On August 27, comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee, and his delegation visited and worked with the Executive Committee of the Con Dao Special Zone Party Committee.
Accompanying the delegation were comrade Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, and comrades of the Standing Committee of the City Party Committee, leaders of the city's departments and branches.
Development associated with conservation
Reporting to the working delegation, Secretary of the Con Dao Special Zone Party Committee Le Anh Tu said that since July 1, 2025, the special zone's apparatus has been consolidated, with full staff agencies, political centers, specialized departments and public service units established. After nearly 2 months of operation, the political system in Con Dao has basically operated stably and synchronously; cadres and civil servants have been arranged in accordance with their qualifications and expertise; leadership, direction and operation activities have not encountered any major problems.
In addition to the achieved results, comrade Le Anh Tu also pointed out some difficulties, especially in planning, land and construction. The locality recommended that Ho Chi Minh City review and study additional mechanisms and policies previously proposed by Ba Ria - Vung Tau province to include in the list attached to Resolution 98/2023/QH15 of the National Assembly on piloting specific mechanisms and policies for the development of Ho Chi Minh City, in order to soon promote the development of Con Dao in the new period.
The locality also recommended that Ho Chi Minh City pay attention to investing in solar power systems and seawater filtration systems on small islands; at the same time, build social housing to serve officials, civil servants, public employees and workers working in Con Dao.
In addition, the leaders of the Special Zone proposed to organize a camera surveillance system for the entire island; arrange public clean water supply points to meet the daily needs of residents and tourists.
In addition, the locality also recommended accelerating the undergrounding of urban technical infrastructure systems to ensure aesthetics, safety and synchronization; at the same time, promptly conducting measurements and standardizing land databases, creating an important foundation for planning, digital management and investment attraction in the coming period.
In an exchange with the locality, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the city will consider and resolve a number of recommendations, including issues regarding operating costs in specific areas, investment in seawater filtration systems, solar power development, night-time economy , building a symbol of Con Dao and promoting digital transformation...
Emphasizing the potential and strengths of Con Dao Special Zone, especially the biodiversity of Con Dao National Park, the system of special national historical relics and the pristine natural landscape, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc affirmed that this is an outstanding advantage for sustainable tourism development; at the same time, he noted the need to harmoniously resolve the relationship between development and conservation.
Building a green financial model associated with tourism
Affirming that Con Dao has a long revolutionary tradition, every inch of land here contains many historical values, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized: Con Dao has full potential and advantages to develop in a green - smart direction, both exploiting traditional tourism and combining high-class resort tourism of international stature.
From that orientation, the Secretary of the Ho Chi Minh City Party Committee suggested 10 key contents for the development of Con Dao, emphasizing the requirement of green development associated with the preservation of historical and cultural values typical of the sacred land. He analyzed that green development must converge the "trio" of wind power - solar power - UPS, and at the same time suggested that Con Dao take advantage of its existing potential and advantages to develop renewable energy, build green finance, carbon credit market and invest in electric taxi system.
Regarding planning, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang noted that Con Dao needs to build a development plan with a long-term vision, high feasibility and infrastructure commensurate with the new development scale. In particular, special attention should be paid to the transportation system, airport, power grid, water supply, etc. to meet the needs of residents and tourists when the population and number of tourists increase in the future.
Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that Con Dao needs to strengthen the management of public assets and land, and standardize the land database, because the land fund for development is not much. The locality must do a good job of land management, and at the same time prepare a team of experts to serve compensation and site clearance for future projects.
The City Party Secretary also noted the development of the healthcare system, with policies to attract good doctors and nurses from major hospitals in the city to rotate periodically to provide healthcare for more than 12,000 people, while exploiting the potential of medical tourism.
Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the development of Con Dao must go hand in hand with environmental protection, including the need to be decisive from the beginning in the treatment of household waste and plastic waste. Along with socio-economic development, it is necessary to pay attention to improving the quality of people's lives, ensuring security, order and safety for residents and tourists.
He also noted that Con Dao must attach importance to disaster risk management; all constructions and projects when implemented must take into account the ability to withstand natural disasters and storms.
Affirming that Con Dao is a place to “return to the roots”, a place to educate the revolutionary tradition for the younger generation, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang suggested that the locality coordinate to attract universities and colleges in the city to send students to Con Dao to learn about history, participate in traditional activities of unions, associations and meaningful political activities. This is a practical way to contribute to fostering revolutionary ideals and patriotism for the younger generation.
