The Ministry of Home Affairs is drafting a Government Decree regulating the organization of specialized agencies under the People's Committees of provinces and centrally-run cities and the People's Committees of communes, wards and special zones under the provincial level. In particular, the Ministry of Home Affairs has proposed that specialized departments be organized at the commune level.

The first is the Office of the People's Council and the People's Committee. The Office will advise on the activities of the Standing Committee of the People's Council, the direction and administration of the Chairman of the People's Committee; advise and assist the People's Committee at the commune level in performing the state management function on: the work of building and organizing the implementation of laws, monitoring the implementation of laws, inspecting and handling legal documents, disseminating andeducating the law; civil status work...
Second, the Economic Department (for communes and special zones) or the Economic, Infrastructure and Urban Department (for wards and special zones in Phu Quoc).
Accordingly, this department will advise and assist the People's Committee at the commune level in performing the state management function on: finance; planning and investment; support for small enterprises, cooperative economy; and extra-budgetary state financial funds.
Advise and assist the People's Committee at the commune level in performing the state management function on: construction planning, architecture; construction investment activities; urban development; urban technical infrastructure; housing; offices; construction materials; traffic; small-scale industry; industry; trade.
Advise and assist the People's Committee at the commune level in performing the state management function on: land; water resources; mineral resources; environment; sea and islands (for administrative units with sea and islands); agriculture; forestry; salt industry; irrigation; fishery; rural development; natural disaster prevention and control; poverty reduction; quality and food safety of agricultural, forestry, fishery and salt products; development of household economy, rural farm economy, agricultural, forestry, fishery and salt cooperative economy associated with rural occupations and craft villages.
Third is the Department of Culture and Society. This specialized agency will advise and assist the People's Committee at the commune level in performing the state management function of: administrative organization, state career; local government, administrative unit boundaries; cadres, civil servants, public employees and public service; administrative reform; associations, non-governmental organizations; emulation, rewards; state documents and archives; youth; labor, wages; employment; social insurance; occupational safety and hygiene; meritorious people; gender equality; ethnic affairs and beliefs and religions.
Advise and assist the People's Committee at the commune level in performing the state management function on: preschool education; general education (primary education and secondary education).
Advise and assist the People's Committee at the commune level in performing the state management functions of: culture; family; physical education and sports; advertising; post; information technology; innovation; radio and television; press; grassroots information; foreign information; information infrastructure; science and technology; digital economy, digital society and digital transformation.
Advise and assist the People's Committee at the commune level in performing the state management function on: preventive medicine; medical examination, treatment, rehabilitation; traditional medicine; reproductive health; medical equipment; pharmaceuticals; cosmetics; food safety; health insurance; population; social protection; child protection and care; prevention and control of social evils.
Based on criteria on population size, natural area, socio-economic development conditions and specific factors of each type of administrative unit in rural, urban and island areas, the People's Committee at the commune level is allowed to organize specialized agencies or arrange specialized civil servant positions to advise and assist the People's Committee at the commune level in sectors and fields in the commune level according to regulations.
In case no specialized department is established under the People's Committee at the commune level, the number of commune-level civil servant positions arranged is a maximum of 40 civil servant positions according to job positions performing the functions, tasks and powers of the commune-level administrative unit.
The number of civil servants to be arranged for specialized departments or communal civil servants according to job positions at the communal level is implemented according to Government regulations.
Decentralize to the provincial-level local government to decide on the number of civil servant positions at commune-level administrative units within the total number of positions assigned by competent authorities in accordance with local characteristics and conditions.
Based on regulations and requirements of state management of sectors and fields, localities decide to establish appropriate departments. For communes, wards and special zones with a population of over 60,000 people, no more than 1 additional department can be arranged. Phu Quoc special zone alone can organize no more than 5 departments.
