Continuing the working program with the communes after the merger, on the afternoon of July 15, Working Group No. 1 of the Provincial Party Standing Committee led by Comrade Hau A Lenh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, had a working session with the Party Committee of Yen Son commune.

After the merger, the Yen Son Commune Party Committee focused on leading and directing the consolidation of the organizational structure, building working regulations, and assigning specific tasks to each comrade in the Party Committee Standing Committee, Party Executive Committee, agencies, and units.

Policies and resolutions are issued in line with practical situations, ensuring continuity, inheritance and development. Party committees and authorities at all levels proactively carry out propaganda and mobilize people to comply with all Party policies and guidelines and State policies and laws.

Through propaganda and mobilization, the people agreed and actively participated in local political and social activities after the merger. The political security situation and social order and safety were stable and maintained, with no outstanding or complicated incidents arising in the area.

At the meeting, delegates focused on discussing and discussing solutions to remove difficulties and obstacles in the process of implementing two-level local government such as: There is currently a lack of equipment and machinery to perform tasks at the Public Administration Service Center and offices; land management and construction order are still not strict in some places; some households and individuals arbitrarily change the purpose of land use illegally, build houses on agricultural land, dig and excavate soil... still happening.

Some new administrative procedures arising after the merger have not had timely and specific guidance from higher levels, causing confusion for local authorities in implementation, such as in the fields of land and construction.

The leaders of Yen Son commune proposed that the province organize training and foster management and operational skills for the team of commune-level officials and civil servants, especially key positions, agencies, departments and professional offices after the merger. The province requested that the province consult with the Vietnam Social Security to hand over the old Yen Son Social Security Headquarters to the commune to arrange a working headquarters for the commune police and the commune military command.

Pay attention to and consider allocating funding sources to invest in and repair administrative headquarters, public administrative service centers, and working equipment to ensure that they meet the requirements of operations and serve the people in the area...

Concluding the working session, Provincial Party Secretary Hau A Lenh emphasized: Implementing a two-level local government, the commune level will be strongly decentralized and delegated, the difficulty of the work will also increase, so it is very necessary for cadres and party members of Yen Son commune to have high determination, great efforts, especially the role of the leader to quickly put the apparatus into operation effectively and efficiently, to best serve the people and businesses.

The Provincial Party Secretary requested the Yen Son Commune Party Committee to review and promptly update the guiding documents of the Central and the province to implement them in accordance with local realities. Strengthen propaganda work, grasp public opinion and people's thoughts on the 2-level local government model, have a mechanism for people to give comments and supervision; create an atmosphere of solidarity, unity and consensus among cadres, party members, people and businesses.

Continue to reorganize the apparatus appropriately, work in the spirit of "no work, no time". Make the most of existing facilities, carefully arrange accommodation and working facilities for staff; promptly resolve policies and regimes for staff.

The Provincial Party Secretary suggested that, along with organizing and operating the apparatus effectively, the Yen Son Commune Party Committee should focus on leading socio-economic development; in which, adjusting the growth target for 2025 in accordance with the situation of the commune after the merger; building the growth target for the period 2026 - 2030 close to the local reality. Focus on effectively implementing on schedule the projects being deployed in the area, preventing loss and waste; systematically and scientifically implementing the work of site clearance and resettlement for the people.

Provincial Party Secretary Hau A Lenh also requested the Yen Son Commune Party Committee to carefully prepare conditions to successfully organize the Commune Party Congress for the 2025-2030 term. Especially the work of building quality documents that are specific, concise, easy to remember, easy to understand so that immediately after the congress they can be implemented, concretized into action, and the resolution put into practice.

The Provincial Party Secretary also requested that the Yen Son Commune Party Committee quickly develop a mechanism and strengthen coordination with central agencies and units located in the area.

The Standing Committee of the Party Committee currently has 7 comrades; the Executive Committee of the Commune Party Committee has 19 comrades.
