
According to information from the Hanoi Public Administration Service Center, 5 administrative procedure files on construction are received online, including:
Procedure 1: Granting new construction permits for level III and level IV works (non-linear/linear works in urban areas, religious, monumental works, large-scale paintings...) and individual houses.
Procedure 2: Granting construction permits for repairs and renovations to level III and level IV works and individual houses.
Procedure 3: Granting and adjusting construction permits for level III, level IV works and individual houses.
Procedure 4: Extension of construction permit for level III, level IV works and individual houses.
Procedure 5: Re-issuance of construction permits for level III, level IV works and individual houses.
Along with that, Hanoi Public Administration Service Center has implemented receiving 100% of documents online for 7 administrative procedures, including:
Procedure 1: Granting construction permits for new special, level I, level II works (non-linear works/linear works in urban areas/beliefs, religions/monuments, large-scale paintings/in phases for non-linear works/in phases for linear works in urban areas/projects).
Procedure 2: Granting construction permits for repair and renovation of special, grade I and grade II works.
Procedure 3: Granting and adjusting construction permits for special, level I and level II works.
Procedure 4: Extension of construction permit for special, level I, level II works.
Procedure 5: Re-issuance of construction permits for special, level I, level II works.
Procedure 6: Granting relocation permits for special, level I and level II works.
Procedure 7: Granting relocation permits for level III, level IV works and individual houses.

According to the Hanoi Public Administration Service Center, the implementation of online public services brings many benefits to people and businesses, in which people and businesses enjoy administrative procedure fees and charges of 0 VND (no collection) according to Resolution No. 07/2023/NQ-HDND of the Hanoi People's Council (except for other receivables according to regulations outside the scope of the above fees and charges), applicable until December 31, 2025.
At the same time, people and businesses are also supported with the cost of delivering results and administrative procedure documents within Hanoi and to other provinces (VND 26,000/delivery) according to Resolution No. 39/NQ-HDND of the Hanoi People's Council.
In particular, people and businesses can submit documents anytime, anywhere, regardless of administrative hours; the reception time is increased, waiting time is reduced; the reception process during the submission process is made transparent, following the motto of "no contact", "no paperwork", preventing possible annoying behaviors, and at the same time, there is no need to move or wait in line when transferring documents via postal services.
To submit documents online, citizens and businesses need to access the Hanoi City Administrative Procedure Information System at the link: https://dichvucong.hanoi.gov.vn/ ; then, log in with a VNeID account or through the national portal, then select the "Online Public Services" tab and enter the procedure name in the search box, then follow the instructions.
