On August 18, the Traffic Police Department (PC08, Ho Chi Minh City Police) announced 86 locations in wards and communes that will register motorbikes and cars (up to 8 seats) online, without people having to bring their vehicles to the headquarters.
Accordingly, the police of the 86 wards and communes below have the function of registering passenger cars with up to 8 seats excluding the driver's seat and vehicles similar to passenger cars; all vehicle registration procedures are performed as full online public services, changing vehicle owner information, re-issuing vehicle registration certificates, blurred or damaged license plates... without requiring the vehicle to be brought to the vehicle registration agency for physical inspection.
The police of these 86 wards and communes also register motorbikes of domestic organizations and individuals with headquarters and residence in Ho Chi Minh City (except for other types of cars, specialized motorbikes, and vehicles of confiscated origin).
For 82 police stations of wards, communes and Con Dao special zone (pictured below), they will register cars, motorbikes and specialized motorbikes of domestic organizations and individuals with headquarters and residence in Ho Chi Minh City (except for vehicles of confiscated origin).
According to the Traffic Police Department, from July 1, 2025, Ho Chi Minh City Police will officially decentralize to 100% of ward, commune, and special zone police to register cars, specialized motorbikes, and motorcycles of domestic organizations and individuals headquartered and residing in the city.

Previously, according to Thanh Nien reporters, at the police headquarters of wards and communes in Ho Chi Minh City, vehicle registration procedures are now quick and convenient, without the need to wait in line like before.
Currently, hundreds of vehicle registration transfer applications are submitted through the Public Service Portal every day, showing that the demand for transactions is still very high. However, there are still challenges in reaching people who are not familiar with technology, especially in remote areas.
Ho Chi Minh City Traffic Police said they will increase communication and provide direct support at registration points to guide people through the process and familiarize them with the new procedures. At the same time, they will gradually integrate more public services into the VNeID application, not only for vehicle registration, but also to serve all daily administrative needs of people, aiming for a comprehensive and effective digital administration.
