Attending the forum were Deputy Secretary of the Provincial Party Committee, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan; Mr. Hoang Binh Quan - former member of the Party Central Committee, former Head of the Central External Relations Commission, Honorary President of the Vietnam Young Entrepreneurs Association; Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute, Member of the Prime Minister's Policy Advisory Council; leaders of departments, branches and 200 typical enterprises in the South Central and Central Highlands regions.

Affirming the role of private economy
Speaking at the opening of the forum, Mr. Phan Thanh Thien - Vice President of the Vietnam Young Entrepreneurs Association, President of the Gia Lai Young Entrepreneurs Association - emphasized: The purpose of organizing the forum is to identify problems, propose solutions, recommend practical and feasible policies, focusing on issues affecting the survival of the business community such as how to reduce compliance costs, eliminate "sub-licenses", create a transparent and fair business environment; access to capital, credit and land...
“Today, Vietnamese private enterprises not only nurture the dream of legitimate enrichment, but also shoulder the responsibility of building a strong country. With the spirit of “Pioneering innovation - Creating value”, I believe that the private business community in the South Central and Central Highlands regions will not only overcome challenges, but also create breakthroughs, contributing to realizing the goal of Vietnam becoming a developed, high-income country by 2045,” Mr. Thien expressed.

At the forum, Associate Professor Dr. Tran Dinh Thien emphasized: Resolution 68-NQ/TW of the Politburo is a historic turning point when it affirms that the private economy is an important driving force and a pioneering force of the economy. According to him, developing the private economy needs to focus on "unleashing", eliminating discrimination, ensuring freedom of business and fair competition, while requiring businesses to equip themselves with new capabilities, from intellectual creativity to market skills.

With a perspective on inter-regional science, technology and innovation, Mr. Vu Hong Quan - Member of the Central Committee of the Vietnam Young Entrepreneurs Association, Chairman of the Binh Dinh Young Entrepreneurs Association - said: "Instead of each province going it alone, let's build a regional innovation chain, in which the South Central Coast and Central Highlands Innovation Center plays the role of a connecting center. In the short term, by 2027, a technology incubator can be deployed in Quy Nhon; the long-term vision after 2030 is to form a high-tech industrial cluster at the gateway to the Central Highlands, connecting Pleiku-Quy Nhon, with both seaport logistics and access to highland labor. Private enterprises in the region are ready to contribute to each small link: supporting startup incubation, sponsoring technology engineer scholarships and connecting experts to the locality".
Creating a favorable business environment
The forum also set aside time for a direct dialogue between delegates and leaders of the Vietnam Young Entrepreneurs Association, local authorities and experts.

Faced with the reality that enterprises in the region are mainly small and micro, have difficulty accessing capital and lack high-quality human resources, Mr. Nguyen Quang Duy - Chairman of the Board of Directors of D&T Group, Permanent Vice Chairman of Khanh Hoa Young Entrepreneurs Association - proposed many solutions to develop private enterprises such as: cutting administrative procedures, digitizing records, building incubators linking private enterprises - FDI - state-owned enterprises, and promoting training in management, finance, and digital marketing.

Delegates also made recommendations on trade promotion, attracting human resources, innovation policies, digital transformation; developing green and organic agriculture; applying technology to increase the value of agricultural products; connecting local businesses with large corporations; exploiting the advantages of seaports, highways, and airports to form new supply chains. These opinions will be compiled by the Vietnam Young Entrepreneurs Association and reported at the ministerial and industry-level dialogue sessions and the VPSF 2025 high-level plenary session next September.
Speaking at the forum, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized that the biggest obstacle at present is that the government issues documents but businesses do not pay attention. I hope that when the government issues institutions, businesses will research and have new approaches. If there are problems, businesses will proactively propose accurate solutions, aiming for the common good. Businesses must innovate, think big, and do big. Businesses must promote the application of technology in production. In particular, businesses must build a corporate culture, conduct business with integrity, and be responsible to the community.

The Chairman of the Provincial People's Committee affirmed that the government will interfere less in business operations and try to make sure that businesses have to meet with the government less, shifting from "reviewing" to "finding out". The government is currently assigned many KPI indicators, the most important of which is growth, and growth depends on businesses. If the government does not create conditions for businesses, it will not ensure growth, which means it will not ensure KPI. Therefore, the government must change its perception and create trust for businesses. Regarding inspections during the year, only one unit will inspect each business. The province will try to create all conditions for start-up businesses and increase the attraction of FDI enterprises.
