On June 17, the People's Committee of Dong Hoi City (Quang Binh) coordinated with the Institute of Hydraulic Engineering and the National Key Laboratory of River and Sea Dynamics - Ministry of Agriculture and Environment to organize a scientific workshop "Assessing the current situation and causes of erosion of the Hai Thanh - Quang Phu sea dike and orienting protection solutions".

Attending the workshop were leading experts in Marine Engineering, Irrigation, and the Large Dam Association, including Prof. Dr. Vu Minh Cat - Former Head of the Marine Engineering Department, Thuyloi University; Prof. Dr. Nguyen Quoc Dung - Vice President of the Vietnam Large Dam and Water Resources Development Association; Associate Professor Dr. Ngo Anh Quan - Institute of Irrigation Science - Ministry of Agriculture and Environment, along with consulting units, representatives of the Department of Agriculture and Environment, Department of Construction, Irrigation Sub-Department, and specialized departments of Dong Hoi City.
Speaking on the issue, Mr. Hoang Ngoc Dan, Chairman of Dong Hoi City People's Committee, said: The Hai Thanh - Quang Phu sea embankment is a project of strategic significance, built with the expectation of effectively responding to erosion, protecting the safety of people's lives and property, as well as essential infrastructure and developing coastal tourism in the city.

However, after only a short period of operation, the project has continuously suffered serious damage from historic storms in late 2020 and 2022 and 2023. Although the locality has made efforts to repair it, the sustainable stability of the embankment is still a concern, due to the lack of a thorough and long-term solution.
At this workshop, he hopes that experts will focus on discussing and assessing the current situation and proposing solutions, not only to overcome immediate problems but also to orient strategies to protect the Hai Thanh-Quang Phu embankment sustainably, adapt to climate change and ensure no impact on tourism.

According to the representative of the consulting unit, from the actual survey and analysis of the current status of the cause of the incident, experts proposed to prioritize repairing and reinforcing seriously damaged embankment sections by using solutions such as slope embankment, using rubble or precast concrete accessory structures... for protection.
In the long term, it is necessary to build offshore wave-reducing underground dykes to reduce wave energy before reaching the shore, creating conditions for the formation and stabilization of natural sandbanks, thereby increasing the effectiveness of protecting the embankment, maintaining landscape value and sustainable tourism.

At the workshop, experts analyzed the causes, the situation and proposed solutions to ensure long-term sustainability, trying to utilize old structures for repairs within the possible scope to reduce costs. In the immediate future, to ensure the safety of the structures and limit the risk of widespread landslides, a repair plan is needed to restore the anti-erosion function of this embankment.
Concluding the workshop, Mr. Hoang Ngoc Dan, Chairman of Dong Hoi City People's Committee, suggested that the consulting unit should seek opinions from experts and scientists to develop a better repair design plan. Along with that, there should be a solution to study remote wave absorption so that when local conditions are available, it will be implemented.

"On that basis, we will report to the People's Committee of Quang Binh province on the most effective repair plan to ensure the sustainability of the Hai Thanh-Quang Phu sea dike in the coming time," said Mr. Dan.
