Our industry is entering a second wave of innovation.
The first innovation is to choose the right modern technology and go straight for it.
The second innovation has changed the content of telecommunications. Telecommunication infrastructure, which was originally a communications infrastructure, has now become the infrastructure of the digital economy , called digital infrastructure, participating in all aspects of socio-economic life. In addition to telecommunications, digital infrastructure also includes cloud computing, the Internet of Things, providing digital technology as a service and digital platforms with infrastructure properties.
Digital infrastructure is the infrastructure of digital transformation (DTS). Digital infrastructure is to digitize the real world and form a new space, digital space, also known as cyberspace (CSP). Humans have a new living space, CSP. For the first time, instead of consuming and depleting resources when developing, humans have created a new resource, which is digital data.
The first innovation was mainly based on foreign technology, the second innovation must be mainly based on technology developed in Vietnam. We have researched and produced telecommunications network equipment, mastered digital platforms, cloud computing technology, and Internet of Things (IoT) platforms.
The first innovation focused on the domestic market, the second innovation was going abroad to conquer the international market.
The first innovation is to popularize telecommunications and the Internet. The second innovation is to popularize digital technology to every business, every household, every citizen so that they have the tools to do business, it is like popularizing electricity. Instead of popularizing telecommunications services, we popularize labor tools, turning labor tools into services.
The Resolution of the 13th National Party Congress on the orientation of national development for the period 2021 - 2030 clearly stated "promoting national digital transformation, developing the digital economy on the basis of science and technology and innovation". Digital transformation has become a comprehensive and all-people undertaking. It has a profound impact on the entire social life. It has become the main driving force to develop Vietnam into a high-income developed country by 2045. It is a new development method to accelerate and shorten the process of industrialization and modernization of the country.
In the three previous industrial revolutions, for objective reasons, especially war, we failed to take advantage of the opportunities brought by these industrial revolutions. The fourth industrial revolution occurred when our country was at peace, had escaped poverty and become a middle-income country. The fourth industrial revolution is a revolution in intelligence, based mainly on artificial intelligence and algorithms, which are the strengths of the Vietnamese people.
In addition, the main technologies of the fourth industrial revolution have passed the discovery and research stage and have entered the application stage. Research and discovery require elites and decades of effort to achieve a breakthrough. The United States and some developed countries still play the leading role in this stage. But the application stage requires engineers, many engineers at the application and practical levels. Whoever is quick will benefit the most to develop the country. The fourth industrial revolution has truly entered the stage of widespread application and this is a great opportunity for Vietnam.
The fourth industrial revolution, industrialization and modernization of the country, national development based on science and technology and innovation, development of knowledge economy, digital economy, smartening of socio-economic activities, innovation in organizational management,... All of these converge in national digital transformation. National digital transformation is the main task of all of us.
Therefore, the Vietnam Information and Communications Trade Union also needs to innovate, digitalize, and strongly apply digital technology to fundamentally change its activities.
The dissemination of the Party's guidelines and policies and the State's laws and policies must be carried out in the digital environment and on digital platforms. A virtual assistant to help union members ask about relevant policies and regimes when needed is important. The way of training and dissemination has also changed. Instead of training and studying, there is a reliable place to ask questions, and ask on your mobile phone.
The same goes for training, professional training, then providing working tools, support tools, and then monitoring the activities of grassroots unions at the same level. Establish a common digital working platform for grassroots unions. All union knowledge is placed on this platform. Ordinary people working on a digital platform means standing on a knowledge system, at least at a good level. The Information and Communications Industry Union must build this working platform. The main job of the Industry Union is to build digital platforms, this is a way to equip knowledge, equip tools, equip automation, and intelligence for its team. And also because of working together on a digital platform, the industry union will be able to monitor unions at all levels. All of these things were basically impossible before.
The most difficult thing about representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers is still due to the large number. Hundreds of thousands of businesses have hundreds of thousands of labor policies, hundreds of thousands of collective labor agreements. Even with all this information, the union does not have the ability to analyze and detect problems. But using artificial intelligence (AI) tools to do this is very feasible. The union of the IT&T industry must have AI tools to analyze large numbers, to protect hundreds of thousands of its union members working in many different organizations.
The same goes for participating in the development of legal policies and regimes for workers. Because there are so many, it is difficult to detect problems. Currently, the Ministry of Information and Communications is developing a virtual assistant to support the legislative field. This assistant helps detect conflicts and overlaps between laws, between laws and decrees and circulars. Industry unions can use this virtual assistant to support the development, detection and contribution of workers' issues.

Monitoring the implementation of policies and regimes for employees of enterprises is nothing more than the Industry Union hearing the feedback of employees, either on cyberspace or on a social platform of union members in the industry. Once again, we are facing the problem of big numbers. But such a tool for detecting and analyzing big numbers is owned by the Ministry's Information Security Department, the Industry Union can share this tool.
With the rapid changes in science and technology, digital technology (CNS), a lifelong learning platform will be very important and necessary. Industry unions need to research and develop a digital skills training platform, lifelong learning for workers in the industry, so that they can quickly adapt to changes in labor and careers, so that they can use CNS, use AI to do their jobs better, not to let CNS, AI replace them. VTC Corporation, MobiFone Corporation have initially developed such a platform, based on this platform to further develop is not difficult, not costly.
Trade unions are organizations of workers and laborers. Building a strong organization and bringing benefits to its members is always the task of any organization.
The Information and Communications Industry Union must develop its organization to become stronger. The Information and Communications Industry is now not only about post and telecommunications (PTI), but also about IT, CNS, CDS, ICT industry, press, radio and television, media, publishing, and grassroots information. The Industry Union must expand its force to represent the entire industry.
Finally, I would like to say a little about the relationship between employees and employers. Both employees and employers must have a common primary concern, which is to make the enterprise develop. Only when there is development and profit can we talk about other things, otherwise there will be nothing. Therefore, the first thing the Industry Union must do is to direct employees to make the enterprise better, to make the enterprise develop, and then take care of the legitimate interests of the employees. Making the enterprise develop healthily is also making the country prosperous.
