Through many resolutions
On the morning of November 14, the 10th term of Ho Chi Minh City People's Council, 2021-2026 term, opened its 19th session (special session). Attending were Politburo member - Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; leaders of the City Party Committee, People's Committee, departments and branches, and 69/88 delegates of the City People's Council.
Speaking at the opening of the session, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le said that 2024 is the fourth year, an important year in completing the medium-term public investment plan for the 2021-2025 period. Based on the assessment of the implementation of the plan in the past, as well as in the process of managing socio -economic development, and the ability to balance the local budget. This session will discuss and consider passing the following resolutions: on "Adjusting and supplementing the 2024 public investment plan using local budget capital"; on "Adjusting the project investment policy on supporting funding for purchasing vehicles and equipment to ensure security and order in the area..."; on "Regulating criteria, fields, and contents of support for controlled testing of new technology solutions within the scope of high-tech parks and concentrated information technology parks in the city";
Delegates also considered and discussed "Abolishing Resolution No. 12/2019/NQ-HDND dated October 6, 2019 of the City People's Council on promulgating the fee for new issuance (first registration in Vietnam) of registration papers attached to license plates of road motor vehicles in Ho Chi Minh City"; "Adjusting the investment policy for the project to build infrastructure and improve the environment of Tham Luong - Ben Cat - Nuoc Len canal (connecting Long An province via Cho Dem river and Binh Duong province, Dong Nai province via Saigon river); "Policy to stop implementing the green transport development project in Ho Chi Minh City using loans from the World Bank".
Regarding the report on controlled testing of drones, many delegates said that technical specifications should not be included in the products. Because if the specifications are included, many people will mistakenly believe that the city has successfully produced drones.
Controlled pilot investment in new technology products
Party Central Committee member - Chairman of Ho Chi Minh City People's Committee Phan Van Mai commented that many of the delegates' opinions were very correct. When piloting unmanned aerial vehicles, we need to have an open mechanism, so regulations on parameters should not be included because currently technology changes very quickly, sometimes in just 3 months, a technology product has many changes.
“Therefore, we should conduct controlled pilot investments in new technology products as soon as possible. In the near future, we may invest tens or even hundreds of billions of dong in this. If we do not boldly pilot, it will be slow, because there are things that when piloting, we only spend 1 dong from the budget, but earn 16-17 dong,” said Mr. Phan Van Mai.
Regarding the plan to adjust public investment, specifically the project to build infrastructure and improve the environment of Tham Luong - Ben Cat - Nuoc Len canal, Chairman of Ho Chi Minh City People's Committee Phan Van Mai said: "The project should have been completed before April 30, 2025, but because we did not calculate enough at first, due to arising issues, it had to be adjusted. Any errors in the process of building the dossier that now have to be adjusted, the City People's Committee will adjust and will review and handle related units and individuals. Regarding the general progress, after reviewing and consolidating the personnel because the Director of the Project Management Board has just been arrested, up to now, there has been no issue of delaying the progress, but the City People's Committee commits to trying to complete the project on schedule before April 30, 2025".
After discussion, the delegates unanimously voted to pass all draft Resolutions of the City People's Council.
In her closing speech, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le stated that the delegates' unanimous approval of the resolution is the basis for the City People's Committee to complete the tasks set out for 2024. She requested the City People's Committee to urgently focus on the contents related to each field to submit to the City People's Council at the regular meeting taking place from December 9 to 11; reports on the economic-cultural-social-defense-security situation in 2024, directions and tasks for 2025; results of handling voters' petitions before and after the 17th session of the City People's Council; results of implementing the 2024 theme "Determination to effectively implement digital transformation and Resolution 98 of the National Assembly"; the settlement of the 2023 budget, estimated revenue and expenditure in 2024, estimated revenue and expenditure in 2025, etc.
