On the occasion of the 80th anniversary of the August Revolution and National Day September 2 (1945-2025), in addition to the gift-giving policy for people with revolutionary contributions, at the level of 500,000 VND/person according to Decision No. 689/QD-CTN of the President , the Party and State have decided to give gifts to all citizens as a word of gratitude and to share the joy of the great holiday.
Based on Resolution No. 263/NQ-CP dated August 29, 2025 of the Government on giving gifts to citizens, the Ministry of Finance has coordinated with the Ministry of Public Security to issue a document to the People's Committees of provinces/centrally-run cities guiding the process, procedures, and forms for citizens to receive gifts.
Accordingly, regarding the recipients of gifts: According to the provisions of Clause 1, Article 1 of Resolution No. 263/NQ-CP, specifically, Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted a certificate of identity residing in Vietnam and have been collected, updated, and assigned a personal identification number in the National Population Database, established by the end of August 30, 2025.
Gift level: 100,000 VND/person, in cash.
Regarding the form of gift giving, gift giving to citizens is done by household. The head of household (or a family member legally authorized by the head of household) will receive and deliver the gifts to the members of the household on behalf of the citizen. In case the citizen does not have a permanent residence, the gift will be given directly to each citizen or the person authorized by the citizen. Details are specified in Point a, Clause 3, Article 1, Resolution No. 263/NQ-CP.
Citizens can receive gifts in one of two forms:
Transfer money via social security account integrated on Electronic Identification Application - VneID.
Receive directly in cash at the payment point organized by the locality in case the citizen has not integrated the social security account on the Electronic Identification Application - VneID.
The Commune People's Committee decides on the gift-giving location in accordance with actual conditions, prioritizing a location convenient for citizens. Citizens come to the gift-giving location organized by the Commune People's Committee at their permanent residence, temporary residence, or current residence to receive gifts. When receiving gifts, citizens must present their citizen identification card or legal documents as prescribed by law. In case of receiving on behalf of a minor, a valid power of attorney or birth certificate is required.
Time to receive gifts: Start giving gifts from August 30, 2025 and finish before September 2, 2025; in case of objective reasons, citizens can receive gifts after this deadline, but no later than September 15, 2025.
Funding source for implementation: Arranged in the central budget expenditure estimate for 2025 and the Ministry of Finance has transferred full funding to localities to implement gift giving to citizens according to regulations.
