National Assembly delegates propose early exemption of hospital fees for all people

Vietnam's health policy breakthrough

Speaking at the discussion on socio -economic issues on the morning of June 18, National Assembly delegate Nguyen Thi Quyen Thanh (Vinh Long) proposed to soon realize the policy of free hospital fees for all people.

This is considered one of Vietnam's health policy breakthroughs, with the desire to achieve the goal of not leaving anyone behind, according to delegates.

In addition, Ms. Thanh hopes that the Government will pay attention and soon have a policy mechanism to support periodic health check-ups for the elderly and people with disabilities from 2026. After that, there will be a roadmap each year until 2030 for other priority subjects so that all people, especially people with disabilities, can access timely medical services, rehabilitation, health care, physical and mental health.

Regarding the merger of provinces, the delegate said that the merger of provincial-level administrative units in our country is an important step in the administrative reform process to build a streamlined, effective and efficient state apparatus, creating space for development.

"In particular, taking advantage of the sea space to activate the connection between mountains, forests, plains, and islands to supplement, interact, and support mutual development, while still preserving cultural, regional, and local identities," Ms. Thanh emphasized.

According to delegates, the merger process not only brings management benefits but also poses challenges in managing and operating large areas.

In addition to solidarity, high unity, strong political determination, dynamism, creativity, and proactive seizing of opportunities, delegates proposed to promptly adjust the development space planning, build modern, integrated interconnected infrastructure, including transport, telecommunications, urban, and industrial infrastructure to effectively connect provinces in the region, forming a synchronous infrastructure network for the whole region and the whole country.

Need to improve public health care

Delegate Nguyen Thi Lan Anh (Lao Cai) said that the Party and State have always paid special attention to the cause of caring for and protecting people's health through the promulgation of many consistent, thorough and humane policies and guidelines.

According to the delegate, the health sector has also achieved many remarkable results, including the expanded vaccination program ; many modern techniques such as organ transplantation, in vitro fertilization, stem cell transplantation, and hematopoiesis to treat leukemia have been successfully performed; especially on May 28, a complex fetal heart intervention for a Singaporean patient was successfully performed in Vietnam, opening a new turning point for fetal medicine in the country...

However, the delegate said that in addition to the achievements, the work of taking care of people's health still faces many difficulties and shortcomings, including uneven quality of health services and significant differences in access to health care between central and grassroots levels. Grassroots health care, which is the gatekeeper of the system, is still weak in capacity, with outdated facilities and equipment.

In addition, according to the delegate, traditional medicine is a unique strength but has not been promoted to its full potential; rapid population aging along with climate change, epidemics and natural disasters have increased the burden on the health system, while the old organizational model has not met the new requirements for governance and service quality according to international standards.

Ms. Lan Anh also said that the treatment policy for medical students and medical staff is still inadequate. The salary and allowance policy is not commensurate with the workload and pressure of the job, along with that there is no policy on developing private healthcare, science, technology, digital transformation or mobilizing private resources to improve people's health care.

The delegate pointed out that the rate of children born with congenital malformations in Vietnam is still at a worrying level, seriously affecting the quality of the population, family economy and social security. Meanwhile, prenatal screening and fetal malformation screening are advanced and effective medical measures that help detect abnormalities early for appropriate treatment and reduce long-term burdens.

On the other hand, prenatal screening tests such as Double test, NIPT test, amniocentesis, and fetal cardiac intervention are expensive and not covered by health insurance, making it difficult for many women, especially in mountainous areas, rural areas, and ethnic minority areas, to access these services, according to the delegate.

Delegates suggested that the Ministry of Health continue to pay attention to developing medical models, family doctor models, community doctor networks, linking long-term care facilities with mental health; supporting public housing and welfare for doctors working in disadvantaged areas; building specific salary scales and tables for the medical sector, increasing allowances to ensure they are commensurate with the specific nature of the profession, intensity and risks of work...

In addition, delegates also proposed that the Government consider expanding the list of health insurance payments for important prenatal screening services; establishing fetal malformation screening centers in provincial, midland and mountainous areas; including prenatal and newborn screening in the compulsory health program at the grassroots level, especially in difficult mountainous areas...

In the near future, there will be a Central Resolution on the target program as well as the national target program on health. Delegates hope that the Government will pay attention to developing and implementing it, especially paying attention to the mountainous provinces with the goal of all people being protected and cared for in a fair manner in terms of physical and mental health.
