Attending the workshop were leaders: Dr. Nguyen Duc Hien , Deputy Head of the Central Policy and Strategy Committee, former Standing Deputy Secretary of the Ca Mau Provincial Party Committee; Professor, Dr. Vu Minh Khuong , Lee Kuan Yew School of Public Policy - National University of Singapore (attending online from Singapore); representatives of the Ministry of Science and Technology; leaders of a number of local departments of the Central Party Committees. Also attending were leaders and experts from: Ho Chi Minh City National University; Regional Academy of Politics IV; Mekong Delta Rice Research Institute; Aquaculture Research Institute II; Southern Institute of Water Resources Planning; Bac Lieu University; Polytechnic School, Can Tho University and many domestic and foreign scientists and experts.
On the side of the leaders of Ca Mau province, there were comrades attending: Nguyen Ho Hai , Secretary of the Provincial Party Committee; Pham Van Thieu , Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Huynh Huu Tri , Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; comrades of the Standing Committee, the Provincial Party Executive Committee; leaders of departments, branches, sectors, and mass organizations at the provincial level; Party secretaries of communes, wards, and towns; and reporters from central and local press agencies attending and reporting on the Workshop. The total number of delegates attending was about 250 people.
In his opening speech, Comrade Nguyen Ho Hai , Secretary of the Provincial Party Committee, emphasized: The workshop is of special importance, contributing to the completion of the first Congress Document after the merger of the two provinces of Ca Mau - Bac Lieu. In the new context with open development space, the Provincial Party Committee expects that this Document will become a strategic plan, clearly defining the position and orientation for sustainable development, making Ca Mau a center of comprehensive and dynamic development, worthy of the position of the southernmost province of the Fatherland. The Provincial Party Committee is committed to seriously and fully absorbing the opinions at the workshop so that the Congress Document for the 2025 - 2030 term truly becomes the "development epic" of the province.
The Organizing Committee received 19 reports from leaders, experts, and scientists with many analyses, criticisms, and proposed solutions that are scientific, have strategic vision, and are suitable for the province's development practices.
In particular, Prof. Dr. Vu Minh Khuong , a public policy expert in the top 2% of the most influential scientists in the world, attended online and shared a speech on the topic "What to do to help Ca Mau move quickly towards the 2045 vision" , suggesting many strategic directions and practical actions. Comrade Nguyen Duc Hien , Deputy Head of the Central Strategy and Policy Committee, former Standing Deputy Secretary of the Ca Mau Provincial Party Committee, with his experience in the locality, presented an in-depth speech on the potential, advantages, challenges and growth drivers of Ca Mau after the merger. Comrade Le Thi Ai Nam , former Standing Deputy Secretary of the Provincial Party Committee, former Chairman of the Bac Lieu Provincial People's Council, gave a speech on the topic "Exploiting all potentials, turning difficulties into opportunities for rapid and sustainable development" , providing a comprehensive and practical perspective.
In addition, many other presentations focused on key areas such as: marine economic development, clean agriculture, tourism, salt industry conservation planning, improving the quality of human resources, urban development and services. The opinions contributed to clarifying the potential and advantages, while pointing out the challenges and new growth drivers of the province in the coming period.
Delegates agreed that after the merger, Ca Mau possesses many opportunities for outstanding development in the fields of marine economy, high-tech agriculture, tourism and trade services. With its position as the southernmost province, a gateway for trade with ASEAN and the world, the province has the conditions to become a comprehensive and dynamic development center, entering a new era of development with the whole country. However, there are still many difficulties such as unsynchronized socio-economic infrastructure, limitations in attracting investment, underdeveloped tourism, slow science - technology and digital transformation, and a lack of high-quality human resources.
In his closing speech, Comrade Huynh Quoc Viet , Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, affirmed: The workshop gathered the wisdom and enthusiasm of many domestic and foreign experts and scientists. The opinions not only have high scientific and practical value, but also serve as an important basis for supplementing and perfecting the Draft Documents to be submitted to the 17th Provincial Party Congress.
The workshop is considered a scientific and intellectual forum, a place to connect thinking, share experiences, and inspire innovation and creativity in the development orientation of the province. The contributions are valuable resources for the Provincial Party Committee to plan policies and solutions for rapid and sustainable development, making Ca Mau a comprehensively developed, dynamic and creative province in the 2025-2030 term and the following stages.
