Da Nang adjusts land price list to approach market price

The City People's Committee has just issued Decision No. 45/2025/QD-UBND adjusting and supplementing land prices along 3,390 sections, routes and areas in the land price list in the city, effective from July 7, 2025.

Accordingly, the adjusted land price list is closer to the market price with the highest increase in urban areas being 156% compared to the adjusted land price according to Decision No. 59/2024/QD-UBND dated December 31, 2024 of the City People's Committee (applied from January 1, 2025) and in rural areas being 149%.

The city has adjusted the land price list this time according to the provisions of the Land Law to suit the actual situation of land prices in the area.

Through the land transfer transaction records provided by the Tax Department of Region XII and through the actual land plots and land lots put up for auction, the actual transfer transaction price and the winning auction price are 20% higher than the land price in the land price list according to Decision No. 59/2024/QD-UBND of the City People's Committee. Therefore, the City People's Committee adjusted the land price list to approach the market land price and reduce the loss of the state budget in land revenue.

This land price list is also built to ensure the goal of overcoming the shortcomings of the current land price list and fairness between the state, land users and investors when performing financial obligations on land. At the same time, it is suitable for the socio -economic development situation and the actual conditions of the city.

According to Decision No. 45/2025/QD-UBND, land prices along 2,989 named sections and routes in urban areas are adjusted to increase. Specifically, urban land prices at location 1 along 107 sections and routes increase from 14 to 20% compared to land prices according to Decision No. 59/2024/QD-UBND; 1,950 sections and routes increase from more than 20-50%; 549 sections and routes increase from more than 50-70%; 314 sections and routes increase from more than 70-110%; 60 sections and routes increase from more than 110-130%; 4 sections and routes increase from more than 130% to 140%.

Land prices along the 3 sections and routes with the highest increase are Mai Dang Chon Street from Tran Dai Nghia Street to Nguyen Binh Khiem Secondary School - increased by 156% (from 13.48 million VND/ m2 to 34.5 million VND/m2; Vo Chi Cong Street from Khue Dong Bridge to Mai Dang Chon increased by 151% (from 16.69 million VND/ m2 to 41.86 million VND/ m2 ); Minh Mang Street with a road width of 20m increased by 142% (from 24.85 million VND/ m2 to 60.06 million VND/ m2 ).

The highest land price at location 1 is 340.97 million VND/ m2 along Bach Dang street from Le Duan to Nguyen Van Linh, corresponding to an increase of 19%; the land price on Bach Dang street from Nguyen Du to Le Duan is 318.13 million VND/ m2 ; Nguyen Van Linh street from Bach Dang to Phan Thanh is 242.78 million VND/ m2 ; Pham Van Dong street is 197.18 million VND/ m2 ; Vo Van Kiet is 227.86 million VND/ m2 ; Vo Nguyen Giap street from Pham Van Dong to Vo Van Kiet is 279.64 million VND/ m2 ...

In rural areas (communes), there are 401 sections and routes with increased land prices in the land price list, of which, land prices along Quang Xuong route on the old National Highway 14B increased the highest at 149%, from 5.72 million VND/ m2 to 14.24 million VND/ m2 ; land prices along Pham Hung route increased by 94%; the lowest increase was along Nguyen Minh Van route with an increase of 37%; 328 sections and routes increased by 40-90%; 40 sections and routes increased by 100-110%; 2 sections and routes increased by 120-130%.

In Decision No. 45/2025/QD-UBND, in addition to residential land prices, it also adjusts commercial and service land prices; non- agricultural production and business land that is not commercial or service land in urban and rural areas; and prices of agricultural land types.

At the same time, supplement the regulation that the land price of traditional markets and wholesale markets is equal to 60% of the land price for non-agricultural production and business that is not commercial service land in the same location. For plots of land, land areas adjacent to a street or street section, the land price of that street or street section shall apply; for plots of land, land areas in residential areas, resettlement areas, urban areas, the land price of that residential area, resettlement areas, urban areas shall apply...

The City People's Committee adjusts the land price list to limit the loss of state budget revenue in determining financial obligations on land for cases prescribed in Clause 1, Article 159 of the 2024 Land Law such as: calculating land use fees when the State recognizes the right to use residential land, changes the purpose of land use; calculating land rent when the State leases land and collects annual rent; calculating land use tax; calculating income tax from transferring land use rights...
