Program to eliminate temporary and dilapidated houses reaches the finish line 5 years and 4 months ahead of schedule

(gialai.gov.vn) - On the morning of August 26, in Hanoi, Prime Minister Pham Minh Chinh chaired the conference to summarize the program and emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses". The conference took place in a direct and online format to localities and was broadcast live on television and radio. Attending at the Hanoi bridge were comrades: Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission; Nguyen Hoa Binh - Politburo member, Permanent Deputy Prime Minister; Tran Luu Quang - Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee; Deputy Prime Ministers; leaders of central departments, ministries and branches. Attending the conference at the Gia Lai bridge were comrades: Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Duong Mah Tiep - Member of Provincial Party Committee, Vice Chairman of Provincial People's Committee; representatives of leaders of relevant departments, branches, agencies and units.

Over the years, under the leadership of the Party, Vietnam's social policies have achieved many great and historic achievements. In particular, in Resolution No. 42-NQ/TW dated November 24, 2023, the Party Central Committee set the goal of continuing to innovate and improve the quality of social policies, including completely eliminating temporary and dilapidated houses for poor households, near-poor households and people affected by natural disasters and climate change by 2030.

On April 13, 2024, in Hoa Binh , the Prime Minister, Chairman of the Central Emulation and Reward Council, launched and called on the whole country to be determined to eliminate temporary and dilapidated houses by the end of 2025. Then, on October 5, 2024, in Hanoi, in the program Warm House for My People, the Government and the Prime Minister launched the peak "450 days and nights" to complete the elimination of temporary and dilapidated houses nationwide before October 31, 2025.

During the implementation process, thanks to closely following reality, accurately assessing the situation, and with the spirit of "more speed, more determination", the Central Steering Committee decided to shorten the time, striving to complete the program before August 31, 2025, on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

Under the close direction of the Party, State and Government; with the creative thinking and approach of local Party committees and authorities; and the participation of the entire political system, after 1 year, 4 months and 13 days since the launch and 10 months and 21 days of 450 days and nights of peak implementation, Vietnam has basically completed the goal of eliminating temporary and dilapidated houses nationwide, reaching the finish line 5 years and 4 months ahead of the target in Resolution 42.

During that time, the Central Steering Committee and localities launched a "Lightning Campaign", mobilizing more than 24.7 trillion VND (of which people's contributions and socialized resources accounted for nearly half, about 12.3 trillion VND), supporting over 2.7 million working days with more than 454,000 participants, completing the elimination of 334,234 temporary and dilapidated houses nationwide. In particular, all housing for people with meritorious services and relatives of martyrs was completed before July 24, 2025.

Each house is a living proof - "a gift", "a warm home", "a love"; is sharing with the needy, is gratitude to those who have contributed; realizes the Party's correct policies and guidelines; demonstrates the good and superior nature of our regime; affirms the humanistic values ​​and fine moral traditions of the nation: "repaying gratitude", "remembering the source of drinking water", "remembering the person who planted the tree when eating the fruit", "the healthy leaves cover the torn leaves". This is also a source of inspiration to arouse national pride, strengthen people's trust in the Party's leadership, strengthen the great national unity bloc, contribute to promoting economic development, ensuring social security, consolidating national defense and security.

In the overall results of the whole country, comrade Ho Quoc Dung - Secretary of Gia Lai Provincial Party Committee said: in recent years, the work of eliminating temporary houses, dilapidated houses and supporting the construction and repair of houses for people with revolutionary contributions and martyrs' relatives has always been of interest to the Party Committee, the government and the Vietnam Fatherland Front Committees at all levels in the province, implemented synchronously and effectively. The program is associated with the emulation movement "For the poor - No one is left behind" and the National Target Programs, aiming to ensure that poor households, near-poor households and vulnerable groups are always supported promptly in the development process of the province and the country.

By July 25, 2025, the entire Gia Lai province had completed all 12,520/12,520 houses, reaching 100%. On July 30, 2025, the province officially announced the completion of the Program to eliminate temporary and dilapidated houses and support housing for people with meritorious services in the area - one month ahead of the general deadline.

Secretary of the Provincial Party Committee Ho Quoc Dung shared: “The results achieved further deepen a great lesson: the strong and consistent leadership of the Party Committee and the government; the effective coordination and supervision of the Front, mass organizations and armed forces; the spirit of consensus, responsibility and sharing of the people and the business community are the keys to success. From a meaningful program, we have formed an effective work organization method that can be applied to many other social security programs in the coming time.”

