National Assembly Chairman assigns 5 tasks to State Audit

On June 7, the 8th Congress of the State Audit Party Committee, term 2025-2030, took place in Hanoi .

Application of information technology in auditing is promoted.

In his opening speech, State Auditor General Ngo Van Tuan emphasized that one of the achievements the industry has made in the last term is the promotion of the application of information technology in auditing activities, especially the application of high technology and artificial intelligence with many synchronous solutions.

"In addition, the method of organizing audit activities has many positive innovations in the direction of streamlining and reducing overlap. The audit plan is flexibly adjusted according to the principle of ensuring the completion of the political tasks of the industry while creating conditions for audited units to complete assigned political tasks in the context of many unprecedented and unforeseen issues," said the audit industry leader.

Some issues that can be mentioned include the Covid-19 outbreak; natural disasters and floods occurring on a large scale; and urgent reorganization of the entire political system.

According to Mr. Ngo Van Tuan, audit quality has been gradually improved and is constantly being cared for and improved.

The audit results and audit recommendations of the State Audit are increasingly diverse and of high quality, especially the recommendations for perfecting the State's mechanisms and policies to improve the efficiency of management and use of public finance and public assets, contributing to the practice of thrift; preventing and combating corruption, waste and negativity.

In the past term, the State Audit has strengthened operational audits and thematic audits on a large scale, focusing on topics related to budget management and administration; issues that are prone to negativity, corruption, and waste; and "hot" issues that are of interest to public opinion, the National Assembly , and voters.

The audit results have many outstanding findings, with great impacts on the socio-economy, increasingly serving the supervisory activities of the National Assembly and the National Assembly Standing Committee.

5 key tasks of the State Audit

Speaking at the Congress, National Assembly Chairman Tran Thanh Man acknowledged the achievements that the Party Committee and the auditing sector had made in the last term. The National Assembly Chairman requested that the State Audit Party Committee focus on implementing five key tasks.

The first is to continue building a clean, strong, united, sharing and loving Party organization. Accordingly, each Party organization must be a model for promoting democracy and solidarity. "Comrades must constantly face many risks and pitfalls. Just one minute of negligence or lack of political steadfastness can lead to a fall," the National Assembly Chairman emphasized.

Second is to improve the quality of audit work, better serving the National Assembly's supreme supervisory task.

"Strengthen audits of areas prone to negativity, corruption, and waste; hot issues of concern to the National Assembly, voters, and the People; promote thematic audits, operational audits, and information technology audits. In particular, it is necessary to promote the application of high technology, especially information technology and artificial intelligence in auditing activities to create a breakthrough in audit quality and effectiveness," said the National Assembly Chairman.

Third, the audit industry leaders must build a team of officials who are both “red and professional”, with high professional capacity, clear professional ethics, and strong political will. Industry leaders must also practice thrift, prevent and combat corruption, negativity, and waste.

Fourth, the audit sector leaders complete the institutions and laws on audit organization and operation. At the same time, the sector leaders coordinate well with the agencies of the National Assembly, the Government, the Fatherland Front, socio-political organizations, and audited units to perform well the audit function; improve the effectiveness of implementing audit conclusions and recommendations.

The fifth is to thoroughly grasp and carry out auditing activities on 4 Resolutions considered as pillars for the country to "take off". These are: Resolution 57 on science and technology development, innovation and national digital transformation; Resolution 59 on international integration in the new situation; Resolution 66 on innovation in law making and enforcement; Resolution 68 on development of the private economic sector.

In the 2020-2025 term, through audit, the State Audit recommended handling of VND 281,808 billion in finance; recommended reviewing to cancel or replace, amend, supplement, and issue new contents that are not in accordance with legal regulations or not suitable for practice of 1,048 documents to plug "loopholes" and avoid loss and waste.

The 2020-2025 term is also the first term in which the State Audit Office attended the explanation session on the implementation of audit conclusions and recommendations, thereby clarifying the reasons for non-implementation and proposing solutions. Since the explanation session, most of the outstanding recommendations have been completely resolved. The implementation rate of audit recommendations during the term reached 81%, higher than the rate of 74.7% in the previous term.
