On June 8, the People's Committee of Kon Tum province issued a directive document regarding the press's report on irregularities in granting growing area codes to Ngoc Linh Kon Tum Ginseng Wine Joint Stock Company.
Previously, on May 30, the Department of Agriculture (Department of Agriculture and Environment) issued a document certifying the first growing area code for Ngoc Linh Kon Tum Ginseng Wine Joint Stock Company with an area of 2.1 hectares, with an expected output of 3 tons (equivalent to about 1.5 tons/ha).
The certificate of granting a growing area code to the enterprise has many irregularities, causing controversy in public opinion. First, the granting of this certificate took place in the previous context, the Department of Agriculture issued a document stating that there was not enough basis to grant a growing area code to the above company, but half a month later, a document was issued to grant a growing area code to this enterprise. In addition, the output of Ngoc Linh ginseng obtained on an area of 2.1 hectares was considered by public opinion to be too high and unfeasible; the inspection to grant a growing area code also did not have the participation of the locality.
In response to the unusual reflection in the issuance of planting area codes, the Kon Tum Provincial People's Committee has stepped in and requested the Department of Agriculture and Environment to report. On June 4, the Department of Agriculture and Environment issued document 305 reporting to the Provincial People's Committee the results of clarifying the issuance of planting area codes.
According to the People's Committee of Kon Tum province, the report of the Department of Agriculture and Environment has not clarified the legal basis and practice of granting the code for Ngoc Linh ginseng growing area to Ngoc Linh Kon Tum Ginseng Wine Joint Stock Company as reported by the press.
Therefore, the Provincial People's Committee requested the Department of Agriculture and Environment to urgently organize an inspection and review of all application documents, processes, and procedures for granting growing area codes to Ngoc Linh Kon Tum Ginseng Wine Joint Stock Company.
In particular, pay attention to the issue of calculating productivity, expected output compared to the actual output that can be achieved and issues that must be checked and verified in the growing area. In case it is determined that there is content that is not guaranteed or that there is a lack of procedures, processes and procedures according to regulations, immediately suspend the validity of the Certificate of granting a growing area code issued to Ngoc Linh Kon Tum Ginseng Wine Joint Stock Company and take corrective measures in the consulting work.
The Provincial People's Committee also requested the Department of Agriculture and Environment to direct the unit assigned to issue planting area codes to strictly and correctly implement the provisions of law related to the records, procedures and procedures for issuing planting area codes, and not to allow the issuance of planting area codes when the conditions are not met, or the content is not suitable to reality. At the same time, take corrective measures if cases of non-compliance with regulations are detected.
