26 working delegations to accelerate the deployment of public investment capital. Thereby, the situation of scattered and fragmented investment was basically resolved thoroughly, focusing on the country's strategic projects; key national projects all achieved and exceeded progress.
Regarding the handling of public assets and the arrangement of the apparatus after the arrangement, Mr. Thang said that he is building a related decree, defining and decentralizing the use of public assets. Therefore, after the merger, the assets will be used with priority given to educational, medical, public, and local activities, including planning and exploitation...
"The Ministry is establishing delegations to survey and support localities, and provide guidance on how to handle assets after the merger. Some priority areas are as directed by the General Secretary, education, and health, while the remaining areas are put into other exploitation. The Ministry will guide and support localities, increase supervision, and ensure that assets after the arrangement are not wasted and are not used," Mr. Thang affirmed.
