The Government has just issued Decree No. 156/2025/ND-CP dated June 16, 2025, amending and supplementing a number of articles of Decree No. 55/2015/ND-CP on credit policy for agricultural and rural development (amended and supplemented by Decree No. 116/2018/ND-CP).
According to Decree 156, the maximum loan amount without collateral will be significantly increased for individuals, households, cooperatives, cooperatives and farm owners, to better meet the capital needs for agricultural production.
Specifically, the unsecured loan amount for individuals and households is increased from 100-200 million VND to 300 million VND; The unsecured loan amount for cooperatives and business households is increased from 300 million VND to 500 million VND;
The unsecured loan amount for farm owners is increased from 1-2 billion VND to 3 billion VND; The unsecured loan amount for cooperatives and cooperative unions is increased from 1-3 billion VND to 5 billion VND.

Decree 156 also amends Clause 3, Article 9 in the direction of simplifying administrative procedures, creating more convenience for customers to borrow capital from credit institutions.
Specifically, the new regulation removes the requirement to submit a certificate of land use rights that has not been granted and that the land is not in dispute, as confirmed by the People's Committee of the commune level. At the same time, the submission of a certificate of land use rights and ownership of assets attached to land during the loan period without collateral will be agreed upon by the customer and the credit institution, instead of being mandatory as before.
Regarding debt repayment restructuring, maintaining debt groups and setting up risk provisions, Decree 156 stipulates that the State Bank is assigned to issue specific instructions.
Accordingly, the State Bank will regulate the restructuring of debt repayment terms for debts that are kept in the same debt group according to Decree 55; at the same time, guide the classification of debts and the setting up of risk provisions to comply with the Law on Credit Institutions and related legal regulations.
The new Decree stipulates that in case a customer suffers damage due to objective or force majeure reasons and is simultaneously eligible for many support policies from the state budget, he/she can only choose one policy to enjoy.
The revised and supplemented regulations in Decree 156 aim to meet the actual capital needs for agricultural production, continuing to promote the effectiveness of rural credit policies.
