The conference aims to discuss tasks and solutions to promote double-digit economic growth, towards rapid and sustainable development. The target set for this year is to achieve a minimum GDP growth rate of 8%.
At the Conference, delegates focused on discussing the contents to continue promoting the role and investment efficiency of state-owned enterprises to contribute to the successful implementation of socio-economic development tasks in 2025, promoting double-digit growth, developing the country quickly and sustainably. Agencies and enterprises need to focus on key solutions such as immediately building a scenario to strive for double-digit economic growth in 2025 for the whole country and each locality; proposing specific, breakthrough, feasible and effective tasks and solutions to implement the goals in the Resolution of the National Assembly and the Government.
Continue to innovate and further promote traditional growth drivers (investment, consumption, export); Create breakthroughs and strongly promote new growth drivers; Focus on restructuring industries and sectors; improve labor productivity and economic competitiveness; Maximize social resources for development, effectively exploit resources from state-owned enterprises.
In his concluding remarks at the Conference, Prime Minister Pham Minh Chinh emphasized that the situation is changing rapidly, so the thinking, methodology, and approach of the subjects, including state-owned enterprises, must change, become faster, more timely, more flexible, and more effective.
The Prime Minister said that the state-owned enterprise sector holds assets of nearly 4 million billion VND, owns capital accounting for 20.5% of the enterprise sector, generates pre-tax profit accounting for 23.9%, reaching 348.3 trillion VND, and pays the state budget nearly 366 trillion VND. However, the contribution of enterprises is uneven, concentrated on a few large enterprises such as Petrovietnam, Viettel..., many enterprises do not have proud figures. Thus, possessing large capital but using it ineffectively, not as expected and not strongly promoting the country's growth.
The Prime Minister hopes that state-owned enterprises will contribute more strongly to promote rapid but sustainable economic development, helping the country take off in a new period, achieving two 100-year goals (by 2030, the 100th anniversary of the Party's founding, and by 2045, the 100th anniversary of the country's founding).
The Prime Minister pointed out that we must change our thinking and ways of doing things because resources come from thinking, motivation comes from innovation; we must stick to reality, respect reality, start from reality, take reality as a measure; think to mobilize people's strength, people join in, because people are the center, the subject of development, strength comes from the people, "people push the boat, people capsize the boat".
The Prime Minister requested that businesses contribute to reviewing, amending and supplementing open institutions; researching and proposing mechanisms and policies that are "leverages and fulcrums" to maximize resources, to double and triple resources, to develop breakthroughs, not stagnation.
Along with that, it is necessary to diversify markets, products, supply chains and participate in global value chains and supply chains with stable mechanisms. The Prime Minister gave an example of promoting negotiations and signing Government agreements on rice trade with other countries to stabilize output and input.

The Prime Minister also requested that businesses actively and proactively research and transfer new technologies to increase labor productivity, reduce resource intensity, increase intellectual content in products and services; have smart management; and participate in developing strategic infrastructure well.
The spirit is that businesses must work with the whole country to build open institutions, smart governance and smooth infrastructure, the Prime Minister emphasized.
The Prime Minister requested that state-owned enterprises must truly pioneer in 6 areas:
Firstly, pioneering in innovation, digital transformation, development and application of science and technology according to Resolution 57 of the Politburo.
Second, pioneer in making more positive and effective contributions to the three strategic breakthroughs, especially institutional breakthroughs which are the bottleneck of bottlenecks.
Third, pioneering in growth breakthroughs, making practical and effective contributions to the country's rapid, inclusive and sustainable growth and development.
Fourth, pioneer in developing digital economy, green economy, circular economy, sharing economy, knowledge economy, in investment in research and development.
Fifth, actively take the lead in implementing social policies and social security, ensuring fairness and progress, leaving no one behind in the development process, especially in the social housing program and eliminating temporary and dilapidated houses nationwide.
Sixth, pioneer in creating goods and products with Vietnamese brands, participating in global supply chains and value chains, enhancing the value of national brands and the country's position in leading global games.
From there, the Prime Minister requested that businesses must consider what they can do and what they can contribute to the country; if the whole country grows at least 8%, businesses must grow by 8% or more. At the same time, he emphasized that the State must truly create, if it wants to create, it must listen, absorb, and be open-minded, the practical problems that people and businesses reflect must be synthesized, and ministries and branches must handle them according to their functions, tasks, and powers. If they exceed their authority, they must report to the competent authority. If the ministries and branches do not handle them or handle them late, businesses must report to the Prime Minister in a spirit of transparency and frankness.
The Prime Minister also requested ministries and branches to design and implement macro policies to maintain political stability, social order and safety, and macroeconomic stability. Noting that policies must be relatively stable and developed in accordance with reality, the Prime Minister gave the example of the Ministry of Finance thoroughly resolving the capital issue related to BOT and stated that policy tools must mobilize maximum social resources, use public investment to lead private investment, and promote public-private partnership in the spirit that everything can be done through public-private partnership, not just infrastructure.
The Prime Minister requested ministries, agencies and enterprises to thoroughly grasp and resolutely implement the Resolutions and Conclusions of the Central Committee, the National Assembly and the Government, including Resolution No. 58/NQ-CP dated April 21, 2023 of the Government on a number of key policies and solutions to support enterprises to proactively adapt, recover quickly and develop sustainably by 2025, Resolution No. 158/2024/QH15 dated November 12, 2024 of the National Assembly on the socio-economic development plan for 2025, Resolution No. 01/NQ-CP dated January 8, 2025 of the Government on key tasks and solutions to implement the socio-economic development plan and the State budget estimate for 2025, Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets for sectors, fields and localities to ensure the target. The national growth target for 2025 is 8% or more.
In addition, it is necessary to resolutely and effectively implement the policy of streamlining and reorganizing the apparatus of agencies and organizations in the political system, ensuring quality and progress according to requirements; urgently perfecting the institutions for the operation of the administrative apparatus from the central to local levels in the spirit of Resolution No. 18-NQ/TW and the direction of the Central Committee.
Regarding the recommendations of enterprises regarding the amendment and replacement of the Law on Management and Use of State Capital Invested in Production and Business at Enterprises (Law No. 69), salary policy, and personnel work, the Prime Minister clearly stated that the spirit of amending and supplementing the regulations is to consider and evaluate the overall efficiency of enterprises, accept risks; assign goals, not hold hands and show how to achieve the goals, and how to achieve them, the subjects must promote intelligence, dynamism, creativity and be responsible before the law for their decisions, if they make mistakes, they will be punished.
The Prime Minister affirmed the spirit of accepting the opinions of enterprises at the Conference to perfect the institution, create favorable conditions for capital, infrastructure, and smart governance, remove mechanisms on human resources, officials, etc. for enterprises. At the same time, he emphasized that enterprises must promote patriotism and aspiration, contribute to the country's rapid and sustainable development; must have a far-sighted vision, think deeply and do big things with a practical approach, respond flexibly, appropriately and effectively to the rapidly changing situation. In the context of the whole country accelerating and breaking through to reach the finish line, enterprises must accelerate, break through and reach the finish line earlier than other entities./.
