This is also the only village-level unit in Hue City that has just been awarded a certificate of merit by the Chairman of the City People's Committee for its outstanding achievements in the emulation movement to build new rural areas in the period of 2021 - 2025.

People renovate village roads to build a model new rural area in Dong Bao village

Spacious village, prosperous people

Mr. Nguyen Duyen's family (born in 1973) used to be near-poor in the village. Asthma prevented him from doing heavy work, while he and his wife had to raise many children. In early 2025, when his adult children started working and had a stable income, his family gradually became more prosperous. He was also supported with two breeding cows to develop livestock farming. "I never expected that one day I would escape the list of near-poor households, have food and clothes without having to borrow money anymore," Mr. Duyen said emotionally.

Not only Mr. Duyen’s family, many households in Dong Bao village have also gradually improved their lives thanks to the consensus of the whole community. Practical support from the new rural development program has “given wings” to many dreams to come true.

Head of Dong Bao village - Mr. Nguyen Van Chuyen, who has been attached to the role of "village leader" since 2008, shared: "If you want to build a model new rural area, you must understand what the people need, what they want, then make a suitable plan, step by step to achieve it". From the promise to the people, he and the Party cell and organizations mobilized the people to contribute to building the village communal house - the first cultural project of the village. Then came concrete roads, electricity, a cultural house, a football field, loudspeakers, a drainage system...

It is worth noting that of the total investment of nearly 30 billion VND in building a new model rural area in the period of 2019 - 2024, up to 82% is from mobilizing support from local people and businesses. This cooperation has created a strong change in the face of the countryside, not only in infrastructure, but also in the quality of life of the people.

The average income per capita in the village reached 78 million VND/year. The cultural and spiritual life of the people is increasingly improving. 149/152 households have green fences, nearly 150 households have renovated their home gardens, 100% of alleys have electricity for lighting and grow flowers and trees. The village has also built eight model gardens, a lotus growing model combined with fish farming, automatic irrigation in fruit gardens... bringing clear economic efficiency.

Lessons from consensus

"We determine that building a new model rural area has no end point, but is a continuous journey. The happiest thing is not the concrete works, but the consensus of the people, from awareness to action," Mr. Chuyen emphasized.

That spirit is clearly demonstrated by the fact that the village has completed all 12/12 criteria of a new model rural area, including: Traffic, electricity, disaster prevention and control, cultural facilities, information and communication, income, production organization, poor households, education and health, environment, political system and security and order. Each criterion is a specific story, with the hands, minds and hearts of the villagers.

For example, in terms of digital transformation criteria, Dong Bao village is one of the few village-level units with a community digital technology team to support people in installing applications, paying electronic bills, and accessing digital services. For the elderly, young people in the village become "technology tutors", assisting with small operations such as scanning QR codes, paying online tuition fees for their grandchildren, etc.

Or the criteria for natural disaster prevention and control - something that seems very "far away", but has been concretized by the motto "four on-site", preparing evacuation plans in case of storms and floods, ensuring support forces in the area. "During last year's storm, the village's rapid response team promptly helped people reinforce their houses, and brought the elderly and children to safety", Mr. Chuyen said.

The great support for the transformation journey of Dong Bao village is the effective political system at the grassroots level. The Party cell is strong, the village cadres are close, the people trust and respect them. The police and the civilian protection team always stick close to the area, maintaining security and order.

Mr. Le Thanh Nam, Deputy Chief of Office of the National Target Program for New Rural Development in Hue City, assessed that the model of Dong Bao village is a typical example of building a new rural model in the city today. The success of Dong Bao village is not only the result of a long journey of effort, but also opens up a direction for many other localities on the journey of building a new rural model.

“What impressed us in Dong Bao village, besides the clean concrete roads and green landscape, are the stories behind each household, from near-poor households that have risen to stability to effective economic development models, creating a truly sustainable new rural appearance,” said Mr. Le Thanh Nam.
