According to the bulletin from the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on August 22, 2025, the center of the tropical depression was located at about 16.8 degrees North latitude; 121.2 degrees East longitude, on the mainland of Luzon Island (Philippines); the strongest wind near the center of the tropical depression was level 6-7, gusting to level 9; moving in the West Northwest direction, speed 10-15km/h.
Forecast of tropical depression/storm (in the next 24 to 48 hours): By 1:00 p.m. on August 23, the location is at 17.5N-116.9E, in the eastern sea of the North East Sea, 520km east-northeast of Hoang Sa special zone, speed is 15-20km/h, strengthening into a storm, wind force level 8-9, gust level 11; dangerous area latitude 16.0N-20.0N; east of longitude 115.0E, RRTT level 3: east of the North East Sea. By 1:00 p.m. on August 24, the location is at 17.7N-111.3E; in the northern sea of Hoang Sa special zone, speed is 20km/h and continuing to strengthen, wind force level 10-11, gust level 14, dangerous area latitude 16.0N-20.0N; Longitude 110.0E-118.5E; Level 3 RRTT: North East Sea area (including Hoang Sa special zone).
To proactively respond to natural disasters, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of communes and wards, Director of the Provincial Hydrometeorological Station, Director of the Thanh Hoa Maritime Port Authority, Directors of the following Companies: Irrigation Works Exploitation, Viettel Thanh Hoa, VNPT Thanh Hoa, Thanh Hoa Electricity, Thanh Hoa Water Supply Joint Stock Company and related units according to their assigned functions and tasks, to closely monitor forecast information, developments of storms, rains, floods, promptly direct the implementation of response work according to the motto "four on-site", not to be passive or surprised to ensure safety of life, minimize damage to property of the People and the State caused by natural disasters; at the same time, direct the implementation of the following key tasks:
1. Chairman of People's Committee of communes and wards:
- Closely monitor the storm's developments; strictly manage vessels going out to sea; direct and deploy the work of counting, guiding and ensuring safety for vessels and vehicles (including tourist boats) operating at sea and along the coast to proactively escape from dangerous areas or return to safe shelters; prepare forces and means to promptly rescue when required.
- Review and implement measures to ensure safety for tourism activities (including tourists), aquaculture, and fishing at sea, estuaries, and along the coast; resolutely evacuate people on cages, aquaculture huts to safe places before the storm directly affects them.
- Organize to update fully and promptly information about natural disasters to people so that they can proactively respond to ensure safety; propagate and guide people on measures and skills to respond to natural disasters, especially dangerous types such as storms, natural disasters, floods, flash floods, landslides.
- Organize to review and proactively prepare to deploy plans to evacuate people in areas at risk of deep flooding, especially at river mouths, coastal areas, areas at risk of flash floods, landslides, and weak houses that are not safe; have plans to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring stable people's lives.
- Prepare measures to ensure safety and limit damage to houses, warehouses, headquarters, public works, industrial parks, tourist areas, factories, power grid systems, telecommunications, and resource and mineral exploitation areas. - Prepare plans to ensure drainage and prevent flooding for agricultural production areas, industrial parks, urban areas, and concentrated residential areas.
- Urgently complete the repair and remedy of incidents and damages to dikes and dams that have occurred in the recent past; organize inspections, reviews, and prepare plans to ensure safety for dikes, dams for irrigation, hydropower, and other disaster prevention and control works, especially at vulnerable locations, damaged works, locations where incidents, landslides on riverbanks, coastlines, and road slopes have occurred in the recent past, and works under construction; arrange a permanent force to operate and regulate and be ready to handle possible situations.
- Be ready to deploy forces to guard and control people and vehicles through culverts, spillways, deeply flooded areas, areas with fast-flowing water, landslides or areas at risk of landslides, resolutely not allowing people and vehicles to pass if safety is not ensured, not allowing unfortunate human losses due to carelessness or subjectivity; deploy forces, materials and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
- Prepare forces and means to promptly rescue and quickly overcome the consequences of natural disasters.
2. The Director of the Department of Agriculture and Environment shall closely monitor the situation of tropical depression/storm No. 5 and rain and floods; coordinate with relevant units to effectively direct the implementation of work to ensure the safety of dykes, reservoirs, irrigation works, advise on the scientific and effective operation of reservoirs in the Ma River basin on the basis of compliance with current regulations; direct the safety of irrigation reservoirs, especially reservoirs full of water; protect agricultural production and aquaculture, exploitation of aquatic and seafood products; promptly report and propose to the Chairman of the Provincial People's Committee on matters beyond his authority.
3. The Commander of the Provincial Military Command, the Director of the Provincial Police, and the Commander of the Provincial Border Guard Command, according to their assigned functions and tasks, shall direct forces stationed in the area to review response plans, proactively organize and deploy forces and means to be ready to support localities in responding to storms, floods, evacuating people, and conducting rescue operations.
4. The Director of the Department of Construction shall preside over and coordinate with the Director of the Thanh Hoa Maritime Port Authority and relevant units to direct the work of ensuring safety for transport ships and tourist ships; ensuring safety in preventing and combating natural disasters for traffic and construction infrastructure works, especially drainage systems on key traffic routes and in economic zones and urban areas to proactively drain water and overcome serious flooding in urban areas during heavy rains; deploying work to ensure traffic safety, promptly overcoming landslides and separations, and preventing congestion on main traffic routes under management.
5. The Director of the Department of Industry and Trade shall preside over and coordinate with relevant localities and units to direct the work of ensuring the safety of hydroelectric reservoirs, industrial production, and power systems, promptly overcoming incidents, ensuring safe power supply for production and people's daily life; stocking up on essential goods, focusing on areas frequently affected by natural disasters and incidents, especially mountainous areas, remote areas, and isolated areas.
6. The Director of the Department of Health shall preside over and coordinate with the Director of the Department of Agriculture and Environment to direct, guide and support localities and relevant units to be ready to deploy environmental treatment and disease prevention and control during and after natural disasters.
7. Director of the Department of Science and Technology, Directors of the following companies: Viettel Thanh Hoa, VNPT Thanh Hoa, Thanh Hoa Electricity, Thanh Hoa Water Supply Joint Stock Company, according to their assigned functions and tasks, direct the work of ensuring the telecommunications network; water supply and electricity supply systems (especially prioritizing pumping stations and drainage culverts operated by electricity).
8. The Director of the Provincial Hydrometeorological Station closely monitors the developments of storm No. 5 and floods; forecasts, warns, and promptly informs relevant agencies and people to proactively deploy response measures.
9. Directors of Irrigation Construction Exploitation Companies, owners of irrigation and hydroelectric reservoirs proactively drain buffer water, prepare flood drainage plans to protect agricultural production; proactively lower the water level of reservoirs to welcome floods to ensure safety for works and downstream areas.
10. Thanh Hoa Newspaper and Radio - Television Station, Thanh Hoa Coastal Information Station and grassroots information systems strengthen information and communication on developments of tropical depression/storm No. 5, rain, floods and response and consequence management.
11. Members of the Provincial Civil Defense Command (hereinafter referred to as the Provincial Command) shall, according to their assigned tasks and areas, proactively grasp the situation, promptly inspect, urge, and direct relevant localities and units to deploy response work and overcome consequences that may be caused by natural disasters.
12. Organize a 24/7 on-duty team, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue to synthesize and report according to regulations.
