The Chi Lang Market project is being implemented with the aim of creating a synchronous and modern commercial infrastructure in Lang Son city, contributing to creating a highlight for the urban landscape and aiming to develop Lang Son city in the direction of a tourist city and night-time economic development. The construction of the new market also helps to address people's desire to renovate and upgrade the old market that has been degraded for many years. The project is invested by Lang Son Market Joint Stock Company with a total investment of 22.7 billion VND.
According to the approved design, the project includes items such as: 7 rows of kiosks arranged for about 140 business households; outdoor sales area arranged for 60 business households; traffic system in the market; water supply, drainage and fire prevention and fighting infrastructure... Project implementation period is from November 2024 to the end of October 2025.
Mr. Vy Tien Thanh, Director of Chi Lang Market Project Management Board, Lang Son Market Joint Stock Company said: Since October 2024, right from the time of carrying out procedures to start the project, the unit has disseminated to 100% of business households (about 150 households) about the objectives and significance of the project. At the same time, the organization distributed survey forms to collect households' opinions on moving to a temporary market to build a new market. Thereby, 100% of households highly agreed because building a new market has been the desire of households for many years because the infrastructure of the old market has seriously degraded.
With the high consensus of the business households, the Chi Lang Market Project Management Board has urgently completed the procedures according to regulations to complete the construction of the temporary market on Quang Trung Street, Chi Lang Ward. With a sense of urgency, by November 2024, the temporary market was completed. Immediately after that, all business households completed the move to the temporary market and the unit handed over 100% of the cleared area to the contractor with more than 3,700m2. On that basis, in early December 2024, the project was started. At the same time, the investor requested the contractor to speed up the construction of items to ensure progress.
In response to the investor's request, the contractor, Viettel Lang Son Construction Branch, Viettel Construction Joint Stock Corporation, has mobilized maximum human resources and equipment to synchronously implement the items. Accordingly, the unit has mobilized over 80 workers and many machines to implement the items, especially the excavation and treatment of the foundation. For the painting and tiling of the kiosk, the unit has mobilized about 30 more workers to ensure progress. At the same time, the contractor has closely coordinated with the consulting unit to create a schedule to monitor the progress by week and by month to have a construction plan suitable to the actual conditions.
Mr. Ngo Ngoc Tu, Viettel Lang Son Construction Branch, Project Manager said: The biggest difficulty for the unit is that the project is implemented in a residential area, affecting the transportation of materials and moving machinery. To overcome the difficulty, the team of engineers, supervisors, and project managers must be present 24/7 at the construction site to ensure that the construction is carried out safely, without affecting traffic and residents.
According to the contractor's representative, from the end of April 2025 until now, the area has often experienced heavy rains causing localized flooding. Therefore, the unit has implemented many solutions to overcome this problem such as: designing, clearing the drainage system, connecting the drainage system to the city's general system; flexibly arranging construction teams between outdoor and indoor items; increasing night shifts to compensate for the progress on rainy days.
With the initiative of the units, up to now, after 6 months of construction, the Chi Lang Market project has completed about 80% of the work volume. Specifically: Kiosks 1, 4, 5, 6 have completed 100% of the interior plastering volume, 50% of the exterior plastering volume and are implementing finishing painting, installing plaster ceilings, tiling and installing rolling doors; the operator has completed 100% of the rough part; the underground water tank and wastewater treatment tank are 100% completed, the drainage system is about 50% complete... The contractor is striving to complete the entire project before August 30, 2025 to hand over to the investor for exploitation and use, about 2 months earlier than planned.
The implementation of the Chi Lang Market project is not only one of the steps to develop the city's commercial and urban infrastructure, but also stems from the actual needs and desires of local people. With the current progress, it is believed that the project will be completed ahead of schedule, thereby contributing to promoting the economy and trade in the area.
