The auction day attracted many investors to participate, and when announced, the land price in this area increased sharply, with some plots differing by more than 5.6 billion VND compared to the starting price; the total value collected was nearly 86 billion VND, a difference of nearly 57 billion VND compared to the expected revenue. It can be seen through this auction that the province's real estate market after the merger has become vibrant again, and at the same time, the state has more revenue to reinvest in socio -economic development.

2. To have a successful land auction to increase revenue for the province, few people know that land plot 7C has gone through a process of persistent handling and "reasonable" resolution by provincial leaders and competent authorities.
Accordingly, on the 7C land plot, there is still an area of 209.7m2 , which is the land recovered from 15 households with a frontage on Tran Hung Dao Street, and has completed compensation and support for site clearance. These 15 households received money and signed the site handover minutes in September 2019, but have not yet handed over the site in the field; they do not agree to let the functional unit implement the construction of the R3 drainage project because they do not agree on the plan to auction the land use rights of the 7C land plot.
It is worth mentioning that these households have houses facing Tran Hung Dao Street, and during the process of using the land, they have expanded and encroached on land under the management of the old Nam Ly Ward. The households hope that after the formation of residential area 7C, the state will allocate land without going through land auction.
However, based on legal regulations, the authorities believe that the land recovered from 15 households is land for perennial crops, with the recovered area ranging from 0.2m2 /household to 26.6m2 /household. Meanwhile, land plot 7C consists of 18 plots of land, which is residential land, with an average area of each plot of about 100m2 (the smallest plot is 48.3m2 ; the largest plot is 183.6m2 ), much larger than the recovered land area of the households. Therefore, the authorities believe that the demands of the 15 households have no legal and practical basis for implementation; at the same time, they established a force to enforce the land recovery.
In particular, in addition to the above-mentioned 209.7m2 land area, the authorities also proposed to reclaim the encroached land area, including: 323.3m2 on plot 228; 504.66m2 (behind 8 households on Tran Hung Dao street) on plot 22, map sheet 51. After reclaiming these land areas, 18 residential plots in area 7C were created, complete in terms of area, legality, traffic infrastructure, urban landscape, etc., serving the essential needs of the people.
It can be said that, in the above incident, if there were no perseverance and determination of the provincial leaders, relevant levels and sectors in dialogue, and resolute handling of cases showing signs of procrastination, abusing the right to complain and denounce illegal land encroachment, there would be no "clean" land plots to auction to generate revenue for socio-economic development. Thereby, clearly demonstrating the spirit of "7 dares" of the team of cadres and civil servants in performing assigned tasks, when putting the common interests of the community above all, first and foremost.
