Reporting at the meeting, the representative of the Department of Agriculture and Environment said that as of June 16, the Provincial People's Committee had granted permits for 7/9 locations for land leveling, with a volume of nearly 4.4 million m³. The province is still considering some locations, and when all permits are granted, the total volume that can be supplied will be nearly 6 million m³.
For construction stone, the Provincial People's Committee has allocated and adjusted the volume to each contractor and each mine. In particular, for key projects outside the province, there are 5 management boards allocated; in addition, the province is considering allocation according to the proposal of the management boards with a total volume of nearly 2.4 million m3 .
For projects in the province, there are 3 units that have been allocated construction stone by the province: Long Thanh International Airport Project Management Board with more than 4.3 million m3, Project Management Board 85 with more than 960 thousand m3, and Transport Project Management Board with more than 1 million m3.
Also according to the Department of Agriculture and Environment, on June 11, the Government issued Resolution No. 168/NQ-CP on the application of special mechanisms in mineral exploitation, in which, the Long Thanh International Airport Project was added to the list of works and projects enjoying special mechanisms. The Department of Agriculture and Environment has deployed this resolution to departments, branches, units, and mineral enterprises in the province for information and implementation.
In the coming time, to ensure the supply of construction materials for key projects, the Department of Agriculture and Environment recommends that the Provincial People's Committee direct two contents. Firstly, regarding the filling materials, assign the Provincial Traffic Construction and Investment Project Management Board to proactively review the demand for filling soil volume of the projects and the demand for filling soil at Phuoc Binh mine to propose the handling of surplus soil.
Second, regarding construction stone, assign project management boards to review and report specifically on the volume, type of stone, and progress of supply to project units that have signed contracts and received them at the construction site to determine the remaining demand until the end of 2025; direct contractors to work with quarry owners to adjust contracts, ensuring the most effective supply of stone. Assign quarry owners that have been assigned by the Provincial People's Committee to supply stone for key projects to publicly announce the capacity of the types of stone that can be produced to investors according to the schedule.
Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said that the province has made great efforts to make recommendations to the central government and that up to now, key projects being implemented in the province have all enjoyed special mechanisms to increase mining capacity by 50%. However, the report shows that the mines have not proactively prepared the necessary conditions to increase capacity as soon as they are allowed.
The provincial leaders requested that next week, the Department of Agriculture and Environment report back on the list of investors that have been allocated and have adjusted the volume, on that basis, the Provincial People's Committee will continue to make adjustments to suit actual needs and permitted capacity.
Regarding the volume of rock supplied to the Long Thanh International Airport Project that has not been allocated, the investor urgently provides the volume, type, and time needed for the province to allocate to mines with increased capacity. The Department of Industry and Trade, the Department of Construction, and the Provincial Police continue to inspect and monitor prices and mineral trading.
