Accordingly, to proactively respond to storm No. 1, the People's Committee of Quang Binh province requires departments, branches, units and localities to seriously organize on-duty shifts, closely monitor news and warnings about the storm's developments, promptly direct and deploy response work with the motto "4 on-site", absolutely not subjective or negligent, to ensure safety of life, minimize damage to State and People's property; be ready to deploy forces and means to participate in rescue and promptly handle situations that may occur.
The Provincial Border Guard Command, the Department of Agriculture and Environment, the Ha Tinh Maritime Port Authority, the People's Committees of coastal districts, cities and towns focus on checking, counting, proactively informing and guiding vehicles and boats (including fishing boats, transport ships, tourist boats, and fishing boats), using all means to notify and call on owners of vehicles and captains of ships and boats operating at sea to know the location, direction of movement and developments of the storm or to safe shelters; guide the anchoring of ships and boats, deploy work to ensure safety for people and vehicles at shelters, and prevent damage to ships and boats due to collisions or explosions while anchoring.
Organize, guide reinforcement and implement measures to ensure safety and reduce damage to aquaculture cages and rafts.
To proactively respond to storm No. 1, the Chairman of the Provincial People's Committee - Head of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Quang Nam province requested localities, agencies and units to continue implementing Official Dispatch No. 5066/UBND-KT dated June 10, 2025 of the Provincial People's Committee on proactively responding to low pressure areas in the North East Sea that are likely to strengthen into tropical depressions; Official Dispatch No. 745/UBND-KT dated June 2, 2025 of the Provincial People's Committee on focusing on responding to the risk of heavy rain, landslides, flash floods and proactively preventing natural disasters in the coming time.
The Chairman of the Provincial People's Committee requested the Provincial Border Guard Command, the Department of Agriculture and Environment, and the People's Committees of coastal districts, towns, and cities to continue to closely monitor the developments of storm No. 1; strictly manage means of transport going out to sea; organize counting and notify owners of means of transport, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas.
Proactively organize the work of ensuring the safety of vessels (including boats in coastal communes, nearshore activities, tourist boats, etc.), measures to ensure the safety of people and property of coastal people, on islands, on rafts and aquaculture areas; transport vessels, tourism activities on islands and coastal areas. Prepare forces and means for rescue when required.
Proactively organize inspections of residential areas along rivers, streams, coastal areas, low-lying areas, areas at high risk of flooding, flash floods, landslides to proactively prevent, organize the evacuation of people to safe places when situations occur. Review, proactively arrange forces to guard, block, strictly prohibit people and vehicles from traveling on deeply flooded roads, fast-flowing water, underground, overflowing, on rivers, streams, reservoirs; resolutely do not allow people and vehicles to go through deeply flooded, dangerous areas, places prone to landslides. Review, be ready to deploy measures to drain water, protect production, and prevent flooding.
Hoi An City People's Committee directed Cam An Ward People's Committee and relevant agencies and units to organize the work of placing signs, stretching warning ropes, zoning dangerous areas, coastal landslide areas, proactively reviewing plans to arrange guards, not allowing people and tourists to enter dangerous areas to ensure safety; increase information and communication so that people and tourists know about landslide developments and causes to proactively take preventive and response measures; speed up construction progress, ensure safety when natural disasters occur.

The Steering Committee for Disaster Prevention and Control and Search and Rescue of Hue City issued Official Dispatch No. 87/PCTT on proactively responding to storm No. 1, strong winds at sea, thunderstorms, and lightning to the Steering Committee for Disaster Prevention and Control and Search and Rescue of agencies and organizations; Steering Committee for Disaster Prevention and Control and Search and Rescue of districts, towns, and cities; and owners of irrigation and hydroelectric reservoirs in the city.
The Steering Committee for Disaster Prevention and Control and Search and Rescue of agencies and units regularly monitor and grasp weather forecasts and warnings in the coming days; forecasts and warnings of thunderstorms, tornadoes, lightning, flash floods, landslides, etc. to proactively prevent and respond.
Notify owners of vehicles and captains of ships and boats (including transport ships and coastal ships) of developments of strong winds at sea to proactively prevent and ensure safety of people and property; maintain communication to promptly handle bad situations that may occur.
People's Committees of districts, towns and cities direct People's Committees of communes, wards and towns to increase the broadcasting of warnings about natural disasters such as thunderstorms, tornadoes, lightning and flash floods on local communication systems so that people can proactively take precautions.
Localities coordinate with the State-owned one-member limited liability company Hue Irrigation Exploitation to proactively develop plans to prevent local flooding and protect the Summer-Autumn crop area in low-lying areas. Owners of irrigation and hydropower reservoirs organize on-duty monitoring and strictly implement operations according to approved procedures to ensure the safety of the works and downstream areas.