On behalf of the Party Committee, government and people of all ethnic groups in Gia Lai province, Secretary of the Provincial Party Committee Ho Quoc Dung expressed his deep gratitude for the attention and direction of the Party and State leaders when launching this humanitarian program; at the same time, he thanked the agencies, units, organizations and individuals who have united and joined hands for the goal of social security and happiness of the people. In particular, he thanked the Central Public Security Party Committee and the Ministry of Public Security for accompanying the Central Highlands provinces, supporting the construction of 6,370 houses with a total cost of 355 billion VND; Gia Lai province alone was supported with 231 billion VND and more than 5,000 working days of officers and soldiers, creating a strong spreading effect, contributing to the early completion and sturdiness of each "three-hard" roof before the rainy and stormy season.

Secretary of the Provincial Party Committee Ho Quoc Dung affirmed: entering the new phase, Gia Lai province will maintain and promote the achievements, determined not to let the situation of temporary houses and dilapidated houses recur. The province will continue to perfect mechanisms and policies, especially social housing policies associated with sustainable poverty reduction, new rural construction; promote standardization of operating procedures, digital monitoring, and replication of good models. Each new house is not only a warm home, but also a driving force for people to rise up, contributing to building Gia Lai to develop rapidly, comprehensively, and sustainably; together with the whole country, firmly step into a new era - an era of strong and prosperous development of the Vietnamese people.

Speaking at the conference, Prime Minister Pham Minh Chinh said that the basic completion of the elimination of temporary and dilapidated houses nationwide 5 years and 4 months ahead of the original target is a miracle in sustainable poverty reduction. These are “Special National Projects” of “Party’s will, people’s heart”, of “national love, compatriots’ love”, with profound political, social and humane significance, when hundreds of thousands of families live in warm homes of love, millions of lives have a bright future.

On behalf of the Government, the Vietnam Fatherland Front, the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide and the Central Emulation and Reward Council, Prime Minister Pham Minh Chinh acknowledged, highly appreciated, congratulated and warmly commended the outstanding efforts and great results in this work of all levels, sectors, Party committees, local authorities, organizations, business communities, cadres, Party members and all compatriots and soldiers nationwide, making important contributions to the common achievements of the country.

The Prime Minister noted that eliminating temporary and dilapidated houses is only an important step in social policy. The core is still to continue to promote production, business, create jobs, livelihoods, and constantly improve the material and spiritual quality of life for the people. We must encourage people to escape poverty sustainably, move towards wealth, rise from "hands, minds, land, sky, sea", surpass themselves, enrich themselves legitimately and contribute to society.

To promote the achieved results and continue to improve the effectiveness of social security work, the Prime Minister requested the Steering Committee, the Central Committee of the Vietnam Fatherland Front, the Central Emulation and Reward Committee, all levels, sectors and localities to continue to improve and enhance the quality of social security movements. The movements must truly spread, move the hearts of the entire people, the entire army and the entire political system, join hands to implement for the legitimate rights and aspirations of our people. At the same time, continue to support 334,234 households whose temporary and dilapidated houses have been removed to stabilize their livelihoods, striving that by 2030, Vietnam will basically have no more poor households in the spirit of Directive No. 05-CT/TW dated June 23, 2021 of the Secretariat.

The Ministry of Finance shall preside over and coordinate with ministries, branches and localities to thoroughly grasp the Party's policy: the state budget is the main and fundamental resource in ensuring social security, along with the strong mobilization of social resources. The focus is on vocational training, solving livelihoods, creating jobs for the poor and ethnic minorities. At the same time, attaching the responsibility of local Party committees and authorities in mobilizing, managing and effectively using resources to support vocational training, solving employment, healthcare, education, housing..., first of all for households whose temporary and dilapidated houses have been removed.

The Central Emulation and Reward Committee needs to continue to improve and enhance the quality of emulation movements associated with social security, ensuring practicality, arousing the sense of responsibility and solidarity of the entire people, the entire army, and the entire political system, for the happiness of the people.

The Vietnam Fatherland Front and socio-political organizations need to coordinate more closely with the Government, ministries, branches and localities in social security work. At the same time, they need to play a good role in monitoring and providing social feedback in the process of policy making and implementation; regularly grasp the people's thoughts and aspirations, promptly make recommendations to Party committees, authorities and state agencies to resolve arising issues, ensuring the legitimate rights of the people.

The Ministry of National Defense and the Ministry of Public Security direct the people's armed forces to continue to promote the revolutionary tradition and maintain close ties with the people. They are both the core force protecting national sovereignty and security and a solid foundation for socio-economic development, ensuring social security for people, especially in border areas, islands, remote and isolated areas.
