According to the Session Agenda, before the Closing Session, the National Assembly held a plenary session at the Hall, voting to pass: Resolution of the National Assembly on investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; Resolution on specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project; Law on Promulgation of Legal Documents (amended); Law on Organization of Local Government (amended); Resolution regulating the handling of a number of issues related to the arrangement of the state apparatus.
At the closing session, the National Assembly voted to pass two resolutions, including: Resolution on supplementing the socio -economic development plan for 2025 with a growth target of 8% or more; Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities.
Speaking at the closing session, National Assembly Chairman Tran Thanh Man said that, on the basis of closely following the Party's policies and resolutions, democratically discussing and fully institutionalizing the law; along with the spirit of listening, carefully studying to explain, absorb and edit by the drafting agency and the examining agency; at this session, the National Assembly considered and passed 04 laws including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended); Resolution on handling a number of issues related to the arrangement of the state apparatus and 04 resolutions to implement the arrangement of the apparatus of the National Assembly and the Government for the 15th National Assembly term; passed 06 Resolutions to promote the socio-economic development of the country and specific mechanisms and policies for a number of important projects and key national works. This is an important milestone in the process of law-making, of great significance in serving the revolution of arranging and streamlining the apparatus of the political system and promptly removing difficulties and obstacles in terms of institutions and policies, creating breakthroughs to perfect infrastructure, promote resources, and create new development space for localities and the whole country.
At the same time, personnel work has been carried out strictly, in accordance with Party regulations and State laws, achieving high consensus and unanimity among National Assembly delegates.
The National Assembly elected two additional Vice Chairmen of the National Assembly for the 15th National Assembly; approved the Prime Minister's proposal to appoint two Deputy Prime Ministers for the 2021-2026 term. The National Assembly also elected six Chairmen of the National Assembly Committees; approved the Prime Minister's proposal to appoint four Ministers for the 2021-2026 term; and at the same time, dismissed a number of Ministers and members of the National Assembly Standing Committee to take on other duties.
National Assembly Chairman Tran Thanh Man stated that the 9th extraordinary session was a great success. At the same time, he requested agencies, units and localities to urgently organize and implement with a spirit of proactiveness, creativity, determination, and drasticness, saying goes hand in hand with doing. He requested the Government to make the greatest effort to develop plans and documents detailing the contents assigned in the laws and resolutions of the National Assembly; agencies urgently review to amend and supplement specific contents in legal documents related to the arrangement of the apparatus that need to be handled immediately, are of a special nature, and cannot be handled according to general principles for promulgation under authority. At the same time, he requested relevant agencies and National Assembly deputies to continue to study and proactively prepare the best contents to be submitted to the National Assembly at the upcoming 9th session of the 15th National Assembly.
The National Assembly believes that, under the leadership of the Party; the participation of the entire political system, all levels and sectors; the solidarity and efforts of the entire Party, the entire people, the entire army, the business community, and our compatriots abroad, our country will certainly overcome all difficulties and challenges, successfully implement the goals and tasks set out in 2025 and the following years, meeting the trust and hope of voters, people nationwide, and our compatriots abroad, National Assembly Chairman Tran Thanh Man emphasized./.
