The Politburo regulates the pilot assignment of power and responsibility to leaders in personnel work.

On behalf of the Politburo , Standing member of the Secretariat, Head of the Central Organization Committee Truong Thi Mai has just signed and issued Regulation No. 142 regulating the pilot assignment of authority and responsibility to leaders in personnel work.

This regulation stipulates the scope, subjects, principles, authority and responsibilities of the head in the pilot implementation of personnel work.

Including introducing election candidates, appointing deputy heads, electing additional members of the standing committee of the same-level Party Committee, appointing and dismissing heads and direct subordinates under management authority.

The pilot assignment of authority and responsibility to leaders in personnel work is carried out with Party committees, Party organizations, agencies and units from the district level and above. The Central Military Commission and the Central Public Security Party Committee have separate regulations.

The pilot implementation period is 5 years from the date of promulgation of the regulation.

The head is recommended to appoint his deputy.

According to regulation 142, based on the policy of the competent authority and regulations of the Politburo , the head is allowed to introduce candidates for election and appoint deputies.

Specifically, with personnel from local sources, the head, based on the quantity, structure, standards, conditions, task requirements and personnel list in the selection planning, introduces 1 personnel for 1 position for the Party Committee, Party organization, and collective leadership of the agency or unit to consider and include in the list, and proceed with the next steps.

In case of personnel from other sources, the head, based on the quantity, structure, standards, conditions, and task requirements, recommends 1 personnel for 1 position so that the Party Committee, Party organization, and collective leadership of the agency or unit can consider and carry out the personnel process.

When there is a vacancy in the number of members of the Standing Committee, the head shall base on the criteria, conditions, congress personnel work plan, and planning list to select and introduce personnel for the Standing Committee to consider and submit to the Executive Committee to introduce additional members of the Standing Committee.

If the personnel are unanimously recommended by the executive committee, the standing committee will submit a request for approval from the competent authority before conducting the election.

The head has the right to consider appointing and dismissing the heads of organizations, agencies and units at the administrative level under his/her direct management according to regulations.

Accordingly, based on the criteria, conditions, requirements, and tasks, after discussing and reaching consensus with the Party Committee, Party organization, and collective leadership of the competent agency or unit, the head decides to appoint the cadre.

When there is a basis for considering the dismissal of an official according to regulations, within 15 working days, the head shall issue a decision to dismiss the official and send a document to the Party Committee, Party organization, and collective leadership of the agency or unit directly managing the official.

Responsible even when transferring jobs or retiring

Regulation 142 of the Politburo also clearly stipulates the responsibilities of leaders in personnel work.

Accordingly, the head must be responsible for ensuring the standards, conditions, political qualities, ethics, lifestyle, and working capacity of the personnel he/she recommends.

Strictly implement regulations on personnel work, regulations on power control and prevention of corruption and negativity in personnel work.

The leader is responsible for his decisions even if he has transferred to another job or retired in 2 cases.

Specifically, introducing officials for election and appointment lacks impartiality and objectivity, and does not ensure standards, conditions, political qualities, ethics, lifestyle, and working capacity.

Dismissal of officials without ensuring grounds and procedures according to regulations.

The consideration and handling of responsibilities of leaders in case of violation of this regulation shall be carried out in accordance with the regulations on inspection, supervision and discipline of the Party and relevant regulations.
