Overcoming difficulties and growing
The past term marked the efforts of the Party Committee and the People of the two communes of Vinh Hao and Vinh Tan (now Vinh Hao commune) to overcome difficulties. In the context of many difficulties, the locality still completed most of the targets set out in the resolution of the Commune Party Congress for the 2020-2025 term, many important goals exceeded the plan.
The economy maintains a stable and correct growth rate. The economic structure has shifted positively towards industry - services - agriculture. The energy industry continues to be invested in and developed with solar power projects and national power transmission lines. Tuy Phong Industrial Park has gradually completed its infrastructure, attracting secondary investors. Vinh Tan Multimodal Transport and Logistics Center ( Binh Thuan Logistics) has come into operation, directly connecting with Vinh Tan International Port, creating momentum for the development of the coastal area in the Southeast of the province. The ash and slag separation line project at the slag dump of Vinh Tan 2 Thermal Power Plant contributes to solving the remaining ash and slag and protecting the environment.
Socio-economic infrastructure has received investment attention: transportation, irrigation, healthcare, education, urban beautification and concentrated residential areas have all seen clear changes. The North-South expressway interchange put into use has created a big boost for trade and investment attraction. Many items such as parks, green tree systems, lighting, waste collection and treatment have been improved, contributing to improving the quality of life. Budget revenue reached an average of 73.6 billion VND/year, exceeding the assigned target by 160.26%. Agriculture continues to play a fundamental role, maintaining stable production, gradually developing in the direction of applying new techniques... Party building and the political system have achieved important results. National defense, political security, and social order and safety have been maintained.
The first Congress of Vinh Hao Commune Party Committee, term 2025 - 2030 took place on July 21-22. Accordingly, the Executive Committee of Vinh Hao Commune Party Committee consists of 22 comrades; the Standing Committee of the Commune Party Committee consists of 7 comrades. Comrade Vo Duc Thuan was appointed to hold the position of Party Committee Secretary; Comrade Phan Hoai Bao and Comrade Nguyen Thanh Sang were appointed to hold the position of Deputy Party Committee Secretaries.
Economic development in harmony with environmental protection
Mr. Vo Duc Thuan - Secretary of Vinh Hao Commune Party Committee said: The merger of the two localities has created an entity with an important strategic position, converging many favorable conditions for comprehensive development. The commune is located along National Highway 1A, directly connected to the North - South Expressway, Vinh Tan International Port and the high-speed railway under construction... This is an important foundation for strong development in the fields of industry, trade - services and agriculture.
Entering the 2025 - 2030 term, the Vinh Hao Commune Party Committee has determined the motto of comprehensive and sustainable development, focusing on 3 key areas: energy industry and logistics as the focus; trade - services as a breakthrough and high-tech agriculture. Along with that, building a clean and strong political system; promoting the strength of the great national unity bloc; ensuring solid national defense and security.
The locality aims to build a synchronous infrastructure, develop the economy towards industry - handicrafts, trade and services, tourism and high-tech agriculture with high added value. In particular, continue to strongly develop the energy industry, along with protecting the ecological environment. The great advantage of Vinh Hao commune is the driving force projects such as the Thermal Power Center, Vinh Tan International Port, Tuy Phong Industrial Park, highways, high-speed railway lines... This is an important foundation for the commune to attract investment in developing mechanical industry, mineral processing, and production of construction materials from coal slag. The locality also aims to develop clean industry, encourage the use of environmentally friendly materials, strictly comply with regulations on safety, environmental protection and natural disaster prevention and control.
The commune has clearly identified two strategic breakthroughs in the coming term: Promoting administrative reform, digital transformation, building a government that serves the people and businesses; training a team of cadres with sufficient capacity and qualities, adapting to new development requirements and attracting high-quality human resources to create a driving force for innovation. The commune focuses on key tasks of maintaining and improving the quality of new rural criteria, striving to achieve the standards of an advanced new rural commune before 2030. Mobilizing and effectively using resources to develop infrastructure, promoting local potential advantages; shifting economic structure towards a green economy, a circular economy; ensuring national defense - security and social order and safety.
At the same time, the commune focuses on land, mineral and construction management, especially in the area bordering Khanh Hoa province. It focuses on clearing land for key projects such as high-speed railways, industrial parks, logistics projects, electricity, etc. Raising public awareness of the environment, monitoring the operation of Vinh Tan Thermal Power Center and key projects in the area are also given top priority, ensuring sustainable development, linking industry - urban - rural areas.
It is forecasted that there will still be many difficulties and challenges in the coming time. However, with high political determination, solidarity and strong aspirations, the Party Committee and People of Vinh Hao commune are confident in entering the new term with a proactive, creative mindset, and confidence in successfully achieving the set goals.
Some key targets for the 2025 - 2030 term
Strive to increase the annual state budget revenue by 10% or more compared to the assigned target; by 2030, the average income per capita will reach 75 million VND/person/year; the poverty rate by the end of 2030 will be lower than the average of the province; maintain political security, social order and safety; do not let complicated hot spots arise; annually, organize military recruitment and assignment to ensure 100% quality and targets; the annual rate of new party member development will reach 3% or more of the total number of party members of the entire Party Committee...
