
Telegrams sent to the Ministries of National Defense and Public Security; Ministers of Agriculture and Environment, Industry and Trade, Construction, Science and Technology; Chairmen of the People's Committees of the provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Hue, Da Nang, Quang Nam, Quang Ngai, Kon Tum, Gia Lai.
The telegram stated: At 1:00 p.m. on June 10, 2025, the center of the tropical depression was at about 15.3 degrees North latitude; 114.8 degrees East longitude, about 360 km East Southeast of Hoang Sa, the strongest wind near the center of the tropical depression was at level 6 - 7, gusting to level 9, moving slowly in the West Northwest direction at a speed of about 5 km/h; it is forecasted that on June 11, the tropical depression will strengthen into a storm. At the same time, from the night of June 11, the area from Quang Binh to Quang Ngai is likely to experience a heavy rain with a total amount of 100 - 300 mm, some places over 450 mm; the Northern Central Highlands region will have rain from 70 - 150 mm, some places over 200 mm; there may be localized rain with high intensity over 200 mm within 6 hours.
To proactively respond to the tropical depression that is likely to strengthen into a storm and the risk of heavy rain causing flooding, flash floods, and landslides, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to closely monitor the developments of tropical depressions, storms, and floods, proactively deploy response work appropriate to the specific situation in the locality, focusing on ensuring the safety of ships and vehicles at sea (including tourist boats); proactively evacuate households in areas at high risk of landslides, flash floods, and deep flooding to safe places; ensure the safety of key works, unfinished works, industrial parks, urban areas, residential areas, and production activities in low-lying areas.
The Ministry of Agriculture and Environment shall monitor, forecast, and provide complete and timely information to competent authorities to serve the direction and response to natural disasters according to regulations; proactively direct and urge localities to deploy appropriate response work to developments of tropical depressions, storms, floods, and rains; direct the work of ensuring the safety of dikes, irrigation reservoirs, and agricultural production.
The Ministry of Industry and Trade directs the work of ensuring safety for industrial production and safety of hydroelectric dams, especially for small hydroelectric dams.
The Ministry of Construction directs traffic guidance and ensures traffic safety in flood-affected areas, promptly resolves incidents, and ensures smooth traffic.
The Ministry of National Defense and the Ministry of Public Security proactively direct and coordinate with localities to deploy response, search and rescue work, ensuring timeliness and effectiveness.
Vietnam Television, Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper and other media agencies should increase reporting on natural disaster developments, instruct people on prevention, response and damage reduction skills.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
