According to the feedback of people in the Southwest region at the Hiep My commune administrative center, Vinh Long province (new), two farmers went to the commune administrative center to ask about land paperwork, land transfer and vehicle sale procedures, but they had not installed VNeID, so the commune officials told them to "go to the front gate where someone will assist".
Going out the front gate, there was a woman selling tea sitting there with a computer ready to provide services. The woman selling tea helped the two farmers register for VNeID and then collected a fee of 200,000 VND. The woman selling tea told a witness that "depending on the amount of information, I collect from 100,000 to 200,000 VND, some days I can earn millions".
Not only the above case, at some hospitals in Hanoi , in the past, to register for medical examination and treatment, patients had to queue up to get a number. Taking advantage of this situation, some "brokers" pretended to be patients who queued early to get a number and then sold it to patients who arrived late and wanted to get a low number to get their turn quickly. On average, the "brokers" charged patients 100,000 VND for each medical examination number.
To prevent this situation, hospitals have recently applied information technology, arranging for people to guide patients to register for examination numbers using an application that scans citizen identification cards and patient faces. With this application, the situation of "brokers" getting examination numbers has been stopped.
In fact, after the operation of the 2-level government model and the merger of provinces, some administrative procedures due to the software of ministries have not been edited or the configuration is not compatible with the new model. Or, some procedures can be implemented in one province but not in another because the development capacity of the "electronic one-stop shop" software in different provinces is provided by different companies, leading to a lack of synchronization in implementation. This context is an opportunity for "paper brokers" to appear in some places.
To stop the above situation, the Prime Minister directed the police forces of provinces and cities and the authorities to continue to pay attention to controlling the situation of "paper brokers" to avoid causing negative consequences.
For Thai Nguyen province after the merger, at the public administrative service center, localities mobilized union members and youth to support and guide people in handling administrative procedures.
At the same time, increase forms of consultation and support for people and businesses with leaflets and brochures with easy-to-understand and easy-to-implement information.
On the other hand, localities also define specific responsibilities of units and individuals, clearly define the time and deadline for completing the work, and have specific support plans for people and businesses, especially in situations of objective errors due to the system. With the above approach, "paper brokers" have no place to live.
