According to the report of the Preschool Education Department, Ho Chi Minh City Department of Education and Training, during the inspections of preschools in July 2025, after the old Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau provinces to create the new Ho Chi Minh City metropolis, the inspection team discovered that some non-public preschools did not use nameplates in accordance with the regulations in Article 5 of Circular 52/2020/TT-BGDDT of the Minister of Education and Training on the Charter of Preschools. There are many educational institution nameplates promoting many English slogans. Or in terms of technology, some preschools made large signs outside the school, limiting the light and air in the educational environment for children...

According to managers and experts of the Preschool Education Department, Ho Chi Minh City Department of Education and Training, during the inspection and work at the facilities, the Department found that there were units that were legally licensed as independent preschools, but when hanging the nameplate, they said "preschool". Some units listed their educational company's name as large, but the school's name was written small. Or there were schools that wrote "international" on their nameplates but were not actually international preschools. Ho Chi Minh City Department of Education and Training requires all preschools across the city to rectify all of these issues. At the same time, this is also one of the tasks that specialized officers of the Department of Social Culture of the People's Committees of communes, wards, and special zones must strengthen to review and inspect non-public preschools in the coming time.

What are the regulations on nameplates of preschools?
Regulations on name boards for independent preschool groups are specified in Circular 49/2021/TT-BGDDT dated December 31, 2021 of the Ministry of Education and Training on promulgating regulations on organization and operation of independent children's groups, independent kindergarten classes, independent preschool classes of public and private types. For preschools, name boards are specified in Article 5 of Circular 52/2020/TT-BGDDT dated December 31, 2020 of the Minister of Education and Training on the Charter of Preschools.
The Department of Education and Training of Ho Chi Minh City recommends that in the coming time, specialized staff of the Department of Culture and Social Affairs of the People's Committees of wards and communes and key staff need to continue to strengthen the effectiveness and efficiency of state management of preschool education; coordinate in directing and implementing regulations on licensing the establishment of special independent groups of classes, supervise and support preschool education facilities to comply with regulations, and require facilities to properly implement nameplates according to regulations.
In particular, to ensure absolute safety for preschool children, the leaders of the Ho Chi Minh City Department of Education and Training requested localities and preschools to comply with Circular No. 45/2021/TT-BGDDT dated December 31, 2021 of the Ministry of Education and Training on regulations on building safe schools and preventing accidents and injuries in preschools.
"During the children's daily activities, teachers and babysitters are always present to supervise and ensure the safety and support of children at all times and places. Public preschools should pay attention to renovating and arranging reasonable play areas, clearly dividing them (sand and water play areas, nursery and kindergarten activities, nature discovery areas, etc.), increasing the number of continuous movement toys, movement toys associated with nature and gradually replacing toys that do not develop children's movements much such as swings, slides, dragon boats, merry-go-rounds, etc.), creating conditions for children to have a healthy, safe and comprehensive play environment," the Ho Chi Minh City Department of Education and Training requested.
