The press conference, co-chaired by Deputy Minister of Education and Training Pham Ngoc Thuong, Mr. Huynh Van Chuong, Director of the Department of Quality Management, and Major General Tran Dinh Chung, Deputy Director of the Department of Internal Political Security ( Ministry of Public Security ), provided a comprehensive view of a large-scale exam with many new features. Deputy Minister Pham Ngoc Thuong emphasized that the goal of the press conference was to provide timely and transparent information about the exam.
Difficulty of Math and English exams: Tested widely in all 3 regions
One of the issues that the public is particularly concerned about is the structure and difficulty level of the exam, especially in Math and English. According to Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training), this year's exam has changed in structure and format compared to last year, especially the Foreign Language exam. This is also similar to the new points of the exam. However, he affirmed that candidates who have prepared carefully in studying and reviewing will feel the suitability.

Mr. Ha also clarified the difficulty of the exam. Some new points may confuse candidates, but this is an issue that the Steering Committee discussed and thoroughly understood before the exam took place. Since 2024, the Ministry of Education and Training has issued the structure and format of the exam and published reference questions for students and teachers to familiarize themselves with and have orientation in teaching and learning.
Before the exam council started its work, the Ministry of Education and Training conducted a large-scale test trial in all three regions to assess the candidates' ability to respond, and then adjust the difficulty of the exam accordingly. The exam team followed the published reference exam and data from the trial in all three regions.
The representative of the Ministry of Education and Training also emphasized that the exam was conducted seriously, safely, and confidentially from the central to local levels and basically met the requirements for organizing the exam. According to the initial assessment of candidates, teachers and public opinion, the exam questions/subjects are within the high school curriculum.
Mr. Nguyen Anh Dung, Deputy Director of the Department of HigherEducation (Ministry of Education and Training), added that opinions about the difficulty of the exam are currently only initial assessments based on the opinions of candidates and teachers. Admissions will be applied according to the Admissions Regulations, with training institutions having to publicly disclose their admission plans, from admission methods, admission combinations to quotas. University admissions will be implemented according to the Regulations of the Ministry of Education and Training and the regulations and instructions of the university.
3 subjects use AI to solve problems
Regarding the hot issue raised by reporters regarding the suspicion of leaking exam questions, especially in Mathematics, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) affirmed that before the exam, the Steering Committee had noted the use of high technology, especially artificial intelligence, for cheating. The Ministry of Education and Training and localities, Departments of Education and Training have organized thorough training, implemented many comprehensive solutions, and closely coordinated with the Ministry of Public Security to handle the incidents.
During the Math exam on June 26, there was no information about cheating. It was not until the evening of June 26 that information was available on the Internet. Upon receiving the information, the Steering Committee immediately handled it according to regulations and shared the information with the Ministry of Public Security, requesting coordination and strict handling.
Major General Tran Dinh Chung, Deputy Director of the Department of Internal Political Security (A03), Ministry of Public Security, provided detailed information on the suspicion of leaking and leaking exam questions. He said that the Ministry of Public Security is investigating and verifying. So far, 3 subjects have been identified who took photos of part of the exam questions and used artificial intelligence to solve the questions.
Regarding the case of a candidate in Lam Dong using high-tech equipment to move it outside and have someone else help him, the police have identified the relevant subjects and the candidate has admitted his wrongdoing. The police will continue to consolidate the records and documents to clarify and handle it according to regulations.
Major General Tran Dinh Chung affirmed that the incidents occurred in a small group of subjects. During the exam, the exam papers were not leaked, did not affect society, did not affect the security and safety of the exam. The police agency will base on the nature and violations to make a later announcement to the press agencies.
Mr. Chung also warned that in the coming time, the application of AI to cheat on exams will be more widespread and sophisticated. This requires the police to implement synchronous solutions, apply higher technology to fight and prevent, and at the same time promote propaganda and education to help students and parents avoid this.
Regarding the case of the invigilator confiscating a candidate's computer at an examination site in Hanoi, Mr. Chuong said that the Steering Committee has received the information. The Ministry has requested the Hanoi Department of Education and Training to report and will have a plan to handle the situation, properly implement the examination regulations, and ensure the rights of candidates.
Regarding the exam marking work, Mr. Huynh Van Chuong informed that this work will begin tomorrow, June 28. The Ministry of Education and Training has provided full and specific instructions. The change of local government at 2 levels does not affect the exam marking work because the exam marking staff remains the same, only the leadership and management personnel have changed. The inspection team of the Ministry of Education and Training has worked with localities on this issue and all localities have committed to strictly implementing the regulations and seriously marking the exams.
